Contractor Question 1 Please provide a legible chiller schedule. Schedule on drawings cannot be read.
GOV Response 1 Attached to this amendment is a copy of full combine size drawings under Amend0001-Attachement 1.
Contractor Question 2 Please clarify the HVAC Controls scope of work. Contract documents indicate that new control system shall be compatible with “Metasys”. According our records the DDC system installed is in that building is “Alerton”. Please clarify.
GOV Response 2 The current HVAC control system at Fort Buchanan is controlled and monitored by
Metasys. Both systems Metasys and Alerton are BacNet compatible.
Contractor Question 3 According to contract documents 2.4.5.B, the new DDC system shall control 10 AHU’s but not indicate if will control energy recovery units, VAV’s, reheat coils, control and monitor existing exhaust fans, supply fans, control and monitor existing Mitsubishi VRF systems, if will require a computer work station, etc..? Please provide a full description of the DDC Controls requirements.
GOV Response 3 The Government’s intent is that the BAS has the capability to integrate the HVAC system at Bulding 315. The new HVAC will have the capability to control the change or set point, override, restart the machines and control schedule for the Chiller system (Chiller, AHU's and Pumps). Existing Mitsubishi AC System are out of this contract. There is no need for computer workstation.

Contractor Question 4 Please clarify what are the required insurances for this contract and amount.
GOV Response 4 See Statement of Work (SOW) Section 01 30 00, Administrative Requirements paragraph 1.5, Minimum Insurance Requirements in accordance with FAR Clause 52.228-5. Also see SUPPLEMENTAL INFORMATION item 1, Required Insurance.
Contractor Question 5 The period of performance indicates 120 calendar days after receipt of the Notice to Proceed. The Chiller is a long lead item with lead time extending to 16 weeks.
Please consider extending the POP to 180 days.
GOV Response 5 Concur with the 180 days requested by contractor due to the number of days required, contract document, and order for chiller manufacture.
Contractor Question 6 What is the distance of the feeder run from the main breaker to the Chiller?
GOV Response 6 Attached to this amendment is a copy of building dimensions drawings.
Contractor Question 7 What is the distance of the control cables for the chiller?
GOV Response 7 Attached to this amendment is a copy of building dimensions drawings.
Contractor Question 8 Is the contractor responsible for replacing the existing breaker, if needed, because of the new chiller’s capacity?
GOV Response 8 Yes. The Contractor is require to provide breaker based on the capacity of the chiller to be install or proposed.
Contractor Question 9 Is the contractor required to install a new BAS system involving VAV’S, AHU’s,Chillers and Pumps?
GOV Response 9 The contractor does not need to install a new Building Automation System (BAS).
The new equipment to be installed at B.315 by the contractor its required to interphase with Fort Buchanan’s existing BAS via the BacNet communication protocol.
Contractor Question 10 Can the contractor use the existing BAS enclosures, power, wiring and conduit?
GOV Response 10 Please refer to Section 2.4.2 (D), Demolition and Sect. 2.4.5. (A), New Construction on the SOW.
Contractor Question 11 Can the contractor use plenum rated low voltage cable above ceiling, or is conduit required?
GOV Response 11 It’s conduit required.
Contractor Question 12 Typically, new chillers are larger, because of this, it may not fit the current concrete pad. Is the contractor required to include the cost of any modification to the concrete pad?
GOV Response 12 Please refer to Section 2.4.5 (G), New Construction on the SOW.
Contractor Question 13 If the clearances around the new chillers are not met because of new chiller size, is the contractor required to expand the perimeter fence?
GOV Response 13 Please refer to Section 2.4.4 (A), Fencing on the SOW.
Contractor Question 14 Please confirm that the chiller board must be able to communicate with Bacnet
MSTP network to provide monitoring capabilities.
GOV Response 14 The new chiller machine shall be compatible and capable to be monitored into our
Bacnet MSTP network.
Contractor Question 15 The attached drawings are not clear. Please provide specifications for the new chiller that will be installed or a clearer scan of Pages: M-1.
