About this file

This document is a Vendor Questions and Answers (Q&A) file for a bottled water procurement solicitation for the ISO Exercise Tradewinds 2025. The solicitation (W912CL-25-Q-A016) requires the delivery of 108,480 liters of bottled water to two locations in Trinidad and Tobago: Teteron Barracks and TTDF Reserves. Delivery is scheduled across multiple dates from April 9 to May 5, 2025, with varying quantities per delivery date. The water must be sourced from an approved vendor, with Caribbean Bottlers Trinidad & Tobago Limited currently being the only approved vendor listed for bottled water in Trinidad and Tobago.

Key procurement details include that the contract will be awarded on a Best Value basis, it is a new requirement, and it is an overseas (OCONUS) procurement. Vendors must source water from vendors listed in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement. All drivers must be vetted through the local government transportation agency, and the contractor is responsible for all customs processing and delivery to the specified sites. Potential bidders are encouraged to propose alternative line items that meet the total liter requirements, and the government is flexible on case sizes and packaging as long as the total volume is maintained.

Vendor Q&A for Bottled Water ISO Exercise Tradewinds 2025

W912CL-25-Q-A016 Solicitation

1. To confirm, you are asking for all loads to be delivered on the specific dates below.

For our government accounts the holder of the contract handles freight. This is due to the complexity at the base.

2. Will the government provide the date(s) the water must arrive at the overseas destination in order for the awardee to determine best overseas shipping for on time delivery and to ensure delivery at the specified time?

3. There are 2 delivery locations, Teteron Barracks and TTDF Reserves, but there is only one delivery address provided, FORT SAM HOUSTON, TX 78234-5000. Is there a second delivery address?

4. Terteron Barracks and TTDF Reserves are at Fort Sam Houston?

5. The beginning of the request is states, “deliver cases of 1-liter bottled water to Teteron Barracks IAW, but in the delivery chart it states, “24 x 500ml or 12 x 1L per case”. Are either accepted? We do not have the 1L in a 12pk, however we have the 1L in an 18pk. We also have the 500ml (16.9oz) 24pk. Which is preferred.

6. Is 40 bottles of water per 500ml case acceptable?

7. Per our conversation, we only ship in full truckload quantities, will they be able to take full truckloads or does it have to only be the quantities listed above? (Example, a full truckload of the 500ml 24pk is 1,596 cases and above April 9 is showing 1,260)

8. Next will the requirement be awarded directly to the Caribbean Bottlers Trinidad and Tobago Limited (CBTTL) or will other companies have to opportunity to bid as well.

And if so, why reference DFAR 252.225-7042, "Authorization to Perform and FAR 52.236-7, "Permits and Responsibilities if the intent is to award to said company.

9. Approved source of vendors who have undergone a Food Protection Audit by US Army Veterinary Services... is there an approved list readily available?

10. Do you already have a list of approved vendors/manufacturers/distributors we need to choose from?

11. If my business has an agreement with a company on the Army Approved Vendor's list would you consider allowing us to bid?

12. What/Who background checks are needed? Will drivers for the water need background checks, or what eligibility to travel on base will be required? Can drivers be different, or must it be the same driver throughout the duration of the contract?

13. Will a forklift to unload be available on site?

14. How will payment be determined, including method and time of payment?

a. This is for 410th CSB to answer.

15. Is this a new requirement, or is there a current contractor fulfilling it? If there is an incumbent, could you share their name and the contract award value?

16. Will this be awarded based on Best Value or LPTA?

17. First was market research conducted to see if a small business, WOSB or SDVOSB could support the requirement?

18. Can the awardee ship directly to the overseas destination and would you provide customs forms to assist and getting the water from the port authorities?

a. Contractor is responsible for all processing and delivery up to Teteron barracks and TTDF Reserves.

19. Will the government provide the date(s) the water must arrive at the overseas destination for the awardee to determine best overseas shipping for on time delivery and to ensure delivery at the specified time?

20. Finally, if we can provide the water in cans will that be something the Government will consider?
