About this file

This is a Questions and Answers document addressing inquiries from vendors regarding the RFQ W912DQ26QA075 for Asbestos Abatement and Demolition Services supporting the Harlan Lake Project. Key clarifications include that vendors must quote both asbestos abatement and demolition services to be considered for award; "For Information Only" plans and asbestos inspection reports are available on SAM.gov; and past performance experience does not need to be solely focused on demolition/abatement but can be part of larger programs, provided the demolition and asbestos abatement portions are clearly detailed on the Relative Experience Form to demonstrate comparable size, scope, and complexity.

The document further clarifies that subcontractor past performance is acceptable only if a formalized teaming agreement is in place and submitted with the quote; vendors may submit separate projects (one focused on demolition, another on asbestos abatement) or combined projects for the Relative Experience factor, with a maximum of three projects to be evaluated by the Government; and submitting three relevant experience forms similar in size and scope will be viewed favorably. Regarding submission procedures, vendors may submit the completed SF1449, pricing, and attachments as either a single combined PDF or separate PDFs, and Past Performance Questionnaires may be submitted either directly by the client to USACE or alongside the vendor's quote.

Questions and Answers #1 Question: The RFQ mentions “For Information Only” plans, but they are not in any of the solicitation documents. Can you pass along as soon as possible please?

Answer: ‘For Information only’ has been uploaded to sam.gov for the review of vendors.

Question: Can we only quote the asbestos abatement portion of the requirement?

Answer: No, to be considered for award, both the asbestos abatement and demolition will need to be quoted.

Question: Is there a formal asbestos survey, hazardous materials inspection report, or structural assessment is available for the property at 70789 Corp Rd A?

Answer: Yes, Asbestos inspection report and Asbestos analysis have been uploaded to SAM.gov

Question: Do the projects provided for past performance have to be solely demolition/abatement, or can demolition/abatement be a part of a larger program?

Answer: Projects submitted for past performance do not have to be solely demolition/abatement; they can be a specific part of a larger program. Please ensure the demolition and asbestos abatement portions are clearly detailed on the Relative Experience Form to demonstrate similar size, scope, and complexity to this requirement.

Question: Does the past performance have to be from the Prime Contractor, or will a subcontractor's past performance be considered?

Answer: Subcontractor past performance is acceptable for consideration ONLY IF a formalized teaming agreement or a similar agreement the Government can use to verify the subcontractor will be used if the vendor is selected is in place. If a vendor is using a subcontractor's experience, they must provide this agreement with their quote, clearly identify the subcontractor, and specify exactly which aspects of the Performance Work Statement (PWS) they will be performing. If no such agreement is in place, the Prime cannot guarantee the use of that specific subcontractor, and therefore the subcontractor's experience and past performance cannot be evaluated.

Question: For the Relative Experience factor, must each individual project submitted include both asbestos abatement and structural demolition, or may offerors submit separate projects (e.g., demolition-focused projects and asbestos abatement projects) that collectively demonstrate experience comparable to the requirements of the PWS?

Answer: The Government leaves this up to the vendor's discretion. Vendors may submit separate projects (e.g., one focused on demolition and another on asbestos abatement) or projects that combine both. Please submit whatever provides the most comprehensive view of your applicable experience.

Question: Attachment 2 requires offerors to submit at least one, but no more than three, Relative Experience Forms. Will the Government evaluate a maximum of three projects for the Relative Experience factor, and is submitting three relevant projects preferred over submitting fewer projects?

Answer: The Government will evaluate a maximum of three (3) projects for the Relative Experience factor. Submitting three (3) relative experience forms that are similar in size and scope to this requirement will be looked upon favorably.

Question: Should the completed SF1449, pricing information, Attachment 2 (Relative Experience Form), optional Attachment 1 (Vendor Information Form), and any Past Performance Questionnaires (PPQs) be submitted as a single combined PDF or as separate PDF files?

Answer: Vendors may submit the completed SF1449, Pricing, and Attachments as either a single combined PDF or as separate PDF files.

Question: The instructions state that, if used, completed Past Performance Questionnaires (PPQs) should be submitted alongside the quote. However, the PPQ form states that questionnaires may also be submitted directly to USACE by the client. Please clarify the correct submission method.

Answer: Both methods are acceptable. The firm or agency client who fills out the PPQ may email it directly to USACE at christopher.w.anderson@usace.army.mil and cade.s.zelinsky@usace.army.mil. Alternatively, if the client returns the completed PPQ directly to the vendor, the vendor may submit it as an attachment alongside their quote.
