QUESTIONS AND ANSWERS
Solicitation #W912CN-22-R-0039 Questions & Answers
At Schofield Building 359
1. When was the last annual Preventive Maintenance (PM) conducted?
Response:
For building 359, per the government subject matter expert (SME), chiller PM was conducted in 4/2022 and cooling tower PM was conducted in 9/2022.
2. Who is the current incumbent on this contract?
None.
Both contracts have expired. Previous service providers (contractors) were ChemSystems, Inc. for the cooling towers and Choice Sheetmetal LLC for the Chillers.
3. Can a list of buildings be provided (that will require servicing)?
Technical Exhibits (TEs) 1 – 6 will be provided in the amended solicitation.
At Schofield Building 882
1. Who are the current contractors for these requirements?
None.
Both contracts have expired. Previous service providers (contractors) were ChemSystems, Inc. for the cooling towers and Choice Sheetmetal LLC for the Chillers.
2. Are these requirements existing or new?
This is an existing requirement however it is considered new because other components/equipments have been included. Previous service providers (contractors) ChemSystems, Inc. for the cooling towers and Choice Sheetmetal LLC for the Chillers.
3. Can you provide a list (showing the make and model numbers) of all the equipment?
4. We would like to know the quantities of each make and model (at each location) for each building. This will help with pricing our quote. Can this be provided?
5. What does the inventory list state (i.e. each equipment’s make/manufacturer, model number, location, etc.)?
At Schofield Building 1502
1. CWTI certification – do we need this certificate for this type of service?
In other words, is it OK if we are service providers and not distributors?
Or is being a previous distributor OK?
Just wanted to circle back on my question regarding this contractor qualification. Like I mentioned at the site visit, we were a WCTI authorized distributor and service representative but we discontinued being an authorized distributor but we are still able to service the technology. We can have our past performances with the sites we’ve had and our old agreement. Please let me know.
Response:
Per the contracting officer’s representative (COR) and government subject matter expert (SME), yes certification is required.
Per the COR, the vendor is at least required to service the equipment at or above industry standard.
Per the SME, you need to have the required certifications. Past agreements does not apply with this contract.
At WAWF Building 852
1. Can addresses for all locations be provided?
The reason is that we noticed the addresses given to us for each of the site visit buildings is not the same as the street we turned into (when using Google maps).
2. Who is the current service provider for building 852?
Per the COR, depends on what type of equipment you are referring to. Previous service providers (contractors) were ChemSystems, Inc. for the cooling towers and Choice Sheetmetal LLC for the Chillers.
At WAWF Building 900
1. Who handles/services the water heaters?
The Directorate of Public Works (DPW) System Maintenance Boiler/Heater Shop.
2. When is the last date to submit questions for the solicitation?
Refer to the addendum (section A.4.) for FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services.
The last day to submit questions, regarding this solicitation, is three (3) business days after the site visit, which April 3, 2023 at 2 PM Hawaii Standard Time (HST).
3. When does the solicitation close?
Refer to the first page of the solicitation, which states it will close on April 18, 2023 at 10 AM HST. However, there will be an amended solicitation to extend the solicitation close due date to May 01, 2023 at 10 AM HST.
Contractor #1 Questions

Page 107 item l. notes to complete the Hourly Labor Rate Attachment … for base plus option periods. Would you please provide an updated Hourly Labor Rate attachment so that the option years can be included.
Response:
Follow the format below to state labor rates for the base and each option year. A separate Word Doc below will be provided as an attachment and uploaded to SAM.gov.
Base Year:
Air-Conditioning Mechanic: $__________ Maintenance Trades Helper: $__________ Engineering Technician: $__________ Ventilation Equipment Trader: $__________ Chemist: $__________

3rd Year:
Air-Conditioning Mechanic: $__________ Maintenance Trades Helper: $__________ Engineering Technician: $__________ Ventilation Equipment Trader: $__________ Chemist: $__________
2. Page 167 Attachment A: Work Experience. In order to show the full range of experience required for this contract will we be allowed to submit key subcontractor experience?
We will be bidding as a prime, but we have a subcontractor that we’d like to use with cooling tower experience. Hope this clarifies things. Thanks.
Response:
Preference will be for experience as a prime contractor; however, if there is none, you may submit experience as a sub-contractor. You may also submit your sub-contractor’s experience.
3. Please advise if teaming agreements or letters of commitment from key subcontractors should be included with the offeror’s proposal.
No, teaming agreements or letters of commitment (from key sub-contractors) are not required. However, if your company requires one, you may request one from your sub-contractors.
Refer to the Addendum of FAR 52.212-1 for what RCO-HI will require from potential offerors.
4. Factor 1, Sub-Factor b: Personnel Qualifications, page 108 – Provide 1-page narrative statement that the Contractor is staffed by a field engineer(s) who graduated and is a qualified chemist, biologist, or engineer from an accredited university. Provide proof of education. Please confirm that this qualification can come from the Chemical Treatment Subcontractor.
Yes, this came from the previous subcontractor.
5. Please confirm whether or not Eddy current testing is required for each chiller in accordance with the manufacturer’s maintenance recommendations.
Response:
It is required for all chillers and is a valuable tool for PM due to its ability to detect corrosion before the visual occurrences occur.
6. Paragraph 2.15 on page 11 of 182 calls to test cooling tower water weekly and add chemicals as needed. TE # 14 chemical scope checklist on page 148 of 192 calls for monthly testing of cooling tower water. Please confirm that scope is for monthly testing under the monthly maintenance CLIN bid item and not weekly.
All items addressing cooling towers originate from the manufacturer’s O&M manual.
7. For Factor 2 – Work Experience on page 108 of 182, please clarify what type of chiller work experience is required. Will experience need to be for both packaged air-cooled chillers and water-cooled chillers/cooling towers? For water cooled chillers, will experience be required for Trane centrifugal, McQuay magnetic bearing chillers and Multistack magnetic bearing chillers?
Response:
Per the government subject matter expert (SME), manufacturer service certified.
2nd Question: Per the government SME, yes, experience is required.
3rd Question: Per the government SME, yes, experience is required.
8. Would you please provide Work Experience, Attachment A in a Word File for easier completion.
Response:
An MS Word document will be provided as an attachment (in SAM.gov) with the amended solicitation.
9. Section 2.13.5 of description of services – Please confirm “water pumps” are defined as primary/secondary chilled water pumps, and condenser water pumps.
TE-4 contains Condenser and TE-5 contains Chilled water pumps
10. Section 2.13.3.24 of description of services – Please confirm if no annual PM tasks are to be completed.
Response:
Per the contracting officer’s representative (COR), this section goes into great detail regarding PMs (Semi-Annual 2.13.3.24.1). There is no equipment in this requirement that does not require some type of PM to ensure longevity of equipment.
11. Section 2.13.3.24.2 of description of services – Please confirm if no specific monthly PM tasks are to be completed.
This section covers routine repair, not PMs.
Contractor #2 Questions
1. Contractor #2 is asking that an Equipment List be provided for the contractors to bid on, it would allow all party to bid on the same scope. This was also mentioned when our Subcontractor, Carrier had visited the last building.
The other part of the Solicitation I noticed on page 111, the Solicitation is requesting certified trained technicians for the Carrier and SMARDT, however the service provider for the SMARTD equipment was not at the Jobsite that we AREN’T certified on the equipment itself but do have technicians certified on the type of compressor the SMARTD utilizes.
This RFQ seems very confusing and incomplete to be honest, there’s also Trane and Daikin McQuay equipment that was not mentioned at all.
Page 148 TE 1 through 6 should’ve been distributed during the Jobsite and not after the contract is awarded.
Contractor #3 Questions
1. Good morning, RFP page 4 section 1.1 states "The Contractor shall provide sustainment of vertical facilities such as buildings and all utilities plant structures within the five (5) foot demarcation line, excluding Army Family Housing." Other than buildings B776, B779, B882, & B1502, are there any additional buildings within the 5 foot demarcation line?
Per the government SME, no.
2. Will it be possible to have an office space and a place to store materials on or near the?
Refer to the addendum (section C.1.h.) for FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services. It states the following:
Provide 1 page narrative statement to confirm company has local warehouse located on Oahu, Hawaii, have support staff of service technicians and delivery personnel equipped to handle all chemicals and repairs of water treatment equipment, and be available on-site in event of emergency.
3. How old is the equipment onsite?
Per the government SMEs, various from site to site
4. When was the last time the equipment was serviced? Please provide any service records for each piece of equipment.
Equipment was serviced according to planned intervals. Information is not readily available.
5. Are there any additional badges/clearances required for certain areas/buildings?
Per the contracting officer’s representative (COR) and government subject matter expert (SME), not to their knowledge.
Per the COR’s supervisor, no, there is no badges/clearances required.
6. Will DD254 be included in this contract?
Per the COR’s supervisor, no, there is no badges/clearance required so a DD 254 will not be included in this contract.
7. Do any buildings require generator testing? If so are these during normal business hours or after hours?
Response:
Per the government SMEs, yes, SB Building 1502, Generator testing is required periodically per manufacturer recommendations. Testing should be coordinated with facility manager of the building this is done during normal working hours.
8. RFP page 11 sections 2.15.1 states “the contractor shall remotely monitor status of these systems via CAT5 or WIFI to ensure proper ranges are maintained, detect container leakage, and proper operation of chemical injection of pumps.” Clarify remotely monitor, is monitoring to be performed on a web-based program?
Per the COR and government SMEs, web-based would seem to be the best option to achieve results.
9. RFP page 11 sections 2.15.1 state "The contractor shall provide temporary cooling support to meet system requirements in the event of system failure.” Is the contractor’s obligation to provide a temp chiller or temp cooling tower etc.? Would spot coolers be acceptable?
Response:
Per the COR and government SMEs, yes, contractor is required. Spot coolers are acceptable if they meet the requirement at the location. Be advised each location is different so the contractor is expected to meet the demand.
10. Please provide a detailed inventory list with manufacturer and model info for each piece of equipment that is covered under this contract.
11. Is there a Direct Digital Control (DDC) system controlling the equipment? Is DDC included in the maintenance contract?
Response:
Per government SMEs, yes.
Per the COR and government SMEs, DDC is not included in the contract.
12. RFP page 5 states "the contactor shall check the Variable Frequency Drive (VFD) refrigerant strainer and replace annually or sooner if the condition of the strainer requires replacement within the annual period." Please provide clarify what is a VFD refrigerant strainer and the requirement for annual replacement. Where is the strainer located and is there any prerequisite work required to access the VFD refrigerant strainer. Is this a filter drier in a NEMA4 VFD enclosure? Is any excavation required to access strainer?
Per the COR and government SME, follow manufacturer for service and repairer recommendation. Yes, refrigerant strainer will have some gas to recover. Filter drier location various (I don’t recall any drier in the NEMA 4 VFD enclosure). Always follow manufacture recommendations.
13. RFP page 11 sections 2.15 states "the contractor shall perform weekly testing for cooling tower water and add chemicals as needed." Typical testing frequency is either semi or annually but dependent on condition of equipment. Please let us know if there is a particular reason why weekly testing is preferred. a filter drier in a NEMA4 VFD enclosure?
Per the government SME, required to test once a week and check for adequate chemical supply. Filter drier location various (I don’t recall any drier in the NEMA 4 VFD enclosure).
14. We are requesting more time to develop our proposal. Can the bid due date be extended to
May 2?
Response:
Yes, the solicitation due date will be amended.
All proposals are now due May 1, 2023 at 10 AM HST.
15. Please provide a attendees list for the March 27 site walk.
You must request a copy of this list via E-mail to Ms. Angela McColor or Ms. Melena Faxon.
16. RFP page 120 states "Submission of proposal must receive one (1) copy electronically via email and four (4) hard copies via hand-delivered or mail to the Government point of contact (POC) Contract Specialist, Angela McColor." Please let us know if hard copies are really required, or if we can submit only the one electronic copy by email.
Yes, one (1) electronic copy via e-mail and four (4) hard copies via hand delivery/mail to the Government point of contact (POC) are required.
Contractor #4 Questions
1. Good morning, I had a post-site visit question to ask, would it be possible to receive an updated full equipment list that will be getting serviced to better price this job, it appears that some things were brought up in the walk thru that were not specified in this solicitation.
And also, what was the incumbent for previous contract holders?
