QUESTIONS AND ANSWERS

W912DR-16-R-0009: Environmental Remediation Services at Fort Belvoir, Virginia Questions and Answers
1) Per FAR 52.222-43 which is incorporated by reference, SCA labor categories are not to be escalated.
Instead they will be adjusted on an annual basis when new wage determinations are issued. Should we escalate SCA categories for the option years in Section B?
The rates established in Section B will not be adjusted on an annual basis. Please provide labor rates for these categories including escalation as you see fit.
2) Which Section B labor categories does USACE consider SCA?
Please review the Service Contract Act Directory of Occupations to see which labor categories apply (https://www.dol.gov/whd/regs/compliance/wage/).
3) Can the table following the Labor Rates in Section B be adjusted to comply with our accounting system
(i.e. fringe, office overhead, field overhead)?
The Price Schedule has been revised.
4) Since the Price Schedule (Section B) and Seed Project Price Schedule (Section J) were provided in PDF. Is it acceptable to exactly recreate & submit them in Excel?
Yes, Excel is fine.
5) Section L (page 120) states that we are to provide "Base Hourly Rates" and "Fully Loaded Hourly Rates".
How are we to present that on Section B, Price Schedule? (i.e. two rows for each labor category or one Section B for the hourly rates and another Section B for the "Fully Loaded Hourly Rate"). The instructions say that we may not modify the price schedule in wording or format.
This has been corrected and the language referring to “Fully Loaded Hourly Rates” has been removed.
Only provide “Base Hourly Rates” in the Price Schedule.
6) Section L (page 120) states that we are to provide rates for each of the five years of the ordering period starting in FY15. Should this be FY16?
Yes, this has been corrected to read FY16.
7) Is each contract period 12 months or calendar year (i.e. would FY16 would be award date through 12/31/2016 or award date through 12 months)?
Each contract period is 12 months, award date through 12 months.
8) In the 6th paragraph on page 121 of the RFP, it states that the SCA wage determination provided in Section
J is for the sample project only. Separate SCA wage determinations will be provided by the Government when a task order is issued. Will SCA labor rates be adjusted on a task order basis?
The current, applicable Wage Determination will be provided for each task order in accordance with the Department of Labor’s updates.
9) The scope of work includes Tier II hazardous chemical inventory (EPCRA Section 312 reporting due in March). It does not mention TRI reporting (EPCRA Section 313 toxic chemical release reporting due July 1). Please confirm that TRI reporting is not part of the scope.
TRI may be part of this reporting requirement.
10) Page 128, Section M. “Relevant Corporate Experience/ Project List: The Government will evaluate based on the Offeror’s demonstrated experience with the project types identified in the Scope of Work in the Virginia, DC, Metro, and Maryland Region.” Is it the Government’s intent to limit the evaluation of project/personnel experience to just the Virginia, DC, Metro, and Maryland Region?
No, the Government’s intent is not to limit the evaluation to project/personnel experience to just the Virginia, DC, Metro, and Maryland Region. This has been revised.
11) Section B, Page 5, Item 17. Are offerors to price the 3-man crew as a unit, or provide a per-person rate?
Provide a unit price.
12) Section B, page 9, CLIN Delivery/Task Order Table. Was it the Government’s intent to complete this table? Should offerors leave the table blank?
Offerors should leave this table blank. It will be filled at time of award by the Government.
13) Section C, page 18, Table 3. Would the Government clarify the use of the symbols in the table? If we assume the “X” means the evaluation area is applicable, and “N/A” means the evaluation area is not applicable to a specific deliverable, then what is signified by a blank cell? For example, when would cost control be evaluated?
This is an example draft QASP. It has been removed from the solicitation and will be provided after award.
A separate QASP will also be provided for each task order.
14) Section C, page 19, Table 4, Schedule performance standard. Would the Government reconsider basing the performance in terms of days ahead of schedule as it relates to milestones and consider a percentage basis instead. As currently defined, with the exception of the PMP, any milestone that has less than a 90-day schedule would be unable to earn an Exceptional rating; and any milestone with a 30-day or fewer schedule would be unable to earn a Very Good rating.
This is an example draft QASP. It has been removed from the solicitation and will be provided after award.
15) Section C, Page 21, Table 4, Small Business performance standard. Would the Government confirm that
Small Business performance standards are not applicable to task orders under this contract?
This is an example draft QASP. It has been removed from the solicitation and will be provided after award.
16) Section C, Pages 21-22, Section 4.0, Surveillance Documentation. The QASP references Attachment A, Attachment B, Attachment C, and Attachment D. Would the Government provide a copy of these attachments, so offerors can review the forms?
This is an example draft QASP. It has been removed from the solicitation and will be provided after award.
17) Page 23: The second paragraph states that task orders may use performance-based work statements or prescriptive scope of work (SOW). Can you provide some indication on which task orders would use a PBA approach versus those that would use a prescriptive SOW?
At this time we cannot fully anticipate which task orders will use a PBA approach versus a prescriptive SOW, however the majority of task orders will contain a SOW.
18) Section L, Page 116, Section 2.d. The instructions for Factor 2: Past Performance indicate the response is limited to 5 PPQs. This appears to contradict the instructions in Section 3.2.i.3 (page 119), which states that offerors should submit “at least five” PPQs and the instructions in Section M, Page 130, which states that offerors shall provide the PPQ “for each of the projects provided under Factor 1.”
Please clarify if offerors are to provide exactly 5 PPQs, at least 5 PPQs but no more than 12 PPQs, or exactly 12 PPQs (one for each project in Factor 1)?
This has been corrected. Please supply a PPQ for each of the 12 projects presented.
19) Page 94 - We understand we have to provide PPQs for the IDIQ solicitation. Was the PPQ form intended to be provided separate from the Seed #2 Scope of Work or do we ALSO need to supply PPQs when we bid on task orders (so, here since we are essentially bidding on two TOs, do we need to include PPQs as a part of the proposal for the Seed Project).
The PPQ is to be provided separate from the Seed #2 Scope of Work. PPQs will not be required to bid on task orders. PPQs should not be included in the seed project section.
20) Section L, Page 117, Section 3.a, Format. The note indicates 11x17 folded pages are allowed for tables/graphic presentations but does not specify if a single side of an 11x17 page counts as 1 page or as 2 pages. Would the Government clarify the page counts for 11x17 pages?
A single side of an 11x17 page counts as 1 page.
21) Section L, Page 117, Section 3.c, Electronic Files. Would Microsoft Excel 2010 format be acceptable in lieu of 2007?
Yes, Microsoft Excel 2010 format is acceptable in lieu of 2007.
22) Section L, Page 117, Section 3.d.i, Volume I – Technical, Past Performance and Management. Are offerors allowed to include a cover letter/transmittal letter in Volume I? If so, would the Government confirm this would not be included in the page count?
Offerors may include a one page cover letter/ transmittal letter, which will not be included in the page count.
23) Section L, Page 118, Section 3.d.i.2.(b).(i). The RFP indicates that a project includes a definitive contract, individual task order, or other contract document provided for in FAR 2.101. In reviewing FAR 2.101 it is still unclear if a project could include multiple task orders under a single IDIQ contract, or if an IDIQ contract could be presented as a project. Could the Government clarify if these would be considered projects?
One task order is a project. Multiple task orders under a single IDIQ should be presented as multiple projects. A single base Indefinite Delivery Indefinite Quantity (IDIQ) contract is not considered a project.
24) Section L, Page 118, Section 3.d.i.2.(b).(iii). Based on page limit requirements, the RFP instructions in this paragraph appear to be referencing the Factor 3 Management Approach. Would the Government confirm that an organizational chart, acquisition management plan, discussion of subcontractors, and quality control plan narrative are not included in Factor 1 b Relevant Experience/Project List? Should this have been included as the Instructions for Factor 3 Management Approach, which is currently missing from the RFP?
If so, please confirm that the only thing that should be included in Factor 1’s Relevant Experience/Project List section are the twelve (12) 1-pg project descriptions.
Yes, this has been corrected.
25) Section L, Page 118, Section 3.d.i.2.(b).(iii). The RFP directs offerors to personnel requirements outlined in Section J of the solicitation. Other than the wage determination, we were not able to identify any personnel requirements in Section J or elsewhere in the RFP. Would the Government provide the personnel requirements?
This has been deleted. There are no specific personnel requirements in Section J. The proposed labor qualifications should reflect the offeror’s understanding of the work that will be required under this IDIQ.
26) Section L, Page 119, Section 3.d.i. The RFP does not provide instructions for Factor 3, Management
Approach. Would the Government either provide instructions for Factor 3 or confirm that all instructions for Factor 3 are included in Section 3.d.i.2.(b).(iii) on page 118?
This has been corrected.
27) Section L, Page 119, Section 3.d. Would the Government confirm there is no Section 3.d.ii?
The numbering has been corrected.
28) Section L, Page 119, Section 3.d.iii.2, Cover Sheet. Would the Government confirm the proposal cover sheet instructions meant to reference Volume II, vice Volume III?
This has been corrected. It now reads Volume II.
29) Section L, Page 120, Section 3.d.iii.3, Contract Documentation. Is information on the Compensation Plan required for the prime only or for all team members? For joint ventures, would the Government confirm that Compensation Plan information is required for both JV partners?
This is required for the prime only. The Compensation Plan information is required for both JV partners.
30) Section L, Page 120, Section 3.d.iii.4, Cost/Price Data. In this paragraph that RFP states that offerors “may use their own format for the price spreadsheets, but must submit Government provided Price Schedule (Section B) and the Seed Project Price Schedule (Section J). Would the Government provide a Word version of Section B Price Schedule for offerors to use?
No.
31) For Seed Task Order pricing backup, are offerors required to provide quotations, invoices, and price catalogs as part of the pricing backup per FAR 52.215.20 (page 125)?
Please provide backup pricing for everything over $1,000.00.
32) Can the Offeror use a small font size on the Cover Pages of the Volumes to help accommodate the requested information onto a single page?
The Offeror may use no smaller than 10pt font on the Cover Pages.
33) Can the Offeror include the "Persons authorized to negotiate" information and "Persons authorized to sign the proposal" information in a cover letter to the proposal, instead of on the Cover/Title Page?
Yes.
34) Since the RFP allows subcontracted labor to be used in the hourly Labor Rates Price Schedule in accordance with (4)(i) page 120, can you please confirm that each firm involved, i.e. JV partners and subcontract should provide “an explanation of how the indirect rates were computed and applied, including cost breakdowns.” In accordance with (4)(i)(2), page 120 of the RFP. If so, can these be provided under a separate sealed envelope? If not, would be sufficient for the Managing Partner to provide their indirect rate calculation?
The price schedule shall be filled out as it appears in the solicitation. We are requesting one overhead rate/ G&A rate for the home office and one overheard/ G&A rate for the field office. We are requesting one rate, regardless of whether you have one or more than one subcontractor. This information may be submitted in a sealed envelope.
35) How does the government expect a team of several companies to provide their indirect rates as described in the previous question, which will be different for each company, but provide “only one rate per labor discipline including those provided by subcontractors.” In accordance with (4)(i)(3), page 121 of the RFP.
It is up to the Offeror to work with their subcontractors and teaming partners to determine one rate per discipline.
36) Where the offeror is an unpopulated joint venture, may the labor rates and supporting documentation for the indirect rates be provided by either JV member or its subcontractors? In such case, may the supporting documentation be provided to the Contracting Officer in sealed envelopes to protect the proprietary information?
The price schedule shall be filled out as it appears in the solicitation. We are requesting one overhead rate/ G&A rate for the home office and one overheard/ G&A rate for the field office. We are requesting one rate, regardless of whether you have one or more than one subcontractor. This information can be submitted in a sealed envelope.
37) May the offeror provide a composite rate for labor categories and indirect rates for which the offeror and its subcontractors will provide personnel? In such case, may the supporting documentation of the composite rates be provided to the Contracting Officer in sealed envelopes to protect the proprietary information?
A composite rate is acceptable. The documentation may be submitted in a sealed envelope.
38) Does the Small Business Administration’s Final Rule that was published in the Federal Register on 25 July 2016, relating to 13 CFR Parts 121, 124, 125, 126, 127 and 134 apply to this solicitation?
39) Based on one interpretation of Section (b), can a joint venture between two small businesses take on the form of a “Prime/Sub” relationship since Section (b) states that the JV “need not be in any specific form or contain any specific conditions in order for the joint venture to qualify as a small business”?
This does not apply to this solicitation.
40) For a JV, may separate G&A and overhead be provided for each firm?
41) The RFP references NAICS code 562910 with a small business size standard of 500 employees. Please confirm that the updated small business size standard for 562910 is 750 employees.
This has been corrected. The small business size standard for NAICS code 562910 is 750 employees.
42) If the offeror is a Joint Venture and has a signed Joint Venture agreement (which will be provided in the proposal), but is in the process of obtaining a TIN, DUNS and/or Cage Code, is it acceptable for the Offer to register in SAMs after the due date of the proposal? We anticipate to be registered in SAMs prior to any potential award.
Yes, the Offeror needs to be registered in SAM before award.
43) Page 118,(b) Relevant Experience/Project List. The USACE will accept projects from team members as long as a Teaming Agreement is submitted. Does the Teaming Agreement need to be included at the end of this section? Will the USACE exclude the Teaming Agreement(s) from the page count?
The Teaming Agreement should be included in Volume II. The Teaming Agreement is excluded from the page count.
44) Page 118,(b) Relevant Experience/Project List (iii). Does this paragraph (below) need to be moved and labeled as Factor 3 – Management Approach?
Major emphasis will be placed on the requirements identified for the personnel, as outlined in Section J of the solicitation; an organizational chart that clearly defines roles and responsibilities, and lines of authority for all personnel and subcontractors proposed; an acquisition management plan that clearly defines how task orders will be bid on, planned for, executed, and closed out; a list of subcontractors to be utilized under this contract, how the Offeror will select subcontractors for participation at the task order level, and what efforts will be subcontracted; a quality control plan that appropriately outlines how all quality managers will ensure corporate quality control/assurance is followed.
45) Page 119, Factor 2, Past Performance Factor. The second paragraph indicates that PPQs can be provided from the Offeror or its team members; however, the following “(as previously defined)” should read “(as defined on page 129 in Section M Factor 2: Past Performance)”.
46) Page 119, Factor 2, Past Performance Factor (ii) states, “Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.” We understand that we cannot “reference the documents; however, is it acceptable to include copies of previously completed PPQs that use same/similar form as the PPQ form included with this RFP?
Yes, you may include copies of previously completed PPQs that use same/ similar form as the PPQ form included with this RFP.
47) Page 120, (i) Hourly Labor Rates Price Schedule. How does the Government want to see the hourly rate buildup for Subcontractors since subcontractors may build their rates differently and will more than likely have different overhead, fringe, G&A, etc.?
The price schedule shall be filled out as it appears in the solicitation. We are requesting one overhead rate/ G&A rate for the home office and one overheard/ G&A rate for the field office. We are requesting one rate, regardless of whether you have one or more than one subcontractor.
48) Please clarify the requirements for Volume I, Factor 3 Management Approach as it was omitted from
Section L. Content Requirements.
This is now included in the solicitation.
49) Are tables, charts, figures, etc. that are landscape oriented on 11” x 17” paper counted as 1 page?
Yes.
50) Under Section 3.0a, Proposal Files/format, the RFP notes that 11x17 folded presentations are acceptable.
Please clarify whether 11x17 pages will be counted as one page or as two pages.
One page.
51) Under Section 2.0d. Factor 3 is part of Volume 1. However, under Section 3.0d where the specific content for each Volume and Factor are described, the RFP provides your requirements for Factor 1 and Factor 2 (Section 3.0d, i, 1-3), but skips over Factor 3 (there is no Section 3.0d, ii). The RFP skips directly to Volume II, Cost/Price information (Section 3.0d, iii). Please clarify the requirements for Factor 3.
This is now included in the solicitation.
52) In reviewing this section we did note that parts of the Factor 2 requirements under Section 3.0d,i,2b, iii appear to be those typically discussed under Management Approach, rather than the Technical requirements. This language reads that we are to emphasize: “an acquisition management plan that clearly defines how task orders will be bid on, planned for, executed, and closed out; a list of subcontractors to be utilized under this contract, how the Offeror will select subcontractors for participation at the task order level, and what efforts will be subcontracted; a quality control plan that appropriately outlines how all quality managers will ensure corporate quality control/assurance is followed.” In view of the missing Factor 3 evaluation criteria, are we to include this in Factor 1 or Factor 3?
This has been corrected.
Seed Project 1 Questions
53) Tasks 2 and 3 of the “Drinking Water Quality Support Services” Seed mentions a “DBP Sampling Plan” and a “Lead and Copper Sampling Plan” that exist for Fort Belvoir. Would it be possible to obtain a copies of these for costing purposes?
Task 4 of the “Drinking Water Quality Support Services” Seed states that “The Contractor shall complete an estimated 4 plans, 8 reports, 4 presentations, and 24 compliance / sampling audits.” Could you please provide clarification or list examples of the types of plans and reports that would be expect to be completed? Some clarification is also requested for the 24 compliance / sampling audits. Are these intended to be audits of sampling results or sampling procedures? Would additional sampling and Laboratory costs be necessary?
The copies of the plans are included as attachments. There are two VDH Waterworks that would require monitoring entitled the BNA/EPG Waterworks and the Woodlawn Waterworks. The sampling not only includes DBP, Lead & Copper but also bacteriological sampling as well. Examples of plans would also be the same plans (or updates to the existing plans) that are included as attachments. Reports would be reports that are associated to the sampling results for each of the two waterworks based upon the sampling plans (attached). Compliance and/or sampling audits could include inspections from VDH (the regulatory authority), an internal audit or an Army Environmental Command inspection/audit of any sampling or support provided with Task 4. There is a potential that, depending upon the results of the inspection and/or audit that additional sampling and analysis would be required and in which case would be expected under Task 4.
54) Section J- Seed Project #1, 4.0(d), Task 4: Miscellaneous Guidance - Page 70. Can you provide additional clarification as to the “plans” requested for Task 4 or provide an example of a type of plan/report that would be included under Task 4 for so that we can provide a more accurate cost? Please see the highlighted segment below (last sentence “the contractor shall complete an estimated 4 plans….”). The requirements for the reports, presentations and compliance/sampling audits are largely known to us from previous experience.
55) d. Task 4 – Miscellaneous Guidance. The Contractor will provide support for drinking water and wastewater related tasks as requested by the Environmental and Natural Resources Division. Tasks will vary and include but are not limited to: regulatory research, development of plans, support ENRD staff develop guidance documents, preparation of reports, development of presentation, and audits. The Contractor shall complete an estimated 4 plans, 8 reports, 4 presentations, and 24 compliance / sampling audits.
56) Please make available a copy Fort Belvoir’s DBP Sampling Plan cited in Section 4.0 b.
There is a potential that, depending upon the results of the inspection and/or audit that additional sampling and analysis would be required and in which case would be expected under
57) Please make available a copy Fort Belvoir’s Lead and Copper Sampling Plan cited in Section 4.0 c.
There is a potential that, depending upon the results of the inspection and/or audit that additional sampling and analysis would be required and in which case would be expected under
58) Please provide additional information to gauge the level of effort required to produce the documents required under Miscellaneous Guidance, Section 4.0 d. Research and plans/reports may be anything form a few pages to dozens of pages long and the level of effort can vary dramatically based on the nature of the research and guidance being requested. Similarly, the requested 24 sampling and compliance audits vary with the number of samples being audited and whether split samples are being requested.

There is a potential that, depending upon the results of the inspection and/or audit that additional sampling and analysis would be required and in which case would be expected under Task 4.
59) Modeling/Analysis Technical Memos (2) are called out as requirements under Section 13.0, however, the rest of the delivery order makes no mention of the technical content requirements for these memos. Please provide an example or a clarification of the memo’s technical requirements.
There is a potential (since this task order is for drinking water sampling) that the task would require technical analysis and/or water modeling. Fort Belvoir may require the contractor to assist when there is an unusual "hit" for one of the regulated items that the waterworks is required to monitor for (DBPs, Lead and Copper, and/or bacteria). For example, if there is an unusual positive result for lead and copper, but it would only be in one discrete location. The installation would need the contractor to produce technical memos that may require some modeling to provide an answer to the regulator and a path forward.
Seed Project 2 Questions
60) Page 78, Section 4.0, Paragraph 1.1: What is the approximate total square feet of the project area to be surveyed, including the linear feet of the streams and tributaries to be delineated for wetlands and RPAs, AND including the stream LF for the stream assessment survey? In the file “Seed Project 2 Attachments.pdf” the Oct 14, 2014 NWP reauthorization correspondence from the Baltimore Corps District states three sets of impact areas with square feet and stream lengths in the first paragraph (1,738 sq ft and
257.5 LF; 1,632 sq ft and 290 LF; 949 sq ft and 157 LF). Should we base the cost proposal on the total these values, on the highest square feet and linear feet values, or on different values?
Please refer to the monitoring requirements that are attached. The Delivery Order is to provide the year 1 monitoring report in accordance with the approved monitoring plan attached to the permit. All tasks in the monitoring plan, including the completion of the full monitoring report will be the deliverable.
61) Page 79, Section 4.0, Paragraph 1.1.2: “The COR or Wetlands and Habitat Program manager will specify at the outset of the project if a full JD package will be required.” Do we cost for a full JD package or include as an option?
A full delineation report will be required for each delineation that will be completed. The COR/Wetlands and Habitat Program Manager will determine if the delineation report will be part of an permit application (incorporated in a permit application) or if a standalone JD will need to be obtained. On average, are about
5-6 delineations of project locations required. These customarily entail wetlands delineations for culvert replacements and other infrastructure repairs or for replacement / repairs and maintenance of utility lines.
62) Page 79, Section 4.0, Paragraph 1.2.1: This section regarding wetlands permit applications references an “endangered species report.” Under the earlier Section 3.0/Background of the RFP, small whorled pogonia surveys are stated as included in the project scope (in Section 3.1). Please clarify if a RTE survey, and report, in the project impact area is also required.
The need for a threatened and endangered species survey depends at the location where the work will take place. On average, about half of the project will require either a small whorled pogonia survey and/or wood turtle and habitat survey.
63) Page 80, Section 4.0, Paragraph 1.3.1: “The contractor shall perform periodic compliance inspections on all assigned projects in accordance with each permit’s general and special conditions of a project.” How many do we estimate for pricing?
During construction of the projects, a site is normally inspected every two weeks during construction and post construction to collect the documentation for the permit close-out.
64) Page 80, Section 4.0, Paragraph 1.3.2 and 1.3.3: The text in these sections are nearly identical, although Section 1.3.2 is driven by wetland permit mitigation monitoring and Section 1.3.3 is driven by permit-driven stream monitoring. Please clarify additional distinctions between 1.3.2 and 1.3.3, or provide background information to better understand why these are two separate sub-tasks.
Fort Belvoir has wetlands and stream mitigation sites that have different requirements than voluntary stream restorations.
65) Page 81, Section 4.0, Paragraph 1.4.3: “The contractor shall attend meetings as required by the Program
Manager and COR for new or on-going projects” How many are estimated?
Page 82, Section 4.0, Paragraph 2.1: “The Contractor shall perform field surveys on 5 selected streams and selected mitigation sites…” Please clarify whether there are 5 total selected streams as the mitigation sites OR if there are more mitigation sites that will be surveyed/sampled in addition to the 5 selected streams.
There will be occasionally project meetings that the contractor will need to attend. There are on average 3- 8 meetings per project that occur, depending on complexity or needed coordination with stakeholders.
For 2.1 – this refers to the macroinvertebrate sampling of 5 selected streams that are enclosed. The macroinvertebrate surveys are selected based on either having the potential for future stream restoration projects or data gaps. The requirement is to complete the sampling in accordance with the US EPA Rapid Bioassessment Protocol for Use in Streams and Wadeable Rivers for the 5 selected streams only per protocol.
66) What is the desired frequency of the macro invertebrate survey? The solicitation mentions that the base sometimes samples twice a year. The language in the seed project indicates the desired frequency may be is just once a year.
This is for a particular Delivery Order (DO) that specifies what would need to completed for this particular period of performance, which requires only once a year. Each DO will specify if surveys are to be completed once or twice yearly. If a DO specifies once yearly, then the surveys should be completed in the April/May timeframe in order to obtain comparable data with previous survey efforts. If a DO specifies twice yearly, then the surveys should be completed in the April/May timeframe and again in the late August/September timeframe in order to obtain comparable data with previous survey efforts.
67) Should we cost out just for 1 year or life of contract? If more than one year the then we will need to know what monitoring year the project is currently in. The “as built” drawings are dated 2011 but the permit was issued 2014. It is not clear whether any monitoring has been completed for the project to date.
This task order is for the year 1 monitoring effort and reporting only. There will be additional task orders, yearly, to complete the monitoring reports for this project as required. This project, based on performance might be able to satisfy the monitoring requirements within 3 years.
68) Several of the documents listed under Section 2.0 are required in order to estimate the level of effort that is required. Section 2.0 indicates that these documents were to have been attached but hey were not contained within either the Original RFP or in the PDF containing Seed Task #2 attachments (this contained only a letter, maps, and a design drawing). The missing documents are: Fort Belvoir Wetland Functions and Values Data Sheet and Guidance, US Army Garrison Fort Belvoir DPW Wetlands Program Site Investigation Form, Fort Belvoir Guide for Project Sites with Wetlands, Surface Waters, RPAs, and Threatened and Endangered Species.
These documents have been uploaded to FBO.
