SCOPE OF WORK
Project: CHP-00007-4J
B3429 and B3430
Install Bird Mitigation Measures
2 March 2017
1. Project Description. The Contractor shall provide all labor, fittings, equipment, components, mounts, devices, accessories, transportation, and storage as required to perform all work in accordance with these specifications, commercial practices and industry standards. All work shall be accomplished in accordance with applicable federal, state, and local regulations. Work includes but is not limited to the following:

2. The Contractor shall accept directions only from the Regional Contracting Office-
Alaska (RCO-AK) Contracting Officer (KO). Requests or desires of the users or using agency made directly to the Contractor will be immediately brought to the attention of the
KO, and the Contracting Officer’s Representative (COR) if applicable. Any changes to the project scope or other provisions of the SOW must be authorized in writing by the KO.
3. The contractor will furnish and install new materials for Bird mitigation and deterrent measures for B3429 and B3430. See attached drawing/pictures for location and additional information.
A. Contractor shall provide and install horizontal bird netting (Polypropylene
Flame Resistant Netting, black in color) underneath the driveway awning/overhang for B3430. Netting panel size shall be large enough to enclose an area approximately 400 square feet. Netting panels shall be installed in such a way that eliminates opening for bird penetration and or nesting. A single panel application is required for this application, if feasible. Netting panel shall be capable of being removed and reattached to accommodate any applicable maintenance and or repair for facility. Bird Deterrent System (Netting Strength) should be sized for birds as large as Ravens. Note if you are unable to complete work in an area due to snow contact the DPW PM in advance for snow removal.
B. Contractor shall provide and install flashing treatment for B3429. Material shall match existing facility Flashing in color and material. This is required for the roof overhang portion of facility that has not been treated with Flashing. End
Caps shall be installed at the end of all Flashing runs to enclose openings.
Existing metal Flashing is approximately 12” – 16” in width. New flashing shall be installed smooth side out. Approximately 300 LF of Flashing will be required for this work.
C. Contractor shall provide and install Flashing treatment for B3429. Material shall be 16 gauge steel sheet metal and it shall match existing facility color. This is required for 7 soffits. Approximately 9 LF per application is required. New
Flashing shall be installed at a 45 degree angle with smooth side out. The width of the new Flashing panels shall be approximately 12 (plus or minus) inches in width. Additionally, the contractor shall install fitted Flashing (approximately
12”) for the upper right and left vertical portions of soffits.
D. Contractor shall provide and install Flashing treatment for B3429. Material shall be 16 gauge steel sheet metal and it shall match existing facility color. This is required for 4 entry/exits. Approximately 90 LF in total will be required for these applications. New Flashing shall be installed at a 45 degree angle with smooth side out. The width of the new Flashing panels shall be approximately
12 (plus or minus) inches in width. Additionally, end-caps shall be installed for this application.
E. Installation method required for this work can be viewed on the provided document named “Flashing Method”. Note the highlighted portion.
F. There are several bird nests attached to B3429. Contractor shall remove, if nests have not been removed by other means prior to work start date.
G. If any additional Bird Nests are found while performing work. Contractor shall cease work in the affected areas and contact QA assigned to project for direction and procedures.
H. The Contractor will contact and verify with all necessary material suppliers; a secure date when materials will be on hand to complete this project prior to submitting your bid on this project. Cut sheets or product descriptions shall be provided at the preconstruction meeting.
I. The Contractor shall make a reasonable effort to verify dimensions and shall examine the project to become aware of the existing conditions and difficulties involved in the completion of the work in accordance with the Scope of Work prior to the submission of your bid and commencement of work. When the contractor requests approval of substitute materials and/or equipment, it shall be understood and agreed that such substitution, if approved, will be made without cost to the government, regardless of changes in connections, spacing, electrical service (if applicable) and all other appurtenances.
J. Anything mentioned in the Scope of Work and not shown on the drawings, or shown on the drawings and not mentioned in the Scope of Work, shall be of like effect as if shown or mentioned in both.
K. The Contractor shall perform all activities so as to avoid interference with operations of the facility and the work of others. The completed project will provide a complete functional system. Contractor shall verify all equipment operational and insure your quality control inspections and corrections have been accomplished before calling Contract Management for the final inspection.
The completed installation shall comply with the SOW (Drawings and specifications), enclosed and/or attached.
L. References in specifications to any brand name equipment or material shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor shall submit proposed equal equipment and/or materials for Government consideration during the submittal process of the contract.
4. A site visit will be held on 14 March 2017 at 1000. The Contractor shall make a reasonable effort to verify dimensions and shall examine the project to become aware of the existing conditions and difficulties involved in the completion of the work in accordance with the Scope of Work prior to the submission of your bid and commencement of work.
5. If applicable, the Contractor may submit proposed equal equipment and/or materials for
Government consideration during the submittal process of the contract; however, the
Government may choose not to accept substitute materials.
6. Upon award of the contract, contractor shall meet with Facility Management staff for a
Pre-Con meeting, before beginning work. Work will only commence after the issuance of a
Notice to Proceed (NTP).
7. If applicable and where available, on-site utilities will be provided at no cost to the
Contractor. These utilities will be used only in performance of and in support of the project.
Any temporary connection to the utility system will be coordinated with the contracting officer’s representative prior to hook-up. The temporary connection will be done by the contractor in a professional manner. Temporary connections will be removed at project completion. Temporary connections will be paid for by the Contractor.
8. The Contractor and the Contracting Officer’s Representative will agree on temporary storage areas in the general location of the project. Request for storage area shall be submitted with the proposal package. The contractor will be responsible for the security in a non-cluttered appearance at all times. If the storage area is not maintained, the Contracting
Officer may direct the contractor to move his storage off Post.
9. Submittal Schedule:

10. The Construction period is 30 days after issuance of NTP.
11. The building included in the scope of this contract is occupied. The Contractor will schedule and perform work under this contract in such a manner as to allow the occupants of the building to continue their normal activities with the least amount of interference.
12. Security Requirement. All contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).
The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
