A project is defined as work performed at one site or at a single installation. An Indefinite Delivery Contract (IDC) is not a project. A project may contain multiple Task Orders or Contracts if they are from the same site or installation, and they are for the same remediation effort such as multiple phases of one project. Projects may include both federal and commercial work.
The projects selected should show diversity in the types of work accomplished by the firm and relevancy to the work identified in the SOW and Section M (Evaluation Factors for Award).
3.2.1 The following information should be included in the presentation of company experience.
Contractors shall organize the requested information into individual boxes for each item numbered below in a format of their choosing.
1) Project #: Name and location of project. Include City, County, and State, or military installation name and State, as appropriate.

Additionally, indicate the dates that the described work was performed.
Describe the experience on the project that demonstrates the Offeror’s (prime contractor or joint venture member) and its team subcontractor’s experience performing work relevant to the evaluation criteria in Section M. Describe the project characteristics including magnitude, complexity, challenges and accomplishments, and any other unique considerations as they relate to the evaluation criteria. Present project constraints such as site restrictions, cost and schedule, customer and stakeholder requirements, and any other unique considerations as they relate to the Section M evaluation criteria.
3.3. Volume I, Factor 2 –Performance Confidence
3.3.1. Past Performance Questionnaires (PPQ)
For each of the projects submitted under Factor 1, Company Experience, the offeror should provide existing documentation of the owner’s opinion of the offeror’s performance by including a PPQ. If no existing PPQ exists for the project, or if new information is required in the offeror’s opinion, the offeror should provide a Past Performance Questionnaire (PPQ) to a representative of the owner that can provide the owner’s opinion of the offeror’s past performance for the project. The PPQ form (Form PPQ-0) to be used is Attachment 8 of this solicitation. A sample cover letter to accompany the PPQ and instructions for completing the PPQ are also included in Attachment 8. For each project, Offerors and/or its JV Members and/or its team subcontractors should submit the PPQ form to the client and request that the form be completed and returned to the offeror before the closing date of the solicitation. If the client requests, PPQs may be submitted directly to the Contracting Division using the following e-mail address:
Lauren.O.Minzenberger@usace.army.mil.
The only information in the email subject line MUST be the solicitation number W912DQ21R3001. NOTE: All PPQs submitted directly to the Contract Specialist must be received No Later Than the date and time specified for receipt of proposals. Offerors should not incorporate by reference into their proposal PPQs previously submitted for other Solicitations. However, this does not preclude the Government from utilizing previously submitted PPQ information in the performance confidence evaluation.
Offerors should compile the PPQ for each project submitted under Factor 1 and should organize the information by project, and in the same order as the projects submitted in Factor 1. This will allow the reviewers to match the Past Performance information with the associated Factor 1 project. Only one PPQ should be submitted for each Factor 1 project and if more than one PPQ is received, only the first PPQ will be evaluated.
The Government may contact and interview the customer’s representative on the PPQ and reserves the right to interview other individuals acting for the customer’s representative, if the customer’s representative is not available.
At no time during this process, nor during the debriefing, nor after award, will the names of the individuals providing reference information directly to the Government about an offeror’s past performance be revealed to the offerors or to any other party. If discussions are held, offerors may be afforded the opportunity to respond to adverse comments made by references in accordance with guidelines identified in FAR Part 15.306(b)(4). In this case, comments will be extracted and provided to the offeror.
3.3.2 CAGE Codes and DUNS Numbers

4.4.1 Instructions for the Sample Project Price Schedule Detail Sheet
4.4.1.1 Assumptions and Requirements: Below is a compilation of assumptions and technical requirements for the offeror to consider in development of their cost proposal. Costs have been provided for several typically subcontracted items that the offeror should use in developing their estimate. The reason these costs are provided is to reduce the number of quotes offerors need to obtain for a project that is hypothetical and to limit the number of variables in the cost realism evaluation.
a) Development of Pre-Work Submittals – assumed cost: $25,000 (fully burdened). The offeror should not change this cost on the price schedule detail sheet.
b) No confirmatory sampling, clean fill/borrow material sampling, landfill disposal sampling or compaction density sampling is required or should be assumed. Assume no laboratory, sampling, or validation costs. No perimeter/personnel air or dust monitoring is required.
c) Assume 1-1/2 to 1 slope for side slopes of excavation.
d) All backfill has already been tested and is acceptable for use on site. Backfill shall be placed in 12-inch loose lifts and compacted to 90% standard proctor (ASTM D 698) density with + 3 percent of optimum moisture content. Assume that in-place density testing is not required.
Delivered price includes analysis to certify that material is clean and certify compaction testing requirements are met. Bank cubic yards in price schedule detail sheet accounts for compaction (12,600/ .90 = 14,000 BCY). Tonnage of backfill to be delivered accounts for a unit weight of backfill material of 1.6 tons/bank cubic yard (14,000 BCY x 1.6 tons/BCY = 22,400). No stockpiling of backfill is required allowed. Costs should only include the effort to place & compact the imported backfill that is delivered directly to the excavation site.
e) Waste Handling/Disposal: All soil waste material will be directly loaded from the excavation and transported off-site to a subtitle D disposal facility permitted to accept the waste.
No stockpiling of excavated soil is required.
f) Site Restoration shall consist of final grading and hydro seeding the excavated area with a turf-type tall fescue. No topsoil is required. Assume the cost for site restoration is a total of $20,000 (fully burdened). The offeror should not change this cost on the price schedule detail sheet.
g) A completion report shall be developed at the completion of the work. Assume the cost to develop this report is a total of $25,000 (fully burdened). The offeror should not change this cost on the price schedule detail sheet.
h) Assume all required permits and site access have been obtained.
i) Assume no cost for storm water management.
j) Site Management: The following site management personnel are required onsite full time for the entire duration of the project field work: Site Superintendent, CQC supervisor, and Site Health and Safety Officer. A Project Manager is required for 25% of the project duration.
4.4.1.2 Estimated Costs: Estimated Costs for certain items to use in the Price Schedule detail sheet:
Pre-Work Submittals - $25,000 (fully burdened) Backfill delivered - $15/ton (subcontractor quote) Transportation/Disposal of waste to Subtitle D Landfill - $120/ton (subcontractor quote) Site Restoration - $20,000 (fully burdened) Completion Report - $25,000 (fully burdened)
4.4.1.3 Price Schedule Detail Worksheet Instructions to offerors: Do not add line items to this cost estimate other than identifying equipment and personnel. This is only a sample project and not meant to be an actual site remediation job. Things that are "missing" from the sample project (such as but not limited to temporary facilities/job trailers, stockpile or staging areas with liners underneath, stormwater controls, dust control, perimeter air monitoring, etc) are intentionally left out of this sample project for the sake of simplification.
a) Use the fully burdened fixed price labor rates proposed in Attachment 1 to develop the unit costs. Enter your unit rates and costs for each item and the total project cost.In addition, the offeror shall utilize the attached wage determinations for all appropriate personnel proposed to execute the work.
b) Cost backup including labor, equipment, materials, subcontracts, and incidental expenses, and any assumptions are to be provided in the Sample Project Approach. This basis of proposal information shall support the costs proposed for each line item in the schedule (Attachment 7) and if vendor or subcontractor quotes were obtained, copies of the vendor and/or subcontractor quotes should be provided as part of the backup. Backup information should include detail by line item. Subcontractor quotes should also include a breakout of labor hours, labor costs, equipment costs, & material costs. Subcontractor pricing may be used where subcontractors are quoting on a unit price basis. Any backup information necessary to support the narrative in the Sample Project Approach may be attached to the 3-page Sample Project Approach.
c) Amounts in line items 1, 3, 7 and 8 are established in Attachment 7.
d) The offeror shall not charge profit on travel and per diem, per this base contract.
e) All other costs/rates shall include all markups.
f) For line item 5, the calculation for the excavated soil weight is shown below. Do not submit a different calculated value: 12,600 BCY x 1.6 tons/BCY (from section 4.4.2) = 20,160 tons.
g) For line item 6, the calculation for the backfill required accounts for compaction. Do not submit a different calculated value: 12,600 BCY / .90 compaction factor = 14,000 BCY
h) For line item 6, the calculation for the tonnage of backfill required accounts for a unit weight of 1.6 tons/BCY. 14,000 BCY x 1.6 tons/BCY = 22,400

SDVOSB PRAC SAMPLE PROJECT SCOPE OF WORK – FIRM FIXED PRICE
AND
PRICE SCHEDULE
1. INTRODUCTION:
1.1 General – This sample project is intended to enable the government to evaluate an offeror’s price proposal for an in-situ treatment program and to evaluate the offeror’s understanding of the work. The price proposal will be evaluated for price reasonableness.
1.2 Contract Type. Assume a Firm-Fixed-Price Task Order to perform the activities described in this Sample Scope of Work.
1.3 Project assumptions. Note that this is a sample project, not an actual project. The government has made an effort to simplify the price schedule and required information. The offerors should not provide costs for items that are not requested.
2. LOCATION
The Superfund Site (Site) is located in an industrial area in light industrial area in South Plainfield, New Jersey.
3. SITE HISTORY
From 1936 to 1962, a facility manufacturing electronic parts and components including capacitors operated at the site.
During site operations, the company released/buried material contaminated with PCBs, which resulted in contamination of site soils. The only contaminant above action levels at the site is PCBs. The remedy associated with this sample project is excavation and offsite disposal. Due to the large area impacted by this contaminated fill material, the site was divided into a number of areas to better manage the remediation. Each of the areas is being remediated in a designated phase.
This project covers one phase of the work.
4. SITE CONDITIONS
4.1 Physical Setting: The area of the site included in this phase of remediation consists of a park located adjacent to a light industrial area of the city. The park consists of a level and open grass area. No clearing or grubbing is required.
Access to a major interstate highway is 7 miles from the site.
4.2 Soil Conditions: Soil to be excavated consists of a variety of materials, from silty sand, to sand. The unit weight of the soil is 1.6 tons/bank cubic yard. The total amount of soil to be excavated is 12,500 bank cubic yards. The amount of soil requiring offsite disposal is 12,500 12,600 bank cubic yards. No soil that requires excavation will be re-used onsite as backfill.
4.3 Groundwater: Groundwater in the area targeted for excavation is encountered at 12 feet below the ground surface. No dewatering is required.
5. SITE CHARACTERIZATION
Site characterization defined the limits of contaminated soil are bounded by a rectangular area of exact dimensions as follows: 400 feet by 80 feet. Contaminated soil above action levels occurs from surface to 10-foot below ground surface.
Side slope soils around the perimeter are below cleanup criteria.
All of the contaminated soil interval requiring disposal is below the TSCA threshold of 50 mg/kg for PCB contamination in soil and EPA has approved this material to be disposed of at a Subtitle D facility.
The pre-design investigation (PDI) has completely defined the area and depth of soil for excavation and disposal. This volume includes soils excavated in order to slope the side walls of the excavation to ensure excavation stability. The soil that will not be excavated has already been sampled and tested and it does not exhibit VOCs, SVOCs, TAL Metals, Pesticides and PCBs above regulatory limits. All backfill will be imported from offsite. All backfill has already been tested and is acceptable for use on site.
6. REMEDIAL ACTION SCOPE OF WORK
The general scope of work includes excavation of contaminated soil; transportation and offsite disposal of all excavated waste; restoration of the park to pre-excavation conditions; preparing a completion report; and other activities necessary for complete and proper remediation of the site. The Project duration is from February 1, 2022 to April 30, 2022. The project duration includes the time to complete all construction work, including the completion report.
General Instructions: See Section L for detailed instructions on the. A brief narrative of the Sample Project Approach (up to 3 pages) that documents means and methods being proposed for completion of the work is to be submitted with the cost proposal. The Sample Project Approach shall document the offerors’ assumptions including equipment to be used and production rates assumed. The Sample Project Approach shall include labor, equipment, materials, subcontract information (including subcontractor quotes), and any other information as necessary for the government to understand the basis of the Contractor’s proposal. The price (proposal) schedule detail sheet shall be completed in its entirety. No additional costs should be included on the price schedule detail sheet.
