AMENDMENT SUMMARY
a. Amendment 0004 for Invitation for Bid W912C318B0002 is issued for the following:
b. Additional questions were asked during the second site visit for Invitation for Bid (IFB) W912C318B0002, Pad Mounted Transformers at Fort Buchanan, Puerto Rico. Since the solicitation did not provide a second round to submit questions, the Government is adding these questions in benefits of all bidders. The questions and answers provided under this amendment will continue the numbering of the questions and answers of Amendment 0003, dated and publicized on 26 July 2018.
Q58. We have a concern performing sandblasting on site. This is not a common practice in the industry.
A58. Government no longer requires sandblasting. Method shall be sanding. Modified in the SOW.
Q59. Amendment 0003, which was issued for Questions and Answers, is missing the answers for questions 18, 28, and 55.
A59.
i. Question 18 - When replacing transformers, if existing cable lengths end up being short, will owner allow splices to resolve this problem?
Or will new cable have to be installed on contractor’s account?
Answer 18 - Contractor needs to consider that existing cables are to be reused when purchasing and installing the new transformer. This is part of the requirements. Contractor must be consistent in replacing transformer(s) with the same type and configuration of existing one(s) to avoid dealing with splices or installing new cables. The fact that contractor will keep existing concrete pads, reinforce the Government’s position of “reusing the existing cables”. In the case of the secondary phase for Bldg.
168 (T-4), where the existing concrete pad will be modified, the Government validates that there is enough existing cable to reach the new transformer when installed at the modified concrete pad. On the other hand, and as a reminder/clarification, where splicing method is authorized, work is to be performed using hydraulic cable puncher, cooper compression connectors and termination kits. As per the SOW, contractor will be required to submit a Certificate of Competency for Cable Splicer/Terminator. Make terminations and splices with materials and methods as indicated or specified in the specifications and as designated by the written instructions of the manufacturer.
ii. Question 28 - Note 9: What is the procedure to follow if after the transformer replacement is performed any of the existing cables does not has the length to be reconnected?
Answer 28 – Based on the Government's assessment, the cables' length should be enough for the connection of the new transformers. As seen in the second site visit, some of the feeders, such as the one of at the gas station, has enough cable to be pulled and connected to the new transformers. Being a new transformer, if needed, contractor can order the transformer indicating connection points’ height. This can be done taking measurements from the field, existing transformers and cables. Whenever possible, new transformers should similar as those that will be replaced.
iii. Question 55 - Does the contractor has the choice of extend the secondary feeders and or modify the concrete pads in case the new circuit breakers for some of the transformers come in a separated switchboard type enclosure?
Answer 55 - No. The contractor does not have that choice of extending the secondary feeders and/or modify the concrete pads if not already requested in the contract. Contractor has the responsibility of replace circuit breakers consistent with part being replaced as to maintain existing conditions.
Q60. Is the David Bacon Act applicable to this requirement?
A60. No, the Davis Bacon Act does not apply in Puerto Rico
Q61. What is the Government’s intent with “Bondo” (or other brand) metal reinforced filler? What should be the final product? What if the reinforced filler is not appropriate?
A61. The intent is that the finish surface should be as similar as possible to the original enclosure.
Q62. The Government is requesting the repair of some of the transformer’s enclosures. However, some of the doors borders/corners and louvers are so damaged that it is practically impossible to repair them. What should we consider, replacement of these items? Replacement of the entire enclosure even though is not specified in the scope?
A62. Replacement of the mentioned parts or items is not part of requirements.
Q63. Current transformer at Building 606 includes a junction box. Does the new transformer shall include a junction box?
A63. Yes, the new transformer shall include a similar junction box since several cables goes through this junction box.
Q64. Can you please clarify if there are utilities (power and water) available at each work site? We need them in order to perform the maintenance services.
A64. Most of the places were transformers are located at, have power and water available. However, at least for the transformer at the Maxie Williams Field, the contractor may require several water hoses in excess of 200’. In case that there is no water available, the contractor shall bring a small water tank and the government will provide the water. If there is no power available, the contractor shall consider the use of a portable power generator.
Q65. There is a possibility that the rigging cranes that will be used for installing the transformers in place, cause damages to the terrain. Do we have to consider the repair of the terrain? Most of the transformers are in areas where there is a high possibility that the terrain will be damaged and this may increase the cost of the project. Please advise.
A65. The contractor shall take all necessary precautions to avoid damages to the terrain (such as avoid using a crane if the terrain is wet/damp, etc.) FAR Clause 52.236-9 indicates that the contractor shall preserve and protect all structures, equipment, and vegetation on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. In addition, this clause indicates that “the Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.”
Q66. Question 19 ask about some test that the contractor must perform. The Government answered that only new equipment will be tested. However, transformers that are 750 KVA will require nitrogen tests. Please clarify the answer provided in Amendment 0003 question number 19.
A66. Acceptance tests will be done only for new transformers. In addition, all transformers above 750KVA requires Dissolved Gas Analysis test DGA.
Q67. The specifications does not indicates how to apply the paint (brushing, roller, spraying, etc.). Please advise since spraying may have some environmental concerns since the transformers are in open areas.
A67. Division 9 – Finishes, Section 09 90 00.00 40 Painting And Coating, Part 3.4 Mixing and Application, indicates that paints and coatings shall be applied by brush, roller, or airless spray.
c. In addition, the government is removing from the scope the transformer at Building 1031 (T- 12), 500KVA and adding the transformer at Building 527 (T-44), 225KVA. Changes in the Scope of Work (SOW) and Drawings are in red letters.
d. Government is adding as well, the replacement of building 167 primary feeder with same requirements as other feeders to be replaced. The distance from the pad mounted transformer to the pole is 155 ft.
e. Government is adding as well, clean of two more pad mounted transformers. Items 70 (T-57) and 71 (T-58) in drawings revision A. Government removed 2 of the 5 total molded case circuit breakers from this requirement (Bldg. 152 and Bldg. 1031). Government is adding the removal of two control boxes at the Maxie Williams T-25, Bldg. 194 and installing one new control box with 2 positions lighting selector switch on/off.
f. Contractors are reminded that the preferred method of submissions of bids is through email at baryan.a.sierra.civ@mail.mil and christine.davis1@mail.mil.
g. Contractors are reminded that they are required to acknowledge the receipt of all amendments to this solicitation (Standard Form 1442 Block 18). In addition, bidders shall complete blocks 30A, 30B, and 30C of SF1442.
h. The Government wants to emphasize that there are several requirements for Safety Officer, Quality Control Manager, Splicers, Project Manager, etc. Therefore, contractors shall read and understand the entire Scope of Work and Technical Specifications.
i. The bid opening date and time is extended through August 22, 2018 at 9:00 a.m.
j. All other terms and conditions remain unchanged.
