About this file
The document is a Questions and Answers (Q&A) spreadsheet related to Solicitation W912CH-24-R-0183 for a Wiring Harness Assembly. The key Q&A addresses a technical requirement for phosphate testing, which has been removed from the solicitation via Amendment 0001. The specific question concerned whether phosphate testing was necessary for metal connectors that are pre-coated, to which the government responded by eliminating the phosphate testing requirement.
The related federal contract opportunity is a Small Business Set-Aside solicitation issued by the Army Contracting Command - Detroit Arsenal for 71 Wiring Harness Assemblies (NSN: 5995-01-362-6368). The contract will be Firm Fixed Price with a one-year buying option. Critical requirements include Joint Certification Program (JCP) Export Control certification, ISO 9001:2015 certification, and access to a Technical Data Package (TDP). The solicitation specifies Military Packaging - Level B and requires proposals to be submitted electronically to the Contract Specialist, Kerri E. Ginter.

| 1 | The Phosphate Test procedure appears to not be needed for this cable assembly. The metal connectors are purchased already coated, so we would not be adding any coating to the connectors. If we are not adding any additional coating, we can’t submit a test procedure and samples as section A004 instructs. |
Can we get concurrence that we have interpreted the requirement correctly and the A004 does not apply to this configuration of cable assembly? Upon further review, it was determined that light Phosphate is not required. The soliciation has been updated to remove phosphate testing requirements. Please see attached Solicitation Amendment 0001.
