Q90: The RFP states that a task order may be possible for $49,000,000. This has been discussed in previous RSFO RFP's with the surety industry. It is extremely difficult for the bonding companies to support a small business without a large teaming or JV on a task order of this magnitude? Suggest you remove this requirement or it will restrict your level of competition.
Answer: Requirements remain as written.
Q91: On nearly every IDIQ contract, bonds are required per task order not on an aggregate level. The $10,000,000 annual "blanket bond" requirement limits the small business by setting aside and idling nearly the entire amount which would otherwise be used to pursue and perform additional contracts. On average, the monthly backlog under this solicitation is only $817,000. Can the contractor have the option of bonding individual task orders?
Answer: No.
Q92: This RFP is structured as a five year contract. Is has been consistent that the duration of these contract types include a base year and four option years. The surety companies will point to deny bonding support to small business contractors for contracts of this length. Can the solicitation be amended to allow the optional years and that an option year can only go forward by mutual agreement of both parties?
Answer: No.
Q93: Since work under this solicitation is anticipated to extend from Baltimore to Nevada, are the sixteen coefficients going to be applied against several 'regional' RS Means pricing books?
Answer: Variable coefficients will be used.
Q94: Section 8.1 requires compliance with UFC 3-600-01. Is the provision of a wet-pipe fire sprinkler system as required by Section 6-8.1.2 of UFC 3-600-01 acceptable? However, a single interlock preaction fire sprinkler system can be accepted as equivalent to a wet-pipe fire sprinkler system. Would the client prefer a single interlock preaction fire sprinkler system?
Answer: Follow SOW.
Q95: Section 6-8.1.1 of UFC 3-600-01 requires very early warning fire detection. Shall the early warning detection be air aspirating type (e.g., VESDA) or can laser spot type detection be provided?
Answer: VESDA
Q96: Per Section 6-8.1.5 of UFC 3-600-01, will the client want fire suppression under floors or will the under floor be provided with plenum rated cabling?
Answer: Under floor fire suppression currently exists.
Q97: Minimum one week extension requested for proposal deadline.
Answer: Proposals due 11 June at 11am.
Q98: Will design review meetings be conducted at the remote location? Please confirm.
Answer: Location varies depending upon job location.
Q99: Will the Government allow this project to be fast-tracked (at contractor risk) or shall offerors comply with 'Sequence of Design-Construction' on Page 71 of 76 of the solicitation and start construction only after the Final Design is deemed satisfactory by the Government?

Q121: On page 43 of 76 of the solicitation, 7.1 the last sentence says "Costs for all pre-task order work, site visits, and proposals shall be included within the contractor's coefficients." Page 42 of 76 of the solicitation 2.3 states, "Travel and per diem costs for all projects shall be determined on an individual task order basis as a separate line item cost to be reimbursed in accordance with Joint Travel Regulations and shall not be applied to any coefficient. The coefficients per the task order will not be utilized on travel expenses." We understand that all travel after TTO award is reimbursable while travel prior to TTO award is not. Please confirm whether this is correct.
Answer: Correct as written in the solicitation. The Government does not pay for proposal preparation.
Q122: Please confirm that P&P bonds will be required for $10M every year and not on a task order basis Answer: Confirmed.
Q123: Do you have a percentage estimate of the breakdown of work between the four Western states of Colorado, Utah, Nevada and New Mexico?
Answer: No, we do not at this time.
Q124: Attachment D, Sample Project RFP: Electrical Design (criteria), Page 26, Paragraph 5) c) ii) & iv) states LFMC used under raised floors shall be plenum-rated. NEC Article 645.5 (D) (2) allows LFMC to be installed below raised floor with no specific requirement for it to be plenum-rated or be limited to one meter. The article goes on say: "The supply conductors must be installed in accordance with the requirements of Article 300.11." The installation of non-plenum LFMC has been commonly used in the RAFs of Information Technology ITE rooms in lengths greater than one meter and per this article would be approved for installation in the RAF's of Information Technology Equipment (ITE) rooms. In non-ITE spaces, e.g. office areas with RAF's, the LFMC would have to be plenun rated and limited to a length of 1 meter. Please confirm this requirement.
Answer: Follow SOW
Q125: Attachment D, Sample Project RFP: Electrical Design second paragraph, Page 25, The design and install of the electrical installation will include both technical power and utility power. The 5.93MW stated may lead one to believe that is for the technical power only, e.g. power to the racks. In the mechanical section, the 5.93MW is used to describe the power required for the cooling capacity to support 95 racks. The rack power can range from 3KW per rack to 20KW per rack. Please clarify if the 5.93MW is the combined total of the technical power and utility power, or the utility power only. If a separate value is required for the technical power, it should be broken out in this attachment. Based on the information provided, we assume the 5.93MW is for both technical power and utility power. Please confirm.
Answer: 5.93 MW technical power only
Q126: What procedure does the Government intend to follow in the event the Government and Contractor do not agree on pricing for a task order under the MATOC?
Answer: Task orders for the awarded SATOC, will be negotiated. If a fair and reasonable price cannot be reached, negotiations will be terminated and no award will be made.
Q127: "Within Attachment D - Sample Task SOW, the second paragraph, on page 25 of 76 and 3rd paragraph page 28 of 76, they reference Attachments B and C. Please confirm attachment B is the Division_1_Specs. For Attachment C, please advise where we can locate this document.”
