About this file
This document is a Questions and Answers (Q&A) log for Solicitation W912CH-24-R-0209, a federal contract opportunity for a Carpenter Tool Kit. The Q&A log addresses multiple vendor inquiries regarding technical details of the tool kit, including clarifications about Technical Data Package (TDP) drawings, component specifications, and product measurements. Key questions centered on specific drawing inclusions, product metrics, and potential component replacements.
The solicitation is for a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed-Price contract with the Department of the Army, covering a Carpenter Tool Kit (NSN: 5180-01-499-3546). The contract has a guaranteed minimum quantity of 33 kits and a maximum 5-year quantity of 1,599 kits. Vendors must be registered in the System for Award Management (SAM) and submit proposals via email to the specified Contract Specialist and Contracting Officer. The government emphasized strict adherence to technical specifications, noting that metric conversions or additional kit components would not be acceptable, and that only items specifically listed in the TDP can be included in the tool kit.

Q&A Log – W912CH-24-R-0209 Last Updated: 28 April 2025 Q1: “In the TDP drawings, there is no file for File Set, 8 PC (0695D1001) or for the individual files, handle, card, or brush contained in the set. Can the Government please confirm these products?”
A: AMD 0002 issued on 17 APRIL 2025 to add the File Set, 8 PC (0695D1001) drawings to the TDP.
Q2: “Drawing 0733L006 was included in the TDP file, but is not listed as a component in drawing 0695D0000. Will the Government confirm this is not to be included in the kit?”
A: AMD 0001 issued on 14 APRIL 2025 to state 0733L0006 was included on the TDPL in error and shall be removed/not included in the kit.
Q3: “On the component checklist drawing, 0695D0000, you list a file set, 8 pc. But the DFP does not seem to contain the breakdown of the set. If required, please provide detail.”
A: AMD 0002 issued on 17 APRIL 2025 to add the File Set, 8 PC (0695D1001) drawings to the TDP.
Q4: “1). If the product metrics are in millimeters(mm) for items noted in the solicitation in inches; would products available in millimeters be acceptable due to conversions equating to slightly less or, more than the metrics in inches? 2). Is there an acceptable amount for smaller pieces that can be allowed as part of the tool kit not listed in the solicitation? If so, the pieces to consider in mm are: 6mm, 7mm, and (13mm [most common in most tool kits]). 3).Is a 13 piece tool kit acceptable as oppose to a 10 piece kit?”
A: 1). If the product drawings identify standard measurements then the item provided must also be in standard. Although the differences between standard and metric may be small, there are some instances when the difference is enough to affect the functionality of the item. 2). Only the items that are on the TDP shall be included in the kit. Providing extra unnecessary parts increases the weight of the kit and may impact lifting/moving restrictions as well as increases inventory demands for the end user. 3). Please see response to number 2.
Q5: “We have been notified of some items that are discontinued that we need to address and offer some possible replacements…Please review and let us know if the alternates are acceptable and if Country of Origin is acceptable.”
A: TBD
Q6: “I was curious if there is a process to have another vendor approved for distribution for these tool kits? I was curious because one of our vendors can provide the exact items listed within each tool kit, however they are not one of the manufacturers listed in the drawing. If you have an opportunity, I would appreciate any information you can provide regarding this process and if this can be taken into consideration.”
A: Prior to the solicitation phase we completed a request for information phase to allow an opportunity for vendors not currently listed to provide their documentation for inclusion on the drawings. Additional sources can be evaluated on a case by case basis to ensure compliance with all the requirements of each item.
