AE 1 & 2

Amendment #3

Responses to RFI’s

26. Question: We noticed that an answer in Addendum #2 conflicts with an answer to a similar question in Addendum #1 (see both below). What is the correct answer? Do we need to have subcontractors in all disciplines top secret cleared if we, the prime, are currently top secret cleared?

Question 6 in Addendum #1: Do all sub-consultants for this contract also have to have an active Top Secret Facility Clearance, or does this only pertain to the prime or JV?

Answer: An active Top Secret Facility Site Clearance (TSFSC) is only required for the prime contractor(s), so sub-consultants may be submitted that do not possess the TSFSC.

Question 14 in Addendum #2: Factor 2: Professional Qualifications. It is mandatory that the Contractor maintains a balanced work force with a significant cadre of cleared Top Secret personnel to work in such areas. Provide all clearance information for personnel submitted in the SF330, Section H. The list of key disciplines are: Project manager, architect, civil engineer, electrical engineer, structural engineer, mechanical engineer, fire protection engineer, planner, communications engineer, Anti-Terrorism/Force Protection (AT/FP), environmental engineer, geotechnical engineer, cost estimator, commissioning specialist, construction manager, and certified industrial hygienist.

Please confirm that a Top Secret security clearance is required for each of the following: environmental engineer, geotechnical engineer, cost estimator, and a certified industrial hygienist.

Answer: Yes, at least one individual in each of those disciplines needs to have a TS security clearance.

Answer: There is no conflict between the answers provided to Questions # 6 & #14. The Top Secret Facility Site Clearance (TSFSC) is associated with the firm / prime contractor whereas the Top Secret (TS) security clearance is associated with individual personnel.

An active Top Secret Facility Site Clearance (TSFSC) is required for the prime contractor(s). In addition, the key personnel that require the Top Secret (TS) security clearance must have that level to be counted as meeting the requirements per the synopsis. Others may be submitted in addition to the key personnel that do not possess the TS clearances; however, at least one individual in each of those key disciplines need to have a TS security clearance.

27. Question: Per the response to Question #16 in Amendment 2, the planners are to be certified by a recognized agency such as the American Planning Association (APA) or American Institute of Certified Planners (AICP). The availability of cleared small business firms with TS cleared planners with this credential is extremely limited.

Since RSFO is already allowing alternative registration credentials for the Communications Engineer and Interior Designer, would it be acceptable to submit a Top Secret cleared Registered Landscape Architect (RLA) or registered Architect with extensive experience and training in planning/master planning, instead of the AICP credentialed planner?

Answer: Yes
