About this file
The file is a Question and Answer (Q&A) document for Solicitation W912CH-24-R-0208, which involves procuring a Special Purpose Electrical Cable Assembly. The United States Army Contracting Command Detroit Arsenal (ACC-DTA) is seeking a single one-time buy, 100% option Firm-Fixed Price (FFP) contract for National Stock Number 6150-01-260-2747, part number 9385014. The solicitation is set aside exclusively for Small Businesses and requires Joint Certification Program (JCP) Export Control certification.
Key details include a Technical Data Package (TDP) with distribution code "D" limiting access to U.S. Government agencies and contractors, minimum delivery requirements of 50 units per month starting 300 days after award, and first article testing requirements. Potential contractors must request TDP access via SAM.gov, be JCP certified, and submit offers via email to Contract Specialist Richard Hall. The solicitation involves electrical cable assembly components, with testing requirements referencing MIL-DTL-38999 for electrical connectors, and includes provisions for component-level Mil-Spec testing verification via Certificate of Conformance (CoC).

| Question | Answer |
| first article testing spec of the top drawing is missing in the TDP package. Would you please email me the first article testing spec? | No, its a DTL for the First Article Test, and any dimensional requirements, per drawings or specification requirements. The print for the cable assembly has all the test requirements on it, and the final test will be a bench test to make sure it works as intended. Instructions for the First Article Test can be found in Section E.2 |
| There is no information in box 9. Could you please confirm the due date and time of this solicitation? | Solicitation close date is listed on SAM.Gov |
| Section B states that the delivery requirement is 50 units per month starting 300 days after award, however, F-6 states that 110 ea/month is required 300 days after award. Could you please clarify the minimum delivery requirements? | An Amendment will be posted to SAM with revised minimum delivery requirement. Sect F will read 50 Units per month starting 300 Days After Award. KTRS will be required to sign Amendment |
| The answer to the question you provided 7/22 seems to indicate that only basic electrical test and inspection of the cable are needed for first article. However, the Section E-2 of the solicitation that you referenced includes corrosion testing and life cycle testing (i.e. section E-2.1.2.3 and E-2.1.2.4) but there is no associated specification referenced in Section E-2 and no requirements for these tests on the drawings or in the TDP. At the component level, we will require verification of Mil-Spec testing for connectors and other parts via CoC as required. Two questions: (a) what did you mean by “DTL” and (b) can you clarify exactly what first article test/inspection is required for the cable assembly itself?” |

ANSWER: the TDP calls out MIL-DTL-38999, which replaced MIL-C-38999, and that is the detail spec for connectors, electrical that is referenced on the print, and all testing requirements are located in there. It doesn't specify on the assembly print for these tests, but the contractor needs to provide verifications that tests were conducted and passed.
| Section I-118 references a performance bond. “Page 52.228-15 01-JUN-2020 PERFORMANCE AND PAYMENT BONDS--CONSTRUCTION (DEVIATION 2020-O0016)” As this solicitation is not a construction contract, we want to confirm if a performance bond is required. | In the Amendment that will be issued addressing the minimum QTY wil lbe it will also include the removal of FAR 52.228-15 |
| Materials for this solicitation have a 25 week lead time. Is the government willing to extend the FAT requirement to 210 days? | It is up to the contractor to go by their best business practices when submitting their proposal |
