4. Will having at least one person in each key discipline with a TS Clearance meet the minimum requirement or is every person proposed in a key discipline required to have a TS Clearance?
A: At least five licensed professional electrical engineers and five licensed professional mechanical engineers are required. These are key personnel which require the Top Secret Clearance.
5. Please confirm that the types of technicians requested are not considered key disciplines and do not require a TS Clearance. Are resumes for the technicians required to be submitted?
A: The types of technicians are not considered key disciplines and do not require a TS Clearance. However, they must be US Citizens. The submission shall show that the prime has access to the types of technicians listed. Resumes for the technicians are not required to be submitted.
14. Are we required to name HVAC, Boiler Technician, Generator, etc. technicians in our proposal? It’s our experience these positions/certifications and firms will vary based on the manufacturer of the equipment and/or controls.
A: See answer to Question 5 above.
15. RFQ states that the Commissioning Specialist shall be certified by a recognized agency. Do they also need to be a licensed professional engineer?
A: No.
16. RFQ states that a minimum of (5) licensed mechanical engineers and (5) licensed electrical engineers with commissioning experience are required. Do these mechanical and electrical engineers also have to have commissioning certifications by a recognized agency?
A: No.
17. Regarding the TOP SECRET Security Clearance, does a company need to have clearance prior to the due date of 12/03/2014? What is the process for getting our firm approved clearance and how long does it typically take?
A. As stated in the solicitation, all offerors must have an active Top Secret Facilities Site Clearance at the time the offer is due, at time of award, and throughout the life of the contract. The Government does not provide sponsorship or assist in obtaining a clearance. If you do not possess an active TSFCL at the time/date proposals are due, you would not be eligible for award.
