Light Tactical Trailer Heavy Chassis (LTT-HC) - Sources Sought/Notice of Intent
This is a Sources Sought notice for the Light Tactical Trailer Heavy Chassis (LTT-HC), a commercial solutions opening (CSO) issued by the U.S. Army seeking commercially available or non-developmental item (NDI) solutions with minimal modifications to current configurations. The Army seeks to procure approximately 720 trailers over a two-year period and up to 1,500 trailers over five years. The LTT-HC is an open frame, single axle trailer with a 3,025 lb. payload capacity designed to transport electric generators and pair with High Mobility Multi-Purpose Wheeled Vehicles (HMMWV). The program seeks offerors capable of producing two models: the standard LTT-HC and the LTT-HC Advanced Medium Mobile Power Sources (AMMPS) variant with integrated mounting kit.
Interested companies must submit Phase 1 responses by 1:00 p.m. EDT on July 16, 2026, via email to alexa.p.geill.civ@army.mil with the subject line "LTT-HC AoI (Insert Company Name)." Submissions must include a ten-page, single-sided white paper in 12-point font (title page and Rough Order Magnitude pricing do not count toward page limit), completed Attachment 002 LTT-HC Desired Attributes Impact Table, and explanation of CONUS production capabilities/timeline. Key evaluation criteria include compliance with desired attributes (defined in Attachment 001), production scalability with capacity for 30+ trailers monthly and two First Article Test trailers within six months of award, cost reduction through commercial manufacturing, sustainment capabilities addressing obsolete parts replacement and enhanced reliability of suspension/axle/braking systems, improved corrosion prevention, and Right to Repair provisions. The anticipated period of performance is up to five years with potential options, and offerors are requested to propose optimal contract lengths with justification. Questions should be directed to Contract Specialist Alexa Geill (alexa.p.geill.civ@army.mil) or Contracting Officer Mark Hirsch (mark.r.hirsch.civ@army.mil).

DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited.
Light Tactical Trailer Heavy Chassis (LTT-HC): The Army is seeking a commercially available or non-developmental item (NDI) solution with minimal modifications from current configurations. The Government intends to leverage commercial capabilities to improve manufacturing efficiency, enhance reliability, and fill immediate need for a highly mobile tactical trailer to transport electric generators. Recent Government trailer production approaches face challenges including rising material and manufacturing costs and component obsolescence (e.g., Brake lining material). The Government seeks commercial solutions for the LTT-HC that meets or exceeds current performance requirements (Attachment 001 LTT-HC Desired Attributes).
The Government anticipates a requirement of approximately 720 trailers for a two-year period and up to 1,500 over a five-year period and request industry feedback regarding optimal contract length.
The LTT-HC consists of two models: LTT-HC, and LTT-HC Advanced Medium Mobile Power Sources (AMMPS). The contractor shall produce and integrate the AMMPS Kit on LTT-HC.
The LTT-HC will be sustained organically and must be capable of being operated and maintained by Army soldiers without civilian intervention.
The LTT-HC is an open frame, single axle, 3,025 lb. payload trailer chassis. It is one of the primary companion trailers for the High Mobility Multi-Purpose Wheeled Vehicles (HMMWV). The LTT-HC was developed to meet the Army’s continuing need for a highly mobile tactical trailer to transport electric generators. The gross vehicle weight for the LTT- HC matches the towing capacity of the HMMWV. The LTT-HC is a platform of Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2) system acquisition programs, which include the AMMPS generator. The LTT-HC AMMPS is a trailer with mounting kit designed to accommodate integration of AMMPS generators.
The program is interested in offerors building both models (LTT-HC and LTT-HC AMMPS).
Commercial solutions will be reviewed against the following attributes. These attributes are desired but not mandatory for eligibility.
• Production and Manufacturing:. Compliance with desired attributes defined in Attachment 001 LTT-HC Desired Attributes. Production and scalability, including production of two First Article Test trailers within six months of award and the ability to produce trailers at a rate of at least 30 trailers per month. Cost-reduction through commercial manufacturing processes.
• Sustainment & Lifecycle Support: Replacement of obsolete parts with modern equivalents or better. Enhanced reliability of suspension, axle, and braking systems.
Improved corrosion prevention and control.
• Right to Repair: The Government is implementing “Right to Repair” provisions to ensure the Army has access to essential maintenance tools, software, technical data, and the ability to diagnose, maintain, and repair systems, even when intellectual property restrictions may apply. Offerors are invited to provide recommendations on potential Right to Repair provisions while safeguarding its intellectual property and preserving a viable commercial market for their products.
Period of Performance: Up to a 5-year base contract; potentially to include options.
Industry Feedback Requested: Offerors are requested to propose and justify an optimal contract length (base period and potential option years) that maximizes their cost competitiveness, production efficiency, and supply chain stability for the trailers. Please provide a brief narrative explaining how your proposed period of performance reduces risk and delivers the best value to the Government.
Eligibility Requirements: This solicitation will be awarded in accordance with the Commercial Solutions Opening (CSO) process detailed within LTT-HC CSO.
Submission Requirements: Submissions shall be sent via email with the subject line “LTT- HC AoI (Insert Company Name)”, to the following: alexa.p.geill.civ@army.mil. Interested companies shall submit a ten-page, single-sided white paper in 12-point font. The title page and the Rough Order Magnitude (ROM) do not count toward the page limit. The pricing should not include any initial Non-Recurring Engineering.
• Phase 1 submissions:
o Shall outline proposed commercial solutions to meet the desired attributes outlined in the AoI Attachment 001 LTT-HC Desired Attributes o Shall complete Attachment 002 LTT-HC Desired Attributes Impact Table o Continental United States (CONUS) PRODUCTION TIMELINE: The Government desires CONUS based production. Identify if your company is currently producing Outside Continental United States (OCONUS) along with your plan and associated timeline for CONUS production. Your explanation of this topic will not count toward your 10-page solution brief submission.
AoI Open Period: This AoI shall close at 1:00 p.m. (EDT) on 16 July 2026. Solutions received after the specified due date and time will be discarded and not evaluated by the Government.
AoI Questions: Can be sent to Contract Specialist Alexa Geill: alexa.p.geill.civ@army.mil and Contracting Officer Mark Hirsch: mark.r.hirsch.civ@army.mil.
