QUESTIONS AND ANSWERS
W912C323B0001-Amendment 0001, Interior / Exterior Paint at Fort Buchanan, Puerto Rico Answers to Questions submitted byVendors
1. Q. We are in SBA region 2, I would like to confirm we can still submit a bid, correct?
A. That would be up to your company and SBA. The only set-aside restrictions on this requirement is: the firm has to be Small Business Administration certified 8(a).
2. Q. Is it possible to know how many buildings in total are? And which buildings are you referring to?
A. 114 buildings. Not certain what is meant by “which buildings you are referring to”
However, the work will be completed in future issued Task orders, as the need arises.
3. Q. The description of the contract opportunity includes the following:
This solicitation will be issue to 8(a) Firms on a Competitive Basis for Certified Program Participants within the SBA District of Puerto Rico and U.S. Virgin Island only.
While Section 00010 of the Solicitation Contract Form states:
Note: 8(a) Firms that are not local shall ensure they are familiar with Puerto Rico laws, tax information and any other required for consideration within your bid package. All interested firms (local and non-local) need to ensure proper consideration of all required for successful completion of all work avoiding delays due to not being able to obtain personnel, equipment or materials.
A. Amendment 01 to Solicitation W912C323B0001 was issue to remove “within the
SBA District of Puerto Rico and U.S. Virgin Island only”. See answer to Question 1 above.
4. Q. Section 252.219-7010 (3) of the solicitation is not filled out.
A. This section is filled in the released solicitation.
5. Q. We also need the prevailing wage sheet attached.
A. The Davis-Bacon does not apply to our contracts. It is up to the Vendor to ensure they are properly paying their employees the appropriate amounts to include all required.
Vendors keep in mind the amounts have to be fair and reasonable.
6. Q. Please clarify if a site visit will take place. In the event that a site visit is not contemplated, will the Offerors be allowed to visit the facilities to inspect the site where the work will be performed?
A. No site visits scheduled. See Amendment 01 to Solicitation W912C323B0001. In addition, need to carefully review the requirement. The information on future work is incorporated in the solicitation. The work will be completed in future issued Task orders, as the need arises.
7. Q. According to the Bid document (excel spreadsheets), we have three (3) items: marked as 0001AK, 0001AL, and 0001AN Elevation Setup. Could you define or explain what the quantity column means? Because of the Bid document (Solicitation IFB- W912C323B0001, PDF document), Section 01 11 00, page 58, you define as: "The unit EA (each) for line items associated with “Elevation Setup” is indicative of one (1) use per each Task Order", but in the Spreadsheet the quantity has a number, what does that number mean? but that use (each) means days, weeks or months.
A. The number in the quantity column corresponding to “Elevation Setup” means the total amount of times an elevating method can be used. This quantity will not be counted in days, weeks, or months, but rather per building of each Task Order as need arises.
8. Q. According to the Bid document (excel spreadsheets), we have two (2) items: mark
0001AP, and 0001AQ, Provide Water Tank and Provide Generator respectively;
could you define or explain what the quantity column means? what does that number mean?
A. The number in the quantity column means the total amount of times a water tank or generator can be requested to the Contractor per building of each Task Order where on base water and power are not available. This would be on a case-by-case basis.
9. Q. Items 0001AP, and 0001AQ, Provide Water Tank and Provide Generator; can you clarify are these items are only provided or involve anything installation to existing system?
A. As per Scope of Work “Water and electricity are provided by the Government. In the event that the site does not have water or electricity available, the Subclin may be used. Vendors have to consider any fixture (coupling, fittings, etc) for connection that allows the execution of the work.
10. Q. Item 0001AB Interior Paint (Concrete, Masonry, Drywall Surface); according to the
Bid document who is responsible for moving or removing furniture or desks inside the facilities?
A. The tenants/Government of each facility are responsible of relocating any type of items/furniture.
11. Q. Item 001AH Surface Patch/Repair (Concrete, Masonry, Drywall Surface) is considered a base quantity, or if the area to be patched/repaired is more significant than that established in Bid document, a change order will be used?
A. No Change Orders will be issued. This is a firm-fixed price type contract.
12. Q. Will all square footage be consumed entirely in any given one-year option?
A. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, therefore, the total consumption of any of the quantities in the Sub-clins is unpredictable. The Sub-clins will be used on an as needed basis via Task Orders depending on the work to be completed for the particular building/location.
13. Q. Will line items (0001AK, 0001AL, 0001AM, etc.) be added to actual painting works to be performed for example, those in line items (0001AA, 0001AB, 0001AC, 0001AD,0001AE, etc.) depending on building heights to be painted?
A. Yes, as required.
14. Q. Is the bid bond based on the subtotal of the CLIN I pricing?
A. Bid Bond is 20% of Base Period bid price.
15. Q. Do the workers need escorts outside of normal working hours?
A. Work to be completed outside of normal hours is be completed in same manner as during normal hours. Government personnel will be on site with the Contractor.
16. Q. Can we use on base water/power resources for work equipment (such as water for pressure washers)?
A. As per Scope of Work “Water and electricity are provided by the Government. In the event that the site does not have water or electricity available, the Contractor is responsible to notify the Government in order to incorporate Water and/or Electricity Sub-clin in the individual task order.”
17. Q. What specifically is an elevation setup?
A. Any secure and safe method to execute the work at such elevation (e.g., but not limited to, scaffolding, mechanical scissor lift, articulating boom lift, telescopic boom lifts, cranes, etc.). The selected equipment from the Contractor shall comply with OSHA regulations.
18. Q. Can we email in the bid package?
A. Email of bid package is not authorized. Please review solicitation carefully.
19. Q. Do we need to provide dollar amounts for Performance and Payment Bonds for all years on the Subclin Price Structure excel form? or is it left without it?
A. Performance and Payment Bonds amount shall be incorporated only in the CLIN
Sections 0002, 1002, 2002, 3002 and 4002 as indicated considering the project.
Performance and Payment Bonds shall not be incorporated in the SubClin Price Structure.
20. Q. Are the prices to be given by us as part of the bid supposed to be honored by the 5 year time window that is stipulated in the solicitation documents? or will we have to account for inflation in the duration of the contract if awarded?
A. This requirement is a Firm-Fixed Price type contract. The prices bid will remain fixed for the duration of the contract. Contractor needs to consider all required in their bid.
21. Q. Once awarded and the payment and performance bond is submitted, will a new payment and performance bond be needed in each year of the contract?
A. Yes, Payment and performance bonds will be required each Base and each Option
Period. Options are exercised by the Government, if required.
