About this file

This document contains a set of Questions and Answers for Solicitation W912CN-25-Q-ME13, focusing on a VoIP telecommunications system for a Base Airfield Area Facility (BAAF). The solicitation requires a 10-port fiberoptic VoIP system with 10 phones, utilizing single-mode fiber infrastructure and supporting 20 SIP sessions for future expansion. Key technical requirements include 6 PoE switches, fiber connectivity between locations, and the ability to connect to ATC recording equipment with fiber-to-analog conversion.

The vendor will be responsible for providing fiber patch lines between phone locations, managing pre-existing patch panels, and ensuring compatibility with the existing infrastructure. Critical details include the need for master phones at Air Traffic Control Tower and Airfield Operations locations, confirmation of fiber type (single-mode), and verification of equipment specifications such as the emergency phone line bridge and network switches. The solicitation seeks a solution that can accommodate 10 locations with proper network connectivity and future scalability.

Questions for Solicitation W912CN-25-Q-ME13

1) While reviewing the Salient Characteristics document, we noted that Item No. 3 requests ‘Equal-to Emergency Phone Line Bridge TC Communications TC8938 Series.’ As these devices are typically used for analog phones, we wanted to clarify this requirement. The TC Communications device is intended for analog phone lines, not VoIP, and its inclusion appears inconsistent with the rest of the document, which specifies VoIP devices.

The solicitation requests the VoIP option, and our proposal accordingly includes a fiber switch for IP-based communication. Could you please confirm whether the inclusion of this item was intentional, and should we substitute our recommended IP fiber switch? BAAF requires a Fiberoptic VoIP system with capability for 10 phones.

2) Salient Characteristic #2: The RFQ lists a QTY=1 “TRENDNET 6-Port Gigabit PoE+ Switch.” however there are a total of 10 locations named in paragraph 10. Typically, each location requires a PoE switch as the maximum recommended cable length between a switch and VOIP phone is 100 meters. Please confirm if more PoE switches are needed, or if the government will be providing these switches. A total of 6 PoEs are needed. BAAF has 5 – 6 phones within 100 meters/300ft. Range Control/HQ within 300 ft, MedVAC and Flight Ops within 300 ft. (6 POEs required)

3) Salient Characteristic #7: “Equal-to Patch Panel & Cable Management.” Please confirm that all fiber and copper cabling is already installed and is the government’s responsibility. Our interpretation is the vendor will be responsible for cross connecting and managing pre-existing cables at a pre-existing patch panel. Please confirm. Yes, all Fiber is installed at each facility and is the government’s responsibility.

4) Salient Characteristic #10 lists a total of 10 locations, however there are only 8 phones. It appears the master phones for the Air Traffic Control Tower and the Airfield Operations locations are missing. Please confirm. A Total of 10 phones needed

5) Something doesn’t add up quite right. The list of equipment states that the solution require 8 endpoints (phones), yet the list of required equipment only requests QTY 1 of the 6 port switch?

Question: What connectivity is provided between the system location and each of the phone locations? A 10-port system is needed; they will be connected via fiber to each location.

6) Based on “fiberoptic infrastructure interface” we’re assuming it’s fiber. Is this correct? Yes

7) CLIN #1 states 20 SIP Sessions solution, but CLIN #5 states only 8 phones. Are the 8 phones the only endpoints required for this solution? Are you looking at the additional 12 Sip Sessions as room for future expansion or are there additional endpoints? 10 phones are required; a 20 SIP solution is preferred for future expansion.

8) What type of fiber is used in the BAAF fiber infrastructure (single mode, multimode, simplex or duplex)? Single mode

9) Is vendor responsible for providing fiber patches between phone locations and the infrastructure? Yes, via equipment patch lines

10) Page 3, item 10 “The Crash Phone system must be able to connect to the ATC recording equipment”. What type of connection is required by the recording equipment? Fiber to analog conversion is needed as our recorder only records Analog.

11) Our server is 28” deep but will fit into a 19” rack. Is this an issue? No
