1. Paragraph c. OFFER PREPARATION INSTRUCTIONS, TAB B-Subfactor 2:

Staffing Approach, subpara f. The synopsis/solicitation states the requirement for

“A sanitized copy of all key personnel resumes.”

Question: Are resumes included in the page count? Are sanitized copies of resumes required in the “Original” copy of Volume II: Mission Capability, or are sanitized copies of resumes only required in the three (3) “Sanitized” copies of

Volume II: Mission Capability?

Answer: Resumes are not included in the page count. Sanitized copies of the resumes are required in all three “Sanitized” copies as well as in the Original document submitted by the Offeror. Updated the Combined Synopsis to reflect the clarification. Placed in 52.212-1 Addendum, paragraph 1(c) Offer

Preparation Instructions subparagraph (3).

2. PWS 2.7.1 Travel to support the assessments, training and/or evaluations throughout USARAK corresponds with CLIN 0003AA (forecasted to JBER), 0003AB (un-forecasted to JBER), 0003AC (forecasted to FWA) and 0003AD (un-forecasted to FWA). However, there is a not a travel CLIN that aligns with PWS

2.7.2 which covers potential travel to Hawaii, Korea and Japan. The airfare and per diem are considerable different for trips outside of Alaska. Please clarify if there will be separate CLIN(s) to price for the anticipated trips to Hawaii, Korea and Japan?

Answer: At this time the Government has removed the language travel to

Hawaii, Korea and Japan from the PWS and clarified authorized travel in the BID sheet.

3. PWS 2.5.3 states there are four positions that are considered key. Can the contractor ‘dual-hat’ a key position?

Answer: Yes, but there must be a clearly identified Supervisor for the contract, and identified contractor Team Leader presence at both Ft Wainwright and JBER with authority to act for the contractor on all contract matters. Training

Development must continue and be accurate, relevant, and timely regardless of contractor obligations in other areas of this contract. A Team Leader can be dual hatted as the Training Developer but the Supervisor may not be. Be aware that if the Supervisor and the Training developer must travel and one is dual hatted then performance will be negatively affected and could cause default on the

Contractor in accordance with the PWS.

4. PWS 3.3.1 lists the courses identified are annual requirements (assuming

October 2016 to September 2017). PWS 3.3.1.1 states 2 SAMS-E courses are required at JBER with a remark that it ends in December 2016. For planning purposes does this indicate that both classes should be scheduled between

October and December 2016?

Answer: Yes. The final USARAK organization using SAMS-E will transition to

GCSS-Army in the spring of 2017.

5. PWS 3.12.1 states will conduct up to 16 requested and programmed assessments per year. Is this at both locations (JBER and FWA) or just JBER?

Answer: Both locations. Stryker Brigade Combat Team, Aviation Battalions, and

Service Support units located at FWA. Airborne Infantry Brigade Combat Team and Service Support units located at JBER.

6. Background: Paragraph 3. Evaluation Criteria, Subfactor -2 Staffing Approach, part c. and d. make reference to the contractor having to provide productive man-hour hours for all necessary staffing. The PWS lists numerous types Unit of Assessments (3.1.2) “up to 16 per ear”, Supply Management (3.1.3) “Material Readiness Checks”, Supply Support Management (3.14) “Hands on instruction to and technical guidance to SSAs”, Fielding Management Tasks (3.15), and Accountability Management Tasks (3.16) without any historical workload and or anticipated workload. These tasks are broad in frequency, scope and magnitude.

Question: As this is to be a “best value” competition, with an incumbent in place, would the government consider providing and clarifying the estimated workload by PWS function and or historical workload minimums for Classroom Instruction, Supply Management, Supply Support Management, Fielding Management and Accountability Management requirements?

Answer: Classroom instruction workload is estimated at 2,640 instructor contact hours. The Supply Management functions are estimated to require 1 instructor manyears, Supply Support (SSA) Management functions 1 instructor manyear, Fielding Management functions 1 instructor manyear, and Accountability Management functions 4 instructor manyears. These are only recommendations and estimates. The Contractor is responsible to submit their best effort and should plan off the minimum standards outlined in the applicable Army Regulations and in the PWS.

7. Background: Paragraph 3. Evaluation Criteria, Subfactor c. Factor 2 Past Performance does not list a minimum or maximum number of past performance references in order to be relevant and or Acceptable under Table A-1.

Question: Would the government consider clarifying the minimum number or maximum number of past performance references in order for the offeror / industry to achieve an acceptable rating?

Answer: The government used past performance based on previous contract(s) over a given timeline, see Volume III Past Performance (c) “The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the effort as it directly relates to the work being procured…” and (c) a. “The offeror SHALL NOT go back any farther than 3 years for the submitted data. The past performance data shall document a successful history of past contract performance.” Finally see the last sentence in subparagraph (c) b. “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance.

Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.” “ At this time the government does not intend to ask for a minimum or maximum number of Past Performance reports only that past performance reports does not exceed the previous 3 years.

8. What is the current contract number and dollar value for work being performed?

Answer: The current contract that is being performed is W912D0-12-D-0009- 0006, valued at $719,330.68. This award is similar in nature but is not as extensive as this requirement.

9. What is the total dollar value of the contract performance period ranging from the Base Year to all Option Years?

Answer: Total Contract Value is $2,123,265.28 this includes base plus three (3) option years.

10. Were there any contract amendments changing the total dollar value in the Base

Year or any subsequent Option Years? If yes to Question #2, please provide information for any amendments causing an addition or subtraction to the total dollar value.

Answer: No base or option year performance mods were conducted to increase the dollar value.

11. Refer to paragraph (g) of TAB B – Subfactor 2: Staffing Approach on page 6 of the combined synopsis/solicitation: “For planning purposes, successful contract performance in the past has included six (6) personnel performing at Fort Wainwright and seven (7) personnel performing at JBER.” Are these numbers inclusive of the key personnel?

Answer: These numbers included Key Personnel.
