W912D0-24-R-0012 USAG ALASKA ESS Questions and Answers

1. Is it the Government's intent to have the 2 full-time onsite technicians at Ft. Wainwright and 1 full-time onsite technician at Ft. Greely also respond to other locations deemed necessary by the Government?

ANSWER: Yes, there will be 2 at FWA and 1 at FGA. The response is potentially to other areas deemed by government if required. This would be a separate task line item and all costs would be quoted separate once the task is issued.

2. The PWS addresses the entire ESS including ICIDS, CCTV, and EECS but the equipment list provided only outlines the ICIDS zone equipment. Please provide equipment lists for the Milestone/Bosch CCTV and the EECS.

ANSWER: The pricing of the listed equipment is specific only to ICIDS as it is the certified item requirement. The ICIDS items are strictly limited to only certain items. The CCTV and EECS are not certified items and are designed based on the needs of the government, the mission and the environment they are installed.

3. The price structure references a “Emergency Callout” price with a note that callouts are typically less than 2hrs. Since each callout can vary in time spent Spending on the complexity of the issue. Is the Government asking for an Hourly Rate here?

ANSWER: The Emergency callout is an after hour function to include holidays that are listed in the contract. The contractor could experience this at any time due to numerous reasons. The COR receives calls from dispatch (911 call center) informing them of the issue. The COR determines if this constitutes a call out of the technicians to resolve the issue. If the item can wait until next business day then no call out is required. If it is determined a call out is required to resolve the issue, then the COR contacts the technicians to resolve the issue. The costs associated to this can either be hourly or by occurrence. This is a calculation needed to determine and aid in the bid.

4. Are all Software Service Agreements (SSA) up to date? If so what is the expiration date and if available, please provide a list of SSA’s for the systems listed.

ANSWER: All SSA are up to date except the Bosch.

5. Is all equipment in good working order?

ANSWER: All systems are in good working order. VCC’s CCTV servers are being replaced due to age and SSA for both.

6. Who is the incumbent contractor?

ANSWER: Security 2000

7. Are there incumbent technicians already working at these locations? If so can their information be provided?

ANSWER: Yes, they are working at these locations and Security 2000 controls their contact information.

8. Will the Government be open changing the requirement to have all system certs with the quote to just the major system(s) (DAQ) and the others (Genetec, Bosch, Pelco, Milestone, and Fluid Mesh) to be provided within 60 days of award? Due to the remote location of the sites, these requirements may be difficult to provide at the time of proposal and may reduce the number of proposals received.

ANSWER: Government is not open to changing the requirement. System certifications is only for the main components DAQ, Bosch, Milestone and Fluid Mesh. The cert for fiber testing and repair is still a requirement. All certs will be submitted as outlined in the contract.

9. Will the periodic performance and requirement meetings be held in person or virtually?

ANSWER: Yes, held in person.
