About this file
This file is a Questions and Answers document providing clarifications on project specifications for the ODF-H FY26 Asbestos Abatement and Demolition solicitation (W912DQ26QA075). The project involves a one-level residential structure of 1,702 square feet with 8-foot side walls, a 640 square foot basement with 7-foot ceilings, and 166 linear feet of footings standing 38 inches tall. The garage concrete slab contains mesh wire reinforcement. Contractors must complete soil compaction verification using a proof roll method (dump truck with dirt load) rather than standard compaction testing, and should seed the area with warm season grass per seed company instructions.
Additional clarifications address site conditions and contractor responsibilities, including the removal of existing trees to a designated pile 200 feet north of the house, site photography availability through SAM.gov, and utility management. Power and gas have been disconnected but abandoned lines remain on-site. The contractor is responsible for cutting and capping the existing sewer line. This Q&A document provides essential technical and logistical information to support bid preparation for this Army Corps of Engineers demolition and abatement project.

Answer: See ‘A.03.09 - Site Photos’ on SAM.gov
Question: Could you confirm if a specific test method (e.g., Standard Proctor) applies to the 90% compaction standard?
Answer: We are only needing a proof roll for this test. (Dump truck with dirt load driving over the area will work)
Question: Are there specific seed/grass specifications, or requirements for surrounding trees and shrubbery?
Answer: Seeding of warm season grass is fine according to seed company instructions. Trees that need to be removed can be placed on existing pile 200’ to the north of house.
Question: What is the status of power, gas, and well/septic? Will USACE handle utility disconnects prior to start, or is the contractor responsible?
Answer: Power and Gas has been unhooked. The abandon lines are still there. There is a sewar line running to the house. It will have to be cut and capped.
