3. The COVID-19 Pandemic has drastically impacted the nation causing many unprecedented challenges on our day-to-day work. The COVID-19 situation has impacted the Army’s and more specific, the MICC Fort Buchanan’s ability to conduct acquisition processes based on normal practices. The following change is intended to assist in the continuation of the acquisition process in a transparent manner. The changes will allow offerors to hand-carried bids while ensuring compliance with social distancing amid COVID-19 Pandemic. A box is provided for hand-carried proposals and is located at the Visitor Control Center (VCC) Fort Buchanan, The Borinqueneers Gate, PR 28 (Goya). Once you arrive at the Borinqueneers Gate, Fort Buchanan (before the gate guard) stay on the far right lane that will lead you to the entrance of the VCC. Hand-carried bids must be deposited in the box prior to the time established for submission of bids. The box will be inside the Visitor Control Center. You will place the bid inside the box. Only the MICC Contracting Office has access to the box key. All individuals must have a picture ID and no substitutions are authorized. Vehicles are also subject to search.
ONLY ONE PERSON PER COMPANY IS AUTHORIZEDTO ENTER THE BID OPENING.
RESULTS WILL BE PROVIDED VIA EMAIL UPON REQUEST.
CONTRACTORS ARE CAUTIONED THAT THERE MAY BE DELAYS AT THE GATES AND
SHOULD ALLOW ADEQUATE TIME FOR ENTERING THE INSTALLATION TO ENSURE
PACKAGES ARE RECEIVED PRIOR TO THE TIME AND DATE FOR RECEIPT OF THE BID.

4. EVALUATION OF BIDS: The requirement for the Replacement of A/C at Building 315 at Fort Buchanan Puerto Rico shall be awarded utilizing Sealed Bidding Procedures in accordance with Federal Acquisition Regulation (FAR) Part 14 (FAR 52.214-19), as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS).
Award will be made to the responsible bidder submitting the lowest responsive bid in accordance with requirements and provisions herein. Unit prices shall not exceed two decimal places.
5. The Government reserves the right to reject any BID that is conditioning the quoted price.
6. In order to meet the challenges associated with social distancing, MICC Fort Buchanan will not conduct a site visit. Attachment 2, Site and Equipment Photos provides the location, access and conditions of existing A/C Building 315 at Fort Buchanan.
NOTE: BIDDERS SHALL ENSURE ALL PRICES SUBMITTED FOR THIS REQUIREMENT
CONSIDERED ALL FEDERAL, LOCAL, MUNICIPAL AND ANY OTHER REQUIRED FEES OR
TAXES APPLICABLE TO ANY AREA WITHIN THE FORT BUCHANAN COMMUNITY.
7. All questions shall be in writing. Questions may be emailed to Carla Rosario at carla.m.rosario-rivera.civ@mail.mil and Paula Claudio at paula.claudio.civ@mail.mil. The due date to submit questions is 26 June 2020 at 10:00 a.m. Answers to questions, if any, will be submitted via an amendment to the solicitation. Contractors are encouraged to submit all questions under one email and obtain confirmation of receipt.
8. The magnitude of this project is between $100,000.00 and $500,000.00
9. The applicable NAICS is 238220. The size standard is $15,000,000.00
10. The period of performance is 120 calendar days after receipt of the Notice to Proceed.
11. The bid shall include, a completed copy of the pricing schedule; completed, signed and dated SF1442 (page one); completed representations and certifications, as applicable; a detailed itemized price breakdown to include price of materials, labor, profit, mobilization, bonds and overhead.
12. Bidders shall include a 20% Bid Bond Guarantee or other required document with their bid. Bidders are required to provide their bond rate (in %). Bids without this information may be rejected.
13. AMENDMENTS: All amendments shall be acknowledged and submitted with the bid.

BIDDERS ARE CAUTIONED TO CLEARLY PRINT INTENDED PRICES. IN THE EVENT
THERE IS A DIFFERENCE BETWEEN A UNIT PRICE AND THE EXTENDED TOTAL, THE
UNIT PRICE SHALL GOVERN AS THE INTENDED PRICE. IF THE BIDDER SHOWS ONLY
THE TOTAL PRICE BUT FAILS TO ENTER A UNIT PRICE, THE TOTAL DIVIDED BY THE
ESTIMATED QUANTITY SHALL GOVERN TO BE THE INTENDED PRICE.
16. THE BIDDER IS REMINDED IT MUST BID ONLY ON THE ITEMS/INFORMATION PROVIDED
IN THE SOLICITATION ISSUED WHICH INCLUDES PLANS, DRAWINGS, AND SPECIFICATIONS
AS AMENDED. ANY INCORPORATION OF INFORMATION, DEVIATIONS, CONDITIONS OR
ATTACHMENTS SUBMITTED AS ADDITIONAL INFORMATION FROM THE ORIGINAL
INTENTION OF THE SOLICITATION MAY RENDER THE BID NON-RESPONSIVE AND MAY BE
CAUSE FOR ITS REJECTION.

The following items are applicable to this modification:
QUESTIONS & ANSWERS
Question 1. Discussing the scope with the manufacturers a concern arose. In the SOW there is a request for a rental Chiller to be installed during the time of the proposed work. Is this a requirement to be met? Is the current Chiller operational? Do you need the rental chiller from the date of the award until the replacement of the chiller?
Government Response 1: The rental chiller is a requirement to be met. The current chiller, though deficient, is operational. The intent is to have the rental chiller from the time the existing chiller is disconnected until the time the new chiller is connected, this in order to minimize the rental time as much as possible and minimize the time that personnel in the facility would be without A/C service due to replacement of the unit/equipment.
Question 2. The new chillers quoted today are more efficient than the existing one. This requires a circuit breaker with less capacity than the existing 600Amp. All bidders must consider to replace the existing breaker. Please provide pictures of the current breaker, panel, model, manufacturer, and low voltage switchboard model.

Question 3. Would Fort Buchanan accept Plate Stainless Steel Evaporator and LLA Microchannel Coil with E- Coated Coils.
Government Response 3: Fort Buchanan has no objection with the Plate Stainless Steel Evaporator. Nevertheless, due to its high maintenance demand requirement, Fort Buchanan is not accepting "microchannel coils" but, aluminum fins and tubing.
Question 4: Please clarify which specification will prevail. According to section 3.4.2 b, chiller shall be provided with copper tubes aluminum fins and corrosion protection. In section 2.5.4.2 condenser coil shall be provided with copper tubes copper fins and corrosion protection.
Government Response 4: Answer: Section 2.5.4.2 condenser coil shall be provided with copper tubes copper fins and corrosion protection prevails.
Question 5: According to spec’s section 2.9.1 Chiller Performance test, as mentioned by many suppliers, this test is very expensive test usually specified for larger centrifugal chillers and probably cannot be provided due to the COVID-19 protocols. All chillers must have AHRI certification. We suggest removing this requirement from specifications.
Government Response 5: If the chiller comes AHRI certified, this certification may be accepted and no "Certified Factory Performance Test" will be required in addition.
