Mitigation Monitoring Plan for Meade Road Stream Restoration - Nationwide Permit 27 authorization CENAB-OP-RMS (FORT BELVOIR STREAM

RESTORATION SITE 1) 2012-00891

Required Survey Work for Monitoring

Survey will be used in order to monitor and provide two monumental cross sections, the stream pattern, the profile of the stream, the stream structure, the bed material, identify the stability and condition of the stream and evaluate changes in cross sections.

The survey of two monumental cross sections will be performed for three functions.

1) Determine if the width/depth ratio (defined as the width at bankfull divided by the mean riffle depth at bankfull) did not increase or decrease by a ratio that is greater than 1.2 from the as-built cross-section.

2) The bankfull cross-sectional area did not increase or decrease by an amount greater than 20% of the as-built cross-section.

3) The bank height ratio (defined as the low bank height divided by the maximum riffle depth) did not increase or decrease by a ratio that is greater than 0.2 from the as-built cross-section.

The stream pattern will include an analysis of the plan-view survey of field measurements to indicate the sinuosity of the stream (defined as the low bank height divided by the maximum riffle depth) did not increase or decrease by an amount greater than 0.2 times the as-built pattern as well as the radius of curvature/width ratio did not increase or decrease by an amount greater than 0.2 times the as-built condition.

The stream profile will include an analysis of the longitudinal profile and shall indicate that the slope of the reach longitudinal profile did not increase or decrease by an amount greater than 0.3% from the as-built slope.

The analysis of each in-stream structure shall indicate that the angle of any rock vane, j-hook, or cross vane did not increase or decrease by an amount greater than 3 degrees from the as-built angle and the slope of any rock vane, j-hook, or cross vane did not increase or decrease by an amount greater than 2% from the as-built slope (e.g. if the design slope was 5%, then any slope from 3% to 7% would be acceptable).

Bed material in respect to the stream and riparian system will include the collection of pebble counts and bar samples analyzed to document changes in streambed material particle size. The contractor must specify and establish the locations and install permanent sample locations that are marked in the field and shown on the survey drawings.

Channel structural stability and condition success will be assessed by the use of two cross sections (one at the riffle and one at a pool) per each design reach. Discussion of the stream geomorphic parameters measured including channel dimension, pattern, profile, and materials within the defined stream type, as they relate to channel or stream bank stability will be included in the channel structural stability and condition success.

This discussion will include a photograph from a permanent photo station that is to observe the establishment of vegetation, both planted and volunteers.

Required Vegetation Monitoring

Vegetation monitoring shall be provided with each monitoring report by the analysis of two (2) vegetation plots (one (1) plot located on the east and one (1) plot located on the west side of the stream). The vegetation plots will be 20’x20’ and include the analysis and identification of the dominant species vegetation, an herbaceous plant coverage assessment (with the goal of obtaining 90% aerial coverage by the end of year five (5)) and the woody plant survival rate (with the goal of obtaining a woody plant survival rate of 85%). Additionally, there will be no less than 60% non-invasive herbaceous plant coverage by the end of year one (1) and no less than 80% non-invasive herbaceous plant coverage by the end of year five (5).

Photographic Documentation Required for Monitoring

A visual description shall be provided with each monitoring report by ground level photographs taken facing north, south, east, and west, from established photo stations located at the two (2) vegetation plots and five (5) hydrology monitoring stations. The visual descriptions can include but are not limited to:

1) Dominant vegetation species identification

2) Herbaceous plant coverage assessment

3) Woody plant survival rate

4) Invasive species present

5) Condition of in stream structures

6) Excessive sedimentation or erosion

Additionally, visual descriptions will also be included each quarter and after each 10-year storm event (defined by Fairfax County as a 24-hour rain event totaling in 4.86” or more of rain). The stream condition and structures will be monitored by using the established photo stations at each hydrology monitoring station.

Finally, an annual visual inspection within 200 feet downstream of the project area will be included in the monitoring report by means of visual description. Visual description shall include ground level photographs taken facing north, south, east, and west of the downstream project area and include a general description of any excessive sedimentation as a result of this project.
