About this file
This document is a pre-award survey checklist for prospective government contractors seeking cost reimbursement contracts. The checklist evaluates whether an accounting system is adequate for determining contract costs applicable under FAR 16.301-3. It contains questions on proper cost segregation, identification and accumulation of direct and indirect costs, timekeeping and labor distribution systems, cost accounting practices, and financial reporting requirements. Affirmative responses indicate the system is ready for audit by the Defense Contract Audit Agency. The related federal contract opportunity is for unrestricted professional architectural and engineering services for the U.S. Army Corps of Engineers Engineering District Kansas City under solicitation number W912DQ19R3006.
