SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

QUESTIONS AND RESPONSES

QUESTION GOVERNMENT RESPONSE

Bid Bond - Does the bid bond need to be based on the whole contract total (base+2 years value) or just the base year value?

Bid Bond is based off your Grand Total in Attachment 1 of the solicitation.

Payment/Performance Bonds - Will the awarded contractor need to provide payment and performance blanket bonds for the whole value of the contract (base+2 years value) or just the base year value and then new bonds issued each year when the options are exercised?

See 52.228-15(a). “Original contract price means the award price of the contract; or, for requirements contracts, the price payable for the estimated total quantity; or, for indefinite-quantity contracts, the price payable for the specified minimum quantity. Original contract price does not include the price of any options, except those options exercised at the time of contract award.”

Section 07 41 13, Non-Structural Metal Roofing, Section 1.6.2 Finish Warranty. Please confirm that the 7-year warranty is a manufacturer’s warranty.

Also the surety is requesting that the 2 year limitation surety language be added to this section. “The Surety’s liability shall be limited to the first 2 years.”

Paragraph 1.6.2 falls under Paragraph 1.6, which states, "Provide metal roof system material and workmanship warranties meeting specified requirements. Revision or amendment to manufacturer's standard warranty shall be made as required to comply with the specified requirements."

The following statement is added to Section 07 41 13, Paragraph 1.6.2, "The Surety's liability shall be limited to the first 2 years of the warranty period. The Contractor shall be responsible for the balance of the warranty period as stated above." This verbiage is also added to Section 07 61 15.00 20, Paragraph 1.8.

The correct quantity is 1 each. Bid Item Number X058 in Section 01026 (in Section 07 14 00) is revised from 15 each to 1 each.

If the CLIN quantity for the Contractor Manhour Reporting is 1, will a separate task order be issued to the awarded contractor for completion of all eCMRA reports for the Fiscal Year or will each issued task

A separate task order can be issued or it can be incorporated into a project task order for the Contractor Manpower Report (CMR) CLIN X058. Regardless, the CLIN can only be invoiced against and paid out once for each fiscal year.

order include the CLIN for Contractor Manhour Reporting.

In previous roofing IDIQ contracts CLINs were included for stairway scaffolding, gradall, and snorkel.

Would the government please consider adding these CLINs back into the contract. It is very difficult to include equipment costs into the existing CLIN pricing when the nature of the future task orders is unknown.

Some task orders will require this equipment and others will not.

The Government will not be adding CLINs for these equipment into the contract. These equipment are standard for roofing projects and will considered incidentals.

CLIN 0046, 1046, and 2046 in the pricing schedule the unit is blank. In section 07 14 00 the unit is noted as Weeks. Please confirm that the pricing should be based on rental/operator cost for a week. The price different between days and weeks on this piece of equipment can be significant.
