About this file

This is a Standard Form 30 (SF 30) Amendment to Solicitation for a hotel and conference event in San Juan, Puerto Rico, issued by the U.S. Army Corps of Engineers (USACE), Fort Buchanan, on August 19, 2026. The amendment modifies solicitation W912C326QA016 and extends the response due date from August 20, 2026 to August 25, 2026 at 10:00 AM AST.

The amendment incorporates significant changes to contract line items (CLINs) for an event scheduled September 24-27, 2026, increasing attendee capacity from 214 to 217 personnel. Key modifications include: adding CLIN0003 for 110 lodging rooms (September 26-27); adjusting CLIN0002 main group lodging quantity from 107 to 110 rooms; updating all CLINs with specific event dates; and modifying meal service, conference space, audiovisual/internet services, and parking CLINs to accommodate the increased headcount and revised dates. The procurement is on a firm-fixed-price basis, with pricing constrained by Joint Travel Regulations (JTR) per diem rates for San Juan, Puerto Rico. Offerors must submit sealed quotes in two separate volumes—Volume I (Technical Approach) and Volume II (Price)—electronically to the Contract Specialist and Contracting Officer. Evaluation will be based on Technical Capability (including facilities, support services, management approach, quality control plan, and event meal menu), Past Performance (requiring two relevant contracts managing events with 100+ personnel), and Price. The Government intends to award to the responsible offeror offering the best value, with technical factors combined being approximately equal in importance to price.
