For each of the projects submitted under Factor 1, to ensure the agency has all relevant Performance Confidence information, the offeror also should submit copies of Federal/DoD/Navy/Army performance reviews that are likely already in the agency’s databases or likely within the agency’s arm’s reach, i.e., Contractor’s copy of CCASS or CPARS evaluations. To improve accuracy of database searches, the offeror will also provide the DUNS Number for the prime contractor and all team partner/sub-contractor, (i.e. design firms, key subcontractors, Joint Venture Partners) whose experience is being relied on for Factor 1. If a submitted proposal includes a final CCASS/CPARS evaluation for a Factor 1 Corporate Experience project, it is not necessary to submit a completed PPQ for the same project.
Offerors should organize all Performance Confidence Information based on the Factor 1 Projects, which normally have project titles and are numbered 1-3, so that reviewers can match the owner’s opinion with the corresponding Factor 1 Project. All Performance Confidence Information presented will be identified in the top left hand corner of each page with the Corresponding Project Number and Title from Factor 1. There is no page limit for this factor.
The Government will evaluate the responses from the customers from which Performance Confidence Questionnaires have been received. The Government may contact and interview the owner’s representative on the PPQ-0, and reserves the right to interview other individuals acting for the owner’s representative, if the owner’s representative is not available. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete Performance Confidence information rests with the offeror.
In addition to the above, the Government may review any other sources of information for evaluating Performance Confidence. Performance Confidence information may be obtained from any other sources available to the Government, to include, but not limited to, the Performance Confidence Information Retrieval System (PPIRS), Construction Contractor Appraisal Support System (CCASS), Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency.
At no time during this process, nor during the debriefing, nor after award, will the names of the individuals providing reference information about an offeror’s Performance Confidence be revealed to the offerors or to any other party. If discussions are held, offerors may be afforded the opportunity to respond to adverse comments made by references in accordance with guidelines identified in FAR Part 15.3. In this case, comments will be extracted and provided to the offeror. Copies of the questionnaires will not be furnished to the offeror and will remain confidential.
Evaluation Procedure
PERFORMANCE CONFIDENCE ASSESSMENT
There are three aspects to the Performance Confidence evaluation: recency, relevancy, and quality (including general trends in contractor performance and source of information). In accordance with FAR 15.305(a) (2), the currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance shall be considered. These will be combined to establish one performance confidence assessment rating for each offeror.
In reviewing each Performance Confidence effort by the offeror, the SST will first evaluate recency. For a project to be considered recent it must be completed (or substantially complete (90%)) by the offeror in the last (6) six years.
The SST will then evaluate how relevant the recent effort is to the work required by this solicitation. The relevancy determination will be based on the Factor 1 Evaluation Criteria above. Each Performance Confidence effort will be assigned one of the levels of relevancy shown in Table 2:
TABLE 2
PERFORMANCE CONFIDENCE RELEVANCY RATINGS
Rating Definition Relevant Performance Confidence efforts meet the requirements outlined in Factor 1 above.
Not Relevant Performance Confidence efforts do not meet the requirements outlined in Factor 1 above.
The third aspect of the Performance Confidence evaluation is to establish the overall quality of the offeror's Performance Confidence (see FAR 15.304(c) (2)). The Performance Confidence evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the offeror's Performance Confidence on past contracts; rather, the Performance Confidence evaluation process gathers information from customers on how well the offeror performed those past contracts. The SSEB will review all Performance Confidence information collected and determine the quality of the offeror's performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. A separate quality assessment rating is not required. The Performance Confidence assessment rating is based on the offeror's overall record of recency, relevancy, and quality of performance. At the conclusion of the assessment, the offeror shall be assigned one of the ratings in Table 3.

VOLUME 2
TAB A FACTOR 45 - PRICE PROPOSAL
A. SUBMISSION REQUIREMENTS
The Price Proposal consists of the:
1. Original signed Standard Form 1442 “Solicitation, Offer, and Award”, providing a price for all line items in the corresponding bid schedule,
2. Completion of binding labor rates schedule,
3. Task order cost breakdown (for seed project) and
4. Acknowledgment of all amendments to the solicitation.
B. EVALUATION CRITERIA
SEED PROJECT PRICE PROPOSAL
Seed project price will not be rated or scored, but will be evaluated for completeness and reasonableness through the use of price analysis. The Price Team (PT) will evaluate the reasonableness of the price proposal using their expert judgment. In the event, during the course of the analysis, the PT has reason to question the reasonableness of a price proposal, the PT may conduct such additional fair and reasonable analysis as it requires in order to complete a thorough price analysis. Because the evaluation of the price proposal will represent a portion of the total evaluation, it is possible that an offeror might not be selected because of an unreasonable price proposal. The price proposal will also be evaluated for completeness; all price information required by the RFP must be submitted. Offerors must complete Task Order Cost Breakdown for the Seed Project.
C. BINDING LABOR RATES
A firm fixed price will be negotiated for each task order partially based on the estimated number of labor hours for each discipline multiplied by the applicable hourly rate in the contract. This IDC will consist of a base period of five years with annual escalation rates.
Negotiations will address hourly labor rates for personnel you deem necessary to perform all the services required for the life of this contract. These disciplines and their rates, as well as direct overhead and general and administrative overhead will be shown on the labor rates schedule forms for you and any teaming partner/sub-contractor you plan to utilize on this IDC. Please ensure you and your team partner/sub-contractors comply with the attached Davis Bacon Wage rates. Required information:
Your proposal should state the raw rates as well as the fully burdened hourly rates for each of the disciplines in the attachment as well as any sub-contractor rates.
Provide a basis for any escalation rates proposed for each year of the contract.
Include other direct cost that would be anticipated for this contract.
Your proposal shall include the following additional data and/or information:
o An analysis of your direct labor, overhead and accounts for the preceding accounting period and computed overhead rates. This should include a listing of the personnel associated with each discipline and their hourly rates (include as an Excel format and PDF format).
o Financial data and the methodology used to calculate the proposed overhead rates for your firm and all sub-contractors. Identify cost not allowed by FAR 31.2.

o Submission of cost or pricing data if your proposals is over $2,000,000.00 for the seed project as required by FAR 15.403-4(a)(1), 15.403-5(b)(1) and Table 15-2 of 15.408.
