About this file
The document is a report on a lead-based paint survey conducted at the New Century, Kansas facility (KS014). The survey was completed on December 1, 2, 5, and 6, 2005 and included 11 buildings. 1,537 valid readings were taken, with 95 positive readings (6.2% of the total). The majority of the positive readings were in Building 21, primarily on metal surfaces like lockers, rails, stairs, doors, and columns. The paint was in generally satisfactory condition, and the risk of lead exposure was evaluated as low. No abatement activities were recommended, but routine maintenance was suggested.
The related federal contract opportunity is for the repair of the hangar door opening mechanism at the 88th National Guard Aviation Battalion at the New Century Airport. The U.S. Army Corps of Engineers, Kansas City District requires the rehabilitation of the hardware and door operation systems for the four historic hangar doors. The contract will be competed and set aside for small businesses under NAICS code 332321 (Metal Window and Door Manufacturing), with a product/service code of Y1BZ (Maintenance of Other Airfield Structures). Offerors must submit quotations in accordance with the requirements outlined in the solicitation document.

KS014 (also KS068) New Century, Kansas
Eleven buildings were surveyed at this facility: 300,301, 302, 304, 308, tire shed, HAZMAT shed, 20, 23, 21, and OMS. The facility survey was completed on December 1.2, 5 and 6,2005, and the results are presented in the following five spreadsheets.
Because of the duplication of reading numbers, the spreadsheets are labeled A, B: C, D, and E, and reading numbers, where applicable, are referenced by the number and the sheet letter (e.g., 44B).
1,537 valid readings were taken. One reading was invalid (27E). This reading was recorded as positive, but was below one mgicmZ with an invalid error reading. Eighty-three of the original readings, or approximately 5.1 percent, were null. Null readings are generally the result of the operator moving the XRF before the reading has been completed. In later surveys, such readings were repeated. The null readings at KSO14 were spread throughout the buildings, rooms, structures, and substrates. Multiple readings were taken in each room, including each wall, each door and window, and each door and window frame. Many of these readings are duplicative, because like surfaces in a single area such as a room were probably painted at the same time using the same type of paint.
Therefore, because of the large number of duplicative readings taken, the small percentage of null readings, and the fact that the null readings were not localized in any one area, the null readings do not affect the overall validity of the survey.
Ninety-five of the valid readings, or approximately 6.2 percent, were positive. Seventy-nine of these were in Building 21, and the majority of these were on metal lockers, rails, stairs, doors, door frames, and columns. The remaining readings were spread over five buildings on various substrates. All the paint surfaces with positive readings were satisfactory (intact), except for four on doors in 21 -Hangar. The majority of the depth indices indicate that the LBP is moderately to deeply buried.
On the basis of the low percentage of lead paint identified, the locations of the LBP, the good condition of the majority of the surfaces, and the current use of the facility (not residential or child-occupied), the risk of lead exposure in facility KS014 is qualitatively evaluated as low. It is recommended that routine maintenance be performed at the facility. No abatement activities are currently recommended.
