SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RFI'S AMENDMENT 0002

Q131: The Statement of Work document states that "the current one-line is provided in Attachment F."

However, the one-line diagram is not included in Attachment F. Please provide the existing one-line diagram.

Answer: Available upon request.

Q132: Are there any CRAC units currently serving the space? Are any additional CRAC's required? If so, how many and what size?

Answer: CRAC units exist in Mechanical Gallery. No additional CRAC units are required.

Q133: The SOW references as-built drawings (e.g. Attachment F) will be available for review.

Attachment F did not appear to be included in the previous release of documents. Please provide/clarify.

Answer: All attachments were previously provided upon request.

Q134: Attachment H includes two separate Cray site preparation guides. The first is 34 pages and appears to agree with the equipment listed in the Cray MUS. The second is 28 pages and does not appear to agree with the equipment listed in the MUS. Please clarify the intent of these documents.

Answer: Use the most appropriate site preparation guide with the equipment list provided.

Q135: The Cray Machine Unit Specifications (MUS) includes two documents, Revision D & F.

Equipment quantities, power and cooling requirements differ across these two documents. Please clarify which should be used as the basis of design.

Answer: Use the latest edition.

Q136: The Cray Site Preparation Guide (Attach H) includes water flow charts on pages 11 to 14 of 34.

However these charts are not legible, please provide legible copies.

Answer: No other copies are available.

Q137: "Please clarify Tier III requirements from previous RFI response. Attachment H, Cray Site Preparation guide sheet 4 of 34, indicates that power circuits to the Cray Cascade equipment have ""no redundancy"". No redundancy implies these units are not configured for Tier III (redundant pathways).

Additionally, Tier III expectations did not appear to be covered in the attachments. Tier III infrastructure would effectively double the amount of equipment provided under this project.

a) Therefore shall we assume that the design proposal does not need to be designed for Tier III requirements?

b) Alternatively, please clarify how the Cray equipment will be configured for redundant pathways (i.e.

A/B power, A/B telecom, A/B chilled water (req'd?)). Also please indicate extent of additional floor tile cut-outs and any other site preparation information necessary from Cray."

Answer: A). Design for Tier III requirements B). Please refer to previous amendment

C). Please refer to CRAY site preparation guide and determine the number of cuts.

Q138: Per the Machine Unit Specifications (MUS), the Cray Cascade Units are rated at 277/480V, not 120/208V. The remaining 200KW disc cabinets are rated at 120/208V. As such, only one (1) of the eight

(8) existing 300 KVA 120/208V PDUs can be used for the data hall fit-up. As such, several additional PDUs rated at 277/480V would be required. Shall these additional units be included in the cost of the installation?

Answer: Refer to one line electrical diagram.

Q139: Can we assume the CDU and Blower units can be supplied from a critical utility distribution panel in the gallery or shall they be supplied from a new PDU rated at 277/480V?

Answer: Refer to one line electrical diagram.

Q140: Based on the building description in the sample project Statement of Work, electrical, control, and fire/smoke alarm devices and raceways exist throughout the space. Based on this, our understanding is that installation of new telecom trays from the source telecom fiber optic distribution cabinets or power cable trays from the PDUs to the machine units is not included in the scope. Is that a correct interpretation?

Answer: Installation of new telecom trays are not needed.

Q141: The Mechanical Design SOW indicates that "flow meters, temp sensors & pressure sensors shall be provided in each manifold". This equipment is not noted in any of the Cray Attachments. Please clarify if this instrumentation is required to be installed in the run-out to each Cray unit, if it should be installed in a main pipe serving all/multiple Cray units or, possibly, if this is already installed in the base-building systems(?).

Answer: Already exists in base-building systems.

Q142: Page 7 of 76, Para 3.8, "Tab B" states that the required amount for a bid bond is based on an aggregate amount of $10,000,000. Is it required for Offerors to submit a bid bond for 20% of the aggregate amount or $3,000,000 (whichever is less)? Or is it required for Offerors to submit a bid bond in the amount of $10,000,000?

Answer: Please see RFI #6.

Q143: Section 5.3.1 on page 12 of 76, states that Key Personnel must have a Top Secret security clearance. Must all Key Personnel have a TS clearance at the time of bid?

Answer: Yes.

Q144: Please provide Attachment C System Rack Layout referenced in the Mechanical Design Section on Page 28 of 76. It does not appear to be included.

Answer: Per Amendment #0001, will be provided upon request.

Q145: Please provide Attachment H Vendor provided Installation Guide referenced in Mechanical Design Section on Page 28 of 76. It does not appear to be included.

Answer: Per Amendment #0001, will be provided upon request.

Q146: Please provide “HVAC Master Control Standard and Specification” referenced in Mechanical Design Section on Page 29 of 76. It does not appear to be included.

Answer: Per Amendment #0001, will be provided upon request.

Q147: The description of the existing chilled water distribution system referenced in Building Description Section on Page 24 of 76 is confusing. Please confirm there is one set of existing 10” chilled water supply/return lines in each trench. Please confirm there are six (6) chilled water supply/return taps with 4” isolation valves and one (1) chilled water supply/return tap with 6” isolation valve existing in each trench. Please confirm if each set of existing 10” chilled water supply/return lines are connected in a looped configuration. Please confirm if any new taps are anticipated to be required other than those that are existing.

Answer: Description of the chilled water distribution is accurate. Additional tap will be required.

Undetermined at this time.

Q148: Please confirm if Computation Fluid Dynamic (CFD) modeling is required.

Answer: CFD modeling is required.

Q149: Due to the attachments previously requested that appear to not be included in the RFP documents, will the Government please consider extending the proposal due date so that we may provide an accurate and responsive proposal once these attachments are received?

Answer: No additional extension will be granted.

Q150: We have had difficulty convincing the bonding company to provide the $10M bond for the contract that lasted 5 years and not being specific to a project. It is holding the company's capacity and reduces our capacity in the future. We think that the intent of the $10M bond is to look for companies that can bond up to $10M for a single task order. If that is the case, a bondability letter should suffice.

Please confirm.

Answer: A $10M bond will be required to be issued per year of the contract.

Q151: A bid bond is typically required for a task order project based on its value. 20% of the project value is necessary for the bid bond. After the project is awarded, the successful contractor is required to provide the performance and payment bond of the full value of that project. According to our surety, the bid bond cannot be issued on the contract that has multiple task orders as each project is different. Please provide direction.

Answer: Please see RFI #6.

Q152: The scope description states that "The type of work performed will be for secure and non secure sites and will include but not be limited to: ...communications, security, and counter terrorism (including weapons of mass destruction).... Please clarify, to the extent possible, the potential construction-related activities that may involve "weapons of mass destruction" -related facilities.

Answer: Very little to none

Q153: Please confirm that final 1418 version performance/1416 version payment bond forms will be used for this SATOC?

Answer: No. Performance bonds (Standard Form 25) and Payment Bond (Standard Form 25-A)

Q154: Can we have a legible copy of attachment C the rack layout?

Answer: Available upon request

Q155: Which MUS should we use since there are two in attachment B?

Answer: Please refer to previous amendment.

Q156: Several of the cabinets have different information in attachments B and H. Which is correct?

Answer: Use the one most appropriate for the required equipment.

Q157: The question was asked if any room supplemental cooling was required and the answer was no.

Does the house ventilation system has adequate capacity to cool any loads that are not water cooled? RFP mentions hot and cold aisles and diffusers in floor tiles. Does the room have CRAC units already or do we have to provide?

Answer: CRAC units exist. Sufficient house air.

Q158: With the multiple taps in the existing piping are dual strainers required for each tap? Or are no additional strainers required?

Answer: Dual strainers are required.
