About this file
This is a Request for Information (RFI) Answers document for the inspection and cleaning of a water storage tank at Building 1928 (B1928) located at coordinates Lat: 63°53'8.80"N, Long: 145°50'40.06"W. The tank, constructed in 1994, serves dual purposes for fire suppression and domestic potable water supply at a facility in the DTA training area. The originally referenced B2019 tank (180,000 gallons) was removed from the contract due to ownership transfer; only B1928 is included in the current solicitation, and all remaining references to two tanks should be disregarded.
Key operational and safety specifications include: the tank has an OSHA-approved access ladder with safety cage and railings around the hatch; it will be filled to capacity at the time of service; local power and well water are available for contractor use at reasonable amounts; and bolts on the floor are unknown. Limited discharge (less than 100 gallons) of uncontaminated water is permitted on-site; larger amounts require case-by-case COR approval. The tank may be locked out/tagged out during inspection and cleaning, but facility coordination is required as a fire watch may be instituted. The water is not chlorinated in the tank but is chlorinated after leaving the tank; strict adherence to AWWA disinfection standards is not mandatory, though contractors must take precautions to avoid introducing gross contaminants. Cleaning discharge water does not require de-chlorination. Full as-built drawings are available upon contract award; contractors must submit pricing for a single tank with separate line items for inspection and cleaning services.

RFI Answers for
Inspection and Cleaning of Water Storage Tanks.
1. Does the subject tank have OSHA-approved roof access (e.g., compliant railings, access ladder, or stairs)?
Answer: Tank has access ladder with safety cage and railings on top of tank around hatch
2. Will the awarded contractor be permitted to discharge sediment/water on-site, or will sediment capture be required?
Answer: Limited discharge (<100gal) of uncontaminated water will be permitted. Larger amounts are to be avoided, will only be approved on a case-by-case basis, and must be coordinated with COR. Sediment removed as a result of discharge or cleaning may be discharged on site as long as it is not contaminated with any hazardous substance.
3. Is local power and water available on-site for the contractor’s use, or should the contractor assume a generator will be necessary?
Answer: Local power and water (from a well) are available for reasonable use of contractor.
4. Are there bolts on the floor of the subject tank?
Answer: Unknown
5. Will the tank be filled to capacity at the time of service?
Answer: Yes
6. The bid sheet lists inspection and cleaning as separate line items with a quantity of “1,” while the scope references two tanks (approximately 92,500 gallons and 180,000 gallons).
• Should pricing be submitted as a lump sum covering both tanks, or should pricing be provided per tank for each line item?
Answer: B2019 tank was removed from contract at the last minute due to transfer of ownership. Any remaining references should be ignored. Pricing is needed for only 1 tank (B1928).
7. Please confirm whether separate pricing is required for each tank or if a combined total is preferred.
Answer: B2019 tank was removed from contract at the last minute due to transfer of ownership. Any remaining references should be ignored. Pricing is needed for only 1 tank (B1928).
8. Are approximate construction dates or last inspection dates available for the tanks
Answer: B1928 was constructed in 1994. It is unknown if any tank inspections have been performed since this date.
9. In DTA Tanks PWS 3.0.pdf document. Includes a Bing map of the location but there is not a specific detail for the location of this building in the DTA training area. Can you confirm the exact location of this tank?
Answer: Tank located at Lat: 63°53'8.80"N, Long: 145°50'40.06"W
• There is a barracks-like facility south of Bolio Lake which has an above ground tank on the east side, can you confirm this location?
Answer: See Question 9
10. The PWS Document lists one tank the QASP-DTA Tanks_.pdf – Document lists two tanks, noting tanks at Building 1928 (92.500 gallons) and building 2019 (180,000 gallons).
Answer: B2019 tank was removed from contract at the last minute due to transfer of ownership. Any remaining references should be ignored. Pricing is needed for only 1 tank (B1928).
• Can you confirm the exact location of this second tank or if the second tank is to be included in the solicitation?
Answer: see questions 9 & 10
11. Can you provide detailed AS-Builts, or photos or previous inspections information of the tanks to be inspected.
Answer: Full as-builts can be requested by contractor after award.
• Specifically, it’s important with above ground tanks to understand the access requirements the tank geometry (How High), access opening sizes, internal components included (internal ladders) any railing or platforms at the tank top for safety of personnel working on top of the tank, etc.
• Internal plumbing, external plumbing, cathodic protection systems, and details are needed to ensure that the tank can be evaluated.
12. The PWS indicates that the tank at building 1928 is used for Fire Suppression and domestic water. Is potable water drawn from this tank also for the facility?
Answer: Yes
• Does the inspection and cleaning require conformance with AWWA Standards for Disinfection of equipment entering the tank?
Answer: Strict adherence to disinfection standards is not necessary as water is treated after leaving the tank, but it is expected that contractor will take necessary precautions to avoid introduction of gross contaminants.
• Is the water in the tank chlorinated?
Answer: No, the potable domestic water is chlorinated after leaving the tank
13. Can discharge requirements be provided for any cleaning which must be done? Can discharge to ground be utilized during cleaning operations.
Answer: Limited discharge (<100gal) of uncontaminated water will be permitted. Larger amounts are to be avoided, will be approved only on a case-by-case basis, and must be coordinated with COR.
• Does cleaning discharge water need to be de-chlorinated?
Answer: No
14. Since this is a Fire Suppression Reservoir – Is there any issues with locking out the tank for the duration of the inspection and any cleaning required?
Answer: It can be locked out/tagged out for duration of inspection, however this must be coordinated with COR as facility may have to institute a fire watch.
