AE 1 & 2
Amendment #2
Responses to RFI’s
12. Question: For submittal purposes, a task order on an IDIQ contract is considered a project as is a standalone contract award. Do not list an IDIQ contract as an example of a completed project. Instead, list relevant completed task orders or stand alone contract awards that fit within the definition above. Examples of project work submitted that do not conform to this requirement will not be evaluated.
Please confirm that task orders completed at a single site and/or were completed as an incrementally funded project will be evaluated, collectively, as a relevant project in Section F of the submission.
Answer: Refer to Question No. 10.
13. Question: Factor 2: Professional Qualifications. Offerors will be evaluated on professional qualifications and competence of the proposed key personnel to provide services to accomplish the work required under this contract.
The firm must have registered and licensed personnel, either in-house or through consultants, in the following list of disciplines: Project manager, architect, landscape architect, interior designer, civil engineer, electrical engineer, structural engineer, mechanical engineer, fire protection engineer, quality assurance/quality control, planner, communications engineer, Anti-Terrorism/Force Protection (AT/FP), environmental engineer, geotechnical engineer, cost estimator, commissioning specialist, land surveyor, survey crew, construction manager, and certified industrial hygienist.
The SOW requests/requires a Program Manager. Please confirm that this role will be evaluated as key personnel under the discipline of project management.
Answer: Yes, the Program Manager would be evaluated as a key personnel under the discipline of project management. The SOW specified that the AE will identify a Program Manager who will serve as the single point of contact for RSFO for all task orders issued under this contract. The Program Manager, and other AE representatives as needed, will meet with RSFO on a Quarterly basis for a Program review of all task orders issued under this contract. It is expected that Project Managers would then be managing the individual task orders. The management plan and organizational chart requested in Factor 4 of the solicitation can address the relationship between the Program Manager, Project Managers and other personnel.
14. Question: Factor 2: Professional Qualifications. It is mandatory that the Contractor maintains a balanced work force with a significant cadre of cleared Top Secret personnel to work in such areas. Provide all clearance information for personnel submitted in the SF330, Section H. The list of key disciplines are: Project manager, architect, civil engineer, electrical engineer, structural engineer, mechanical engineer, fire protection engineer, planner, communications engineer, Anti-Terrorism/Force Protection (AT/FP), environmental engineer, geotechnical engineer, cost estimator, commissioning specialist, construction manager, and certified industrial hygienist.
Please confirm that a Top Secret security clearance is required for each of the following: environmental engineer, geotechnical engineer, cost estimator, and a certified industrial hygienist.
Answer: Yes, at least one individual in each of those disciplines needs to have a TS security clearance.
15. Question: Factor 1: Specialized Experience and Technical Competence. Topographic and bathymetric surveys, soil surveys and subsurface exploration including associated testing. Please confirm that bathymetric surveys will be required for this contract.
Answer: The requirement for bathymetric surveys is unlikely and the demonstration of Specialized Experience and Technical Competence for bathymetric surveys is not required for Factor 1.
16. Question: Factor 2: Professional Qualifications. The firm must have registered and licensed personnel, either in-house or through consultants, in the following list of disciplines: Please clarify the registration or license requirement for a planner.
Answer: Planners shall be certified by a recognized agency such as American Planning Association (APA) or American Institute of Certified Planners (AICP).
17. Question: SUBMISSION REQUIREMENTS: The SF330 and the Small Business Participation Plan shall each be submitted as separate files using Microsoft Word (.doc) or Adobe Acrobat (.pdf). An electronic copy of the submission shall be included as well. The document shall be submitted as one file using Microsoft Word (.doc) or Adobe Acrobat (.pdf).
Please clarify the hard and electronic copy submittal requirements for the Small Business (SB) Participation Plan. If the SB Participation Plan is to be included in the SF330, does is count towards the page limit of 125 pages?
Answer: See Amendment 1, Question No. 2
18. Question: SMALL BUSINESS PARTICIPATION PLAN: The extent to which the Offeror meets or exceeds the goal of 25% Small Business Participation. This goal is based on the total contract value.
Please confirm that the 25% SB Participation goal is based on the total contract value and not of the subcontracted value.
Answer: The 25% Small Business Participation is based on the total contract value.
19. Question: Work categories: The type of facilities to be commissioned shall include, but not be limited to:
administrative facilities, physical fitness facilities, humidity controlled warehouses, maintenance facilities, computer facilities, Sensitive Compartmented Information Facilities (SCIF), high-tech admin facilities and conference areas, remote inspection facilities, technology data centers, central utility plants, and food service/retail facilities.
Please confirm that the type of facilities to be commissioned is also the types of facilities anticipated for all general services under this contract.
Answer: Refer to the answer in Amendment 1, Question No. 1. Commissioning may be one aspect of the services to be provided under this IDIQ. Therefore the type of facilities to be commissioned is the same type of facilities anticipated for all general services under this contract. The work may encompass architect and engineering services for a broad variety of minor to major repair, modification, rehabilitation, alterations and new construction projects of various facilities in support of the Department of Defense and associated Agencies.
20. Question: Factor 2: Professional Qualification. Under the list of disciplines the land surveyor and survey crew are both listed. Please confirm the intent of the survey crew is a two man topographic team consisting of the Licensed Land Surveyor and a Land Surveyor.
Answer: A Licensed Land Surveyor is required for this IDIQ. The survey crew can be a two person crew and does not need to have anyone licensed as long as there is a Licensed Land Surveyor on the team to perform any work needed to be done under a land surveyor license.
21. Question: The RFP states that the commissioning agent shall have commissioned two (2) LEED projects. The LEED program allows "points" for providing commissioning and it does not specify commissioning processes. Why would commissioning two "LEED" projects have any significant value over commissioning two projects?
Answer: The Commissioning Specialist shall have documented experience as the lead person responsible for commissioning of building systems of similar type, scope, and complexity and must have at least two projects for which the individual was the documented Commissioning Authority for a LEED certified project. Additional projects may be submitted to show the commissioning experience of the individual, however, at least two of the projects must have been LEED certified.
22. Question: The RFP stated that the Prime on this Solicitation can be a JV but can a subcontractor on this Solicitation be a JV? If yes, then for the submission of the SF330 Part II, do you need an SF330 for each company of the JV and then a combined SF330 Part II for the JV?
Answer: Yes, the subcontractor can be a Joint Venture. As a JV is a separate legal entity it is only necessary to submit one SF330 part II for the JV.
23. Question: May we use a smaller font size in tables, and on figures, captions and other graphics?
Answer: 10pt font is preferred as with anything smaller font it becomes difficult to read.
24. Question: Is each member of a survey crew required to be registered (per the solicitation). Most of the crew a chainman for example is typically not registered professional land surveyor (P.L.S.).
Answer: No
25. Question: We respectfully request a one week extension of the submission deadline, due to observation of the Independence holiday (we observe on 7/3), and the significant outreach effort required to meet the aggressive subcontracting goal.
Answer: The submission deadline has been extended. The proposals are due on 9 July 2015 at 11:00 AM.
