Can the barrels be manufactured by way of Button Rifling?Yes
The solicitation references packaging instructions reference # 1307698 but the attached is what is provided.

Can you confirm which SPI is preferred? And if 1307698 is the preference, can you please supply the instructions? 9390007 is the correct SPI and it can be found in the TDP. The Solicitation has been Amended to reflect the correct reference.

Section I – Contract Clauses includes I-144, 52.228-15, PERFORMANCE AND PAYMENT BONDS--CONSTRUCTION (DEVIATION 2020-O0016).
Bowhead is unclear on the application of FAR 52.228-15 as it relates to the subject solicitation.This is a clerical error. Please disregard FAR 52.228-15 PERFORMANCE AND PAYMENT BONDS--CONSTRUCTION (DEVIATION 2020-O0016)
On attachment W912CH24R0123 page 4 of 90 in the PDF I was looking at NSN: 1005-01-233-8529 and TOP DRAWING NR: 9390007 which then I cross referenced to M4 Front Sight Base prints(22) PDF page.

My question is can you please confirm the final bill of materials for us to quote? The full bill of materials is as you are seeing it. It is reiterated below for the sake of clarity.

Our concern is when we got the front sight base components quoted the front sight base assembly included the front swivel and front swivel rivet (on supplier quote) but did not include the handguard cap or barrel nut(on PN 9390007 print).
How do you define what a "lot" of barrels are? Is that our internal lots of production, or is that the monthly shipment total?The “Lot” is referenced on Drawing 9390007, STM 301 Target and Accuracy. “ A production lot shall consist or 1000 max barrel assemblies”.
Is there government furnished testing equipment supplied? Specifically for the accuracy testing fixture and the proof testing fixture. Is ammunition & firearms supplied by the government?Accuracy and Proofing fixture is not provided by government. Ammunition and Firearms should be provided by the government.
If the specific part drawing does not reference a specific STM, do you follow the general STM of the 1299388?The STMs on the drawing are specific and the STM section on 12993884 refers to the STMs listed on the drawing.
Can you ask Engineering if we can get an approved list of commercially approved testing fixtures? If not, can we submit the bid using a different testing fixture and have them approve it?“The USG approved firing fixture is the one on the drawing. The Contractor is free to submit another design whether it be their own unique design or a commercially available firing fixture”. The fixture drawing is 11837943.
Section B references TOP DRAWING NR: 9390007 with DATE: 22-MAR-2024. We are unable to determine the origin or significance of the 22-MAR-2024 date.22-MAR-2024 is the date on which the TDP (Technical Data Package; all drawings, specifications, standards, and other data necessary for bidding, manufacturing, and other purposes) was created; therefore, the TDP contains the latest available data as of that particular date.
The first year quantity is saying 18,423 ea. at a delivery rate of 330 days + 375 ea. per month.
375 ea. x 12 months = 4500 and would not meet the annual quantity of 18,423. Can you advise please?Please note that 18,423 EA is an estimate in place to account for potential deliveries. Please proceed based off the proposed delivery rate and quantities scheduled per month.
