Work Categories Scope of Work
Security
1. Purpose: The scope of this contract encompasses architect and engineering services for a broad variety of minor to major repair, modification, rehabilitation, alterations and new construction projects primarily in support of the Department of Defense and associated Agencies. The geographic location covered under this contract is the Continental United States (CONUS). The type of work performed will be for secure and non secure sites and will include: planning, programming, feasibility studies, geotechnical investigations, permitting, charrettes, master planning, engineering studies, design services, estimating, surveying, site/field investigation, CADD drawing and document preparation and review, design review, operability and maintenance review of designs, construction management services, commissioning, studies, and reports. These services will include (but are not limited to) such areas as facility maintenance, repair, remodeling, renovation, or demolition; infrastructure;
interior fit-up; new construction; physical security and counter terrorism (including weapons of mass destruction) force protection; fire protection; and communications for military and other non-military government agencies. The geographic location covered under this contract is the Continental United States (CONUS) and Hawaii. The type of work performed will be for secure and non secure sites. This contract will be procured in accordance with the Brooks Architect-Engineers Act, as implemented under FAR 36.6 and will be a firm fixed price contract.
2. General Requirements: The work required extends beyond a single project effort, in that it involves the planning, design, scheduling, management, coordinating, investigating, and CADD support support for a fluctuating flow of simultaneous, though unrelated, task orders. The Real Property Services Field Office (RSFO) mission is to provide all aspects of real estate leasing, acquisition, facility management, maintenance, and associated engineering, planning and design / construction services for the secure community that is often time-critical and of a highly visible nature. Therefore, the Contractor will be required to respond rapidly to Government requirements with outstanding professionalism and top quality craftsmanship, without compromising professional standards, current mission requirements, and end user readiness. It is imperative that the Contractor provides a flexible and multi-disciplined work force of the highest quality. Some of the work to be accomplished will be in areas where classified TOP SECRET (TS) operations are conducted. It is mandatory that the Contractor maintains a balanced work force cadre of cleared TS personnel to work projects in such areas. The contractor must furnish a list, with resume, of key personnel, identified by discipline, possessing a final TS security clearance with their proposal. See paragraph 10 for additional requirements. The work requirements described in this scope of work do not necessarily represent all of the work of this nature that is accomplished by the RSFO. Other contractors and Government personnel may, from time to time, perform services which fall within the general description contained in this contract. THIS IS NOT A
REQUIREMENTS CONTRACT OR A JOB ORDER CONTRACT. THIS IS AN INDEFINITE DELIVERY
INDEFINITE QUANTITY ENGINEERING SERVICES CONTRACT. The contractor has no entitlement to any work in the mission area. The Government’s minimum obligation under this contract is set forth in other areas of the contract.
3. RSFO Liaison: The nature of this support area where specific work is progressively identified requires a strong and effective liaison with the RSFO. Contractor's management/supervision will interface with the government through the contracting officer, and, more specifically, on a day to day basis through the contacting officer's technical representative(s). The contractor shall provide a single point of contact (POC), with an alternate, who shall both be available 24 hours per day, seven days per week, and 365 days per year via telephone. The work authorizations, scheduling during on-going operations, payment for completed work, submittal processing and review, availability of government information, Unified Facilities Criteria interpretation and review, Unified Facilities Guide Specifications interpretation, preparation, and review, and review of completed orders are areas illustrative of the need for close liaison between the contractor and the government. Only formally designated government points of contact (as designated by the contracting officer) will direct or otherwise control the effort under this contract.
4. Contractor's Management and Supervision: The contractor's effort will extend beyond conventional single job commissioning efforts in that the contractor must plan, schedule, coordinate, manage, draft, investigate and otherwise execute a flow of independent orders with a wide variety of professional skill levels. The contractor must be capable of adjusting to a wide variation in the professional mix without significantly impacting on-going work. The contractor is expected to select quality subcontractors and other design, consulting, and professional individuals and firms as necessary, to perform elements of work for which there is insufficient "in-house" capability and effectively manage those subcontractors to insure that the government is provided with a "seamless" level of effort on each task order. To this end, any changes or deviations to the contractor’s key personnel, subcontractors, outside associates, or consultants must be approved by the Contracting Officer prior to the occurrence of the change. Since the contractor’s management has the only direct interface with the government, it is essential that all key contractor personnel at this level maintain an overall and effective insight into all facets of the activity. These facets include, for example, all contract operations such that the contractor can insure a prompt response to new or changed conditions with a minimum of disturbance to the Government.
One of the major objectives of this contract is to obtain a contractor that is highly qualified with an expert staff of experienced design professionals. To this end the contractor is expected to bring forth any comments or questions that it may have about the task order scopes prior to task order award. The contractor may be tasked to perform reviews on other construction projects in the mission area.
5. Contractor Manpower Reporting: The Contractor (A/E) shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2015. Contractors may direct questions to the Help Desk at:
http://www.ecmra.mill.
6. Work categories: The nature of the work ranges from minor to extensive design, study, review, consulting, estimating, reports, surveys, field investigations, CADD, and construction management services in support of construction / modification / alteration / maintenance / repair / rehabilitation / commissioning of existing facilities and construction of new facilities. The work included may vary from routine general design or consulting work to design and construction management of complex special security, force protection, shielding, test, laboratory, structural, fire protection, communications, mechanical, electrical, or other similar type systems projects. All task orders will define the work in as much detail as possible and shall indicate whether classified or unclassified workers must be used for each task order. This work definition will vary from minimal narrative descriptions to detailed concept information, depending on government requirements and the information available. The jobs included will require a variety of professional management, architectural, engineering, and consultant skills. When task orders are issued, the contractor shall become the “Engineer of Record” and shall be required to have a professional engineer, registered in the State where the project is located, stamp the drawings accordingly. It should be noted that the term “Engineer of Record” is not a term specifically used in Federal Contracting; but refers to the individual State requirements for professional licensing for architects and engineers with all referenced laws and regulations, which hereby becomes part of this contract. Reference the general and special contract clauses contained in this contract for further information. The type of facilities to be commissioned shall include, but not be limited to: administrative facilities, physical fitness facilities, humidity controlled warehouses, maintenance facilities, computer facilities, Sensitive Compartmented Information Facilities (SCIF), high-tech admin facilities and conference areas, remote http://www.ecmra.mil/ http://www.ecmra.mill/ inspection facilities, technology data centers, central utility plants, and food service/retail facilities.
