1. The offeror agrees to perform the work required at the prices specified above in strict accordance with the terms of this scope of work, if this offer is accepted by the Government in writing within 60 calendar days after the date offers are due.
2. The Offeror shall submit pricing data on the latest Pricing Schedule as published in the solicitation or the latest amendment thereto. In lieu of indicating additions/deductions to line items, all Offerors should state their revised prices for each item.

4. All quantities are estimated except where the unit is given as JOB. If a modification to a proposal is submitted and provides for a lump-sum adjustment to the total estimated cost, the application of the lump-sum adjustment to each unit price and/or lump-sum price, in the Pricing Schedule must be stated or, if it is not stated, the Offeror agrees that the lump-sum adjustment shall be applied on the prorated basis to every litem in the Bidding Schedule.
5. All the extensions of the unit prices shown (if applicable) will be subject to verification by the Government.
In case of variation between the unit price and the extension, the unit price will be considered to be the offer.
6. The Offeror shall propose total contract duration in number of calendar days after the notice to Proceed (NTP) is issued by the Government, whether via electronic means or hard copy, whichever is the earliest method of delivery. The total number of proposed calendar days for construction through completion, ready for turnover shall not exceed the days shown at, SCR: 5.211-10 COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK. The proposed duration shall become the required contract duration. The Government may issue the NTP via e-mail or by other means. Day number 1 is the day after the date of issuance of the NTP.
7. CLIN DESCRIPTION AND INCLUSIONS
CLIN 0001 – General Conditions: includes, Prime contractor’s field management labor (project manager, superintendent, QC and safety personnel), materials testing, field office, telephone services, copying services, photograph development and binding, vehicles and travel, per diem and allowable expenses for field personnel.
CLIN 0002 – Demolition: including all excavation, earthwork and manhole demolition.
CLIN 0003 – AIT Building C: includes all construction for architecture, structural, fire protection, roofing, communication, electrical, mechanical and plumbing, cooling tower *AM , cooling tower foundation and screen walls *.
CLIN 0004 – AIT Building D: includes all construction for architecture, structural, fire protection, roofing, communication, electrical, mechanical and plumbing, cooling tower *AM , and cooling tower foundation and screens *.
CLIN 0005 – Supporting Facilities: includes cooling tower foundation and screen walls, walkways, ramps, curbs, stripping, bollards and gutters. All site improvements, storm drainage, electrical site work, communications site work, water, sewer, gas and sodding will be priced under this CLIN.
CLIN 0006 & CLIN 0007– Building Commissioning: price building C and D separately.
CLIN 0008 – As-built Drawings: includes maintaining redlines for each building and preparing a separate set of as-builts for each building. The Government will provide Microstation files to contractor for as-built preparation.
CLIN 0009 – O&M Manuals: includes data and instructions for major systems installed. A separate manual is required for each building.
CLIN 0010 – Mechanical Integrator: includes performing building systems integration for each building.

OPTION CLINS:
CLIN 0011 - OPTION 1 Geothermal System: Provide new ground-loop heat pump systems complete and ready for operation. Systems include heat pumps, system equipment, piping, pumps, electrical equipment, controls, wells, and condenser. Includes demolition, removal, and proper capping of existing electrical utilities found to be in conflict with the geothermal system construction, to the minimal extent possible.
CLIN 0012 - OPTION 2, Troop Canopies and Training: Provide canopies for troop assembly as shown on drawings and specifications.
CLIN 0013 - OPTION 3, Landscaping: Planting and establishment of plantings as presented in drawings and specifications.
8. OPTIONS: The Government reserves the right to exercise any or all options at any time from contract award and up to 240 days after Notice to Proceed.

SECTION 01 04 00
COORDINATION, FIELD ENGINEERING, AND MEETINGS (FSAO)
PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00.15 DIGITAL SUBMITTAL

1.2 WORK SCHEDULE
Contractor shall work between 7 a.m. and 5 p.m. Monday through Friday unless otherwise directed by the Contracting Officer. Deviation from these hours or work on weekends and holidays will require written authorization from the Contractig Officer.

1.4 UTILITY OUTAGE COORDINATION
1.4.1 Approval
The Contractor shall obtain written permission/approval from the Contracting Officer 60 days prior to:
(1) Performing any work which will close any runway or street or interrupt any utility service.
(2) Making any excavation: Any damage to underground utilities, communication lines, etc., will be the responsibility of the Contractor if the approval is not obtained.
(3) Contractors shall use extreme care in all excavations on Fort Sill. Subsurface utilities are congested in nature. Damaging these systems in some areas could result in thousands of man-hours of lost production time, which could result in claims against the Contractor to the extent of the actual supportable damage.
1.4.2 Government Right to Delay
The Government reserves the right to postpone for 7 days, any scheduled outages. There shall be no outages when the outside temperature is expected to be below 35 degrees F .
1.4.3 Government Performance
Government personnel shall perform all shutting off and turning on of valves and switches necessary to accomplish scheduled outage.
1.5 QUANTITY SURVEYS (APR 1984) (FAR 52.236-16)
1.5.1 General
Quantity surveys shall be conducted, and the data derived from these surveys shall be used in computing the quantities of work performed and the actual construction completed and in place.
1.5.2 Conducting Surveys and Computations
The Contractor shall conduct the original and final surveys and surveys for any periods for which progress payments are requested. All these surveys shall be conducted under the direction of a representative of the Contracting Officer, unless the Contracting Officer waives this requirement in a specific instance. The Contractor shall make the computations based on the surveys for any periods for which progress payments are requested. The Government shall make such computations as are necessary to confirm the quantities of work performed or finally in place.
1.5.3 Survey Procedure
Appropriate instrumentation and procedures shall be selected to obtain the
SECTION 01 04 00 Page 2 precision requirements necessary to meet or exceed Third Order Accuracy standards. Total Station or GPS shall be considered appropriate for performing the survey. The Contractor shall use a field crew experienced in performing the surveys as outlined in the scope of work and capable of responding to and completing work assignments within the critical time schedules allotted for this project. The standard 4 3/4-inch by 7 1/2-inch hardback field book shall be used. The party setup, weather conditions, and date shall be entered at the top of the page for each workday. The original notebook shall be turned in at the completion of the work and shall become the property of the Government. If electronic distance measuring devices and data collectors are used, the hard copy notes shall be provided with X, Y, Z coordinates of the survey data recorded at right angles to established base lines. It is also required that in addition to cross section lines that all breaklines are located and provided as X, Y, Z values and appropriately identified. A digital files in X, Y, Z format shall be provided for all data collected. All natural ground elevations shall be located to the nearest 0.1 foot and hard surfaces to the nearest 0.01 foot.
1.6 LAYOUT OF WORK (APR 1984) (FAR 52.236-17)
The Contractor shall lay out his work from Government-established base lines and bench marks indicated on the drawings and shall be responsible for all measurements in connection with the layout. The Contractor shall furnish, at his own expense, all stakes, templates, platforms, equipment, tools, and materials and labor required to lay out any part of the work.
The Contractor shall be responsible for executing the work to the lines and grades that may be established or indicated by the Contracting Officer. The Contractor shall also be responsible for maintaining and preserving all stakes and other marks established by the Contracting Officer until authorized to remove them. If such marks are destroyed by the Contractor or through his negligence before their removal is authorized, the Contracting Officer may replace them and deduct the expense of the replacement from any amounts due or to become due to the Contractor.
1.7 MONUMENT REPLACEMENT
1.7.1 General
Government-established horizontal and vertical control monuments that are shown on the drawings, if destroyed shall be reestablished by the Contractor in locations as directed by the Contracting Officer. Control points set by the Contractor for the purpose of reestablishing the monuments and to properly control the work, if destroyed and not reset by the Contractor, shall be reestablished by the Government at the Contractor's expense. Survey shall be performed by a Registered Land Surveyor.
1.7.2 Horizontal Control
Horizontal control shall be based on the State Plane Coordinate System as developed by the National Geodetic Survey. Horizontal control shall originate and close on control points established by the Government.
1.7.3 Vertical Control
Elevations shall originate and close on vertical controls established by the Government. Third Order Accuracy or better shall be maintained for
SECTION 01 04 00 Page 3 all vertical survey control. Vertical error shall be adjusted for all control markers established throughout each level loop. A transcript of all adjusted vertical marks set and adjusted horizontal marks set, shall be furnished on forms furnished by the Government. (SWD Form 598)
1.7.4 Monuments
Concrete monuments shall be set as control monuments, where required.
Horizontal data for monuments is based on NAD 27, and vertical data is based on NGVD 29 in US feet. The monuments shall consist of 6-inch -diameter concrete posts of standard mix and a Government-furnished bronze disk flush with top, set at least 2.6 feet into solid ground and 0.4 foot above the ground surface. A No. 4 18-inch reinforcing bar shall be cast in the top portion of the monument. Each monument shall be identified by stamping the bronze disk with steel dies, indicating thereon the name of the site and number of the monument. A Government-furnished galvanized U-channel rail steel delineator post, 6.5 feet in length with a USCE sign attached shall be set in concrete within 1 foot of each control monument.
Markers which fall in roads or improved areas shall be either buried or a disk set flush in pavement, whichever may be appropriate to the situation. Control monuments shall be referenced by chain distance and angle to at least three objects, such as blazed trees, crosses in solid rock, or other physical features in the immediate vicinity.
1.8 OTHER CONTRACTORS
(Reference CONTRACT CLAUSE entitled "Other Contracts.") Other Contractors may be working in the project area during construction under this contract. The Contractor shall arrange and perform his work and store his materials in cooperation with other Contractors and as directed by the Contracting Officer.
1.9 ELECTRONIC PAYROLL REQUIREMENT
Refer to Section 01 30 01 ADDITIONAL ADMINISTRATIVE REQUIREMENTS SCR entitled "(S-102) Contractor Supply and Use of Electronic software for Processing David-Bacon Act Certified Labor Payrolls (April 2011)".
a. Replace the first sentence with the following: "The Contractor shall use a commercially-available electronic system to process and submit certified payrolls electronically to the Government."
b. Replace the 2nd paragraph with the following: "The Contractor shall be responsible for obtaining and providing all access, license, and other services required to provide for receipt, processing, certifying, electronically transmitting to the Government, and storing weekly payrolls and other data required for the Contractor to comply with David-Bacon and related Act regulations. The electronic payroll service shall be used by the Contractor to prepare, process, and maintain the relevant payrolls and basic records during all work under this construction contract, and the electronic payroll service shall be capable of preserving these payrolls and related basic records for the required 3 years after contract completion. The Contractor shall obtain and provide electronic system access to the Government as required to comply with the Davis-Bacon and related Act regulations over the duration of this construction contract. The access shall include electronic review access by the Government contract administration office to the electronic payroll processing system used

1.1 SUBMITTALS
Government approval is required for submittals with a "G" or "S" classification. Submittals not having a "G" or "S" classification are for information only. When used, a code following the "G" classification identifies the office that will review the submittal for the Government.

1.2 AVAILABILITY AND USE OF UTILITY SERVICES (APR 1994 (FAR 52.236-14)
1.2.1 Availability
The Government will make available to the Contractor, from existing outlets and supplies, all reasonably required amounts of utilities as specified in the Contract. The Contractor shall carefully conserve any utilities furnished without charge.
1.2.2 Use
The Contractor, at its expense and in a workmanlike manner satisfactory to the Contracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to measure the amount of each utility used for the purpose of determining charges. Before final acceptance by the Government, the Contractor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia.
1.3 TEMPORARY UTILITY CONNECTION PROCEDURES FOR FORT SILL
Efficient use of resources is a Command priority at Fort Sill. Contractors shall be responsible for the following to help maintain energy and water consumption and intensity goals and aid in tracking energy consumption.
Any request for an exemption from this policy shall be submitted through the Contracting Officer to Fort Sill's DPW for review and approval.
a. The Contractor shall submit and Energy Conservation Plan through the Contractign Officer to DPW showing compliance with this policy prior to construction activities.
(1) Plan shall outline all expected activities that will consume water, electricity, and natural gas along with estimates of consumption.

(2) Plan shall outline an action to install any and all meters necessary pursuant to this policy (i.e. job trailers, and/or buildings unoccupied with the exception of the Contractor), including a detailed map with the location of the meters.
(3) Plan shall describe efforts to comply with reporting standards as described below and the DPW energy website located at http://sill-www.army.mil/USAG/dpw/bmb.html#tab-3.
(4) Plan shall demonstrate efforts to conserve electricity, natural gas, and water and compliance with any installation policies and best management proctices on conservation of electricity, natural gas and water.
(5) The Contractor shall be responsible for installing their own meters for temporary utility hookups in accordance with pragraph entititled AVAILABILITY AND USE OF UTILITY SERVICES. All meters shall comply with all local codes and regulations and shall include any additional equipment necessary (e.g. backflow preventers).
(6) The Contractor shall submit through the Contracting Officer to DPW a signed Memorandum of Understanding for Sale of Utility Services (DA2100-R) to utilities being turned on.
(7) If there is a change during design or construction that will or may change utility connections requirements, a revised compliance plan must be submitted through the Contracting Officer to DPW for review and approval.
b. The Contractor shall report meter readings to DPW on the 15th of each month and immediately upon disconnection of utilities.
Provide a copy of the report to the Contracting Officer. Meter readings shall be reported from the beginning of construction to the completion of construction. If, during that time, there is a period of inactivity, readings shall still be reported. Reporting procedures shall be included in the Contractor's Energy Consumption Plan.
c. Abuse of this policy may result in disconnection from utilities.

1.5 SECURITY REQUIREMENTS FOR CORPS OF ENGINEERS' UNCLASSIFIED CONTRACTS
The Contractor shall be required to comply with requirements of Clause
52.0000-4515, SECURITY CONTRACT LANGUAGE FOR ALL CORPS' OF ENGINEERS'
UNCLASSIFIED CONTRACTS (APR 2004), paragraphs A. AUTOMATED INFORMATION SYSTEM (AIS) EFFORT and C. FOREIGN NATIONALS. rEFER TO sECTION 00 21 00 for clause. Refer to the basic contract documents for additional information regarding foreign nationals.
1.6 IDENTIFICATION OF EMPLOYEES (APR 1985)
The Contractor shall furnish identification to each employee as directed by the Contracting Officer. Upon the release of any employee, the identification shall be delivered to the Contracting Officer for cancellation.
1.7 HAUL ROADS (CESWT-CT)
1.7.1 Maintenance
It shall be the Contractor's responsibility to ensure proper loading of all vehicles used for transport of materials and construction debris. Any spillage en route on the Base shall be promptly removed and disposed of off-Base in accordance with applicable local, State, and Federal laws and regulations.
1.8 MOWING
Grass and weedy vegetation within the areas utilized by the Contractor, including work areas, administrative areas, and storage areas, shall be kept mowed to control vegetative growth. Vegetation shall be mowed to a height of 3 inches when it reaches a height of 6 inches. Mowing shall be done with a rotary mower. Mowing shall be done during periods and in such a manner that the soil and grass will not be damaged. Areas adjacent to trees, shrubs, fences, buildings, etc. shall be hand trimmed. The Government may, after notice to the Contractor and at the discretion of the Contracting Officer, mow the Contractor's areas at any time the vegetation height exceeds 6 inches and all costs incurred by the Government for performing such work will be deducted from the contract.
1.9 STAGING AREA PREPARATION (REQUEST BY DE, JUL 91)
The Contractor's staging area or areas shall be located within the boundaries of the project parking lots or other areas as directed by the Contracting Officer. The Contractor shall be responsible for the maintenance of the staging area(s) and shall repair any damage prior to acceptance of the project.
1.10 CONSTRUCTION MATERIAL STORAGE
Contractors shall store construction materials only in designated staging areas or areas designated by the Contracting Officer. Grass and weedy vegetation shall be mowed during the duration of the contract in accordance with paragraph entitled MOWING. Storage areas located along the Distinguished Visitor Route shall be screened to a height of 6 feet above grade and supported by a chainlink fence system. Fence posts shall be set in concrete bases. The storage area gates shall also be screened.
Screening material shall provide 80 percent concealment, minimum, and shall be installed in a permanent manner. No roofing or other material shall be
SECTION 01 50 00 Page 3 stored on roofs on inhabited buildings unless prior written authority has been obtained from the Contracting Officer.
1.11 WARNING SIGNS
The Contractor shall place warning signs at the construction area perimeter designating the presence of construction hazards and requiring unauthorized persons to keep out. For exterior construction, signs must be placed on all sides of the project with at least one sign every 300 feet. All points of entry shall have signs designating the construction site as a hardhat area. For interior construction projects, signs shall be placed only at points of entry. Warning signs shall be removed by the Contractor at the end of construction.
1.12 TEMPORARY CONSTRUCTION FENCING AND WINDSCREENING
The contractor shall provide temporary construction fencing and windscreening on all projects unless directed otherwise by the Contracting Officer. Temporary fencing shall consist of 6-foot high chain link fencing and windscreening. Chain-link fencing shall have a top rail and schedule 40 (minimum) posts at 10 foot maximum spacing. Contractor shall install temporary fencing with set-back at 45 degree angles at fence corners that terminate at road intersections and entrances to site to provide adequate site distance for vehicle safety. Contractor shall submit a site plan with proposed fencing layout for the Contracting Officer's approval. Temporary fencing and windscreening shall be removed at the end of the construction, and the areas affected by the fencing shall be returned to the original state prior to construction.
1.12.1 Windscreening
Windscreening shall consist of polyethylene closed or knit mesh fabric that provides between 94 to 100 percent visual privacy. Windscreen fabric shall be finished on all sides by hemming or binding and shall have built-in grommets. Windscreening shall cover the full-height and length of the temporary fencing including gates and shall be attached to the fencing as recommended by the manufacturer. Color shall be dark brown. Windscreening fabric that becomes torn or worn during the construction period shall be replaced by the Contractor at no additional cost to the Government.

1.3 QUALITY ASSURANCE
Installer must possess, to the satisfaction of the Contracting Officer, the technical qualifications, experience, trained personnel, and facilities to properly install the specified items.
1.4 DELIVERY, STORAGE, AND HANDLING
Deliver materials to the jobsite in the manufacturer's original unopened containers marked with the manufacturer's brand name, color, and pattern.
Store materials delivered and placed in storage protected from damage, weather, humidity and temperature variation, dirt and dust, or other contaminants. Temperature of storage area must not be lower than 50 degrees F or higher than 90 degrees F .
1.5 SITE CONDITIONS
Do not install tiles until other work that could cause damage to the finished flooring has been completed. Maintain a temperature of not less than 70 degrees F in all areas where tile is to be installed for a period of not less than 48 hours before, during and after laying of tiles. Bring tiles into installation areas and allow to condition at not less than 70 degrees F for a period of 72 hours prior to installation. After installation of tiles, maintain a minimum temperature of 55 degrees F .

1.6 WARRANTY
Provide manufacturer's standard performance guarantees or warranties that extend beyond a one year period.
PART 2 PRODUCTS
2.1 STANDARD PRODUCTS
Provide materials which are the standard products of a manufacturer regularly engaged in the manufacture of the material and that essentially duplicate products that have been in satisfactory use at least 2 years prior to bid opening.
2.2 TERRAZZO TILE
Provide terrazzo tile of the indicated colors and consisting of marble or glass chips embedded in a epoxy resin matrix. Submit drawings indicating pattern, size, style, and color of tiles and two 6 by 6 inch minimum samples of each color and pattern of terrazzo tile to be used. Tiles must be 1/4" inch thick and nominal 12 by 12 inches . Provide tiles with a polished finish with uniform color distribution of chips. Granite chips must be manufacturer's standard gradation. Provide tile with the following properties:

2.3 ADHESIVE
Adhesive must be flooring manufacturer's standard product or a product recommended by the manufacturer. Submit documentation from manufacturer indicating that the materials conform to the specified requirements and flooring manufacturer's approval of underlayment, adhesive, and cleaners.
Adhesive products used on the interior of the building (defined as inside of the weatherproofing system) must meet either emissions requirements of CDPH SECTION 01350 (limit requirements for either office or classroom spaces regardless of space type) or VOC content requirements of SCAQMD Rule 1168 . Provide validation of indoor air quality for adhesive .

2.4 TERRAZZO BASE
Provide terrazzo base of colors as indicated, meeting the requirements of paragraph TERRAZZO TILE and being a manufacturer's standard product.
Base/strips shall be 3/8 inch thick . Base/strips shall have polished finish. Submit two 4 inch long samples of each type and color of trim pieces.
2.5 METAL EDGE STRIPS
Metal edge strips must be extruded aluminum, butt type, approximately 1-1/2 inches wide with thickness to set top surface flush with top of tile and with bevel at exposed edge. Edge strips must have countersunk holes near each end and spaced not more than 8 inches on center for securement.
Submit one 6 inch long sample of metal edge strip
2.6 COLOR
Color must be as indicated.
PART 3 EXECUTION
3.1 GENERAL
Install flooring and base on floor surfaces and walls where indicated.
Except as required for installation of new tile, keep traffic new tile for at least 48 hours after installation.
3.2 EXAMINATION
After becoming familiar with details of the work, verify dimensions in the field, and advise the Contracting Officer of any discrepancy before performing the work.
3.3 SUBSTRATE PREPARATION
Fill holes and cracks with mortar. Floors must be free of curing compounds, grease, dirt, loose particles and other foreign matter that would prevent adhesion. Chip and grind smooth projecting irregularities.
Fill depressions and level uneven surfaces. Rinse subfloors and allow to dry prior to applying adhesive.
3.4 MOISTURE TEST
After concrete floor surfaces have been cleaned, spread small patches of adhesive in several locations in each room or area to receive tile and allowed to dry overnight. If the adhesive can be peeled easily from the floor surfaces, the surface is not sufficiently dry. Repeat the steps until the adhesive adheres properly. Do not apply tiles until adhesive adheres tightly to the floor.
3.5 INSTALLATION
Submit the manufacturer's printed installation instructions for the conditions indicated.
3.5.1 Tile
Install tile in accordance with the manufacturer's approved installation
SECTION 09 66 16 Page 4 instructions, except as specified herein. Lay tile symmetrical about center lines of rooms or areas. Joints must be tight, inconspicuous as possible, and in alignment. Cut tile to fit snugly at pipes and other vertical surfaces. Seal joints at pipes with adhesive. Remove spots or smears of adhesive immediately. Entire surface of finished tile floor must be smooth, straight, and free from bleeding adhesive, buckles, waves, or projecting tile edges upon completion. Bleeding of adhesive on finished floors is cause for rejection by the Contracting Officer. Remove and replace damaged or rejected tiles.
3.5.2 Metal Edge Strips
Secure edge strips with No. 10 aluminum alloy, counter-sunk, flathead machine screws with expansion sleeves. Provide exposed edges of tile with one-piece metal edge strips.
3.5.3 Terrazzo Base/Strips
Terrazzo base/strips must be continuous and adhesively applied. Joints must be tight and inconspicuous in same manner as floor tile.
3.6 CLEANING
Upon completion of the installation and after adhesive has cured, flooring shall be thoroughly cleaned in accordance with the manufacturer's recommendations.
3.7 PROTECTION
Cover and protect the terrazzo tile work from damage until completion of the work of all other trades. Remove and replace defects which develop, such as loose, broken, or curled tiles. Submit six copies of the Manufacturer's Maintenance Instructions .

1.2 DEFINITIONS
1.2.1 Satisfactory Materials
Satisfactory materials comprise any materials classified by ASTM D2487 as
GW, GP, GM, GP-GM, GW-GM, GC, GP-GC, SW, SP, SM, SW-SM, SC, SW-SC, SP-SM,
SP-SC, CL. Satisfactory materials for grading comprise stones less than 8 inches , except for fill material for pavements which comprise stones less than 3 inches in any dimension.
1.2.2 Unsatisfactory Materials
Materials which do not comply with the requirements for satisfactory materials are unsatisfactory. Unsatisfactory materials also include man-made fills; trash; refuse; backfills from previous construction; and
SECTION 31 00 00 Page 2 material classified as satisfactory which contains root and other organic matter or frozen material. Notify the Contracting Officer when encountering any contaminated materials.
1.2.3 Cohesionless and Cohesive Materials
Cohesionless materials include materials classified in ASTM D2487 as GW, GP, SW, and SP. Cohesive materials include materials classified as GC, SC, ML, CL, MH, and CH. Materials classified as GM and SM will be identified as cohesionless only when the fines are nonplastic. Perform testing, required for classifying materials, in accordance with ASTM D4318, ASTM C136/C136M and ASTM D1140.
1.2.4 Degree of Compaction
Degree of compaction required, except as noted in the second sentence, is expressed as a percentage of the maximum density obtained by the test procedure presented in ASTM D1557 abbreviated as a percent of laboratory maximum density. Since ASTM D1557 applies only to soils that have 30 percent or less by weight of their particles retained on the 3/4 inch sieve, express the degree of compaction for material having more than 30 percent by weight of their particles retained on the 3/4 inch sieve as a percentage of the maximum density in accordance with AASHTO T 180 and corrected with AASHTO T 224 . To maintain the same percentage of coarse material, use the "remove and replace" procedure as described in NOTE 8 of Paragraph 7.2 in AASHTO T 180 .
1.2.5 Topsoil
Material suitable for topsoils obtained from offsite areas and/or excavations is defined as: Natural, friable soil representative of productive, well-drained soils in the area, free of subsoil, stumps, rocks larger than one inch diameter, brush, weeds, toxic substances, and other material detrimental to plant growth. Amend topsoil pH range to obtain a pH of 5.5 to 7.
1.2.6 Hard/Unyielding Materials
Hard/Unyielding materials comprise weathered rock, dense consolidated deposits, or conglomerate materials which are not included in the definition of "rock" with stones greater than 3 inch in any dimension or as defined by the pipe manufacturer, whichever is smaller. These materials usually require the use of heavy excavation equipment, ripper teeth, or jack hammers for removal.
1.2.7 Rock
Solid homogeneous interlocking crystalline material with firmly cemented, laminated, or foliated masses or conglomerate deposits, neither of which can be removed without systematic drilling and blasting, drilling and the use of expansion jacks or feather wedges, or the use of backhoe-mounted pneumatic hole punchers or rock breakers; also large boulders, buried masonry, or concrete other than pavement exceeding 1/2 cubic yard in volume. Removal of hard material will not be considered rock excavation because of intermittent drilling and blasting that is performed merely to increase production.

1.2.8 Unstable Material
Unstable materials are too wet to properly support the utility pipe, conduit, or appurtenant structure.
1.2.9 Select Granular Material
1.2.9.1 General Requirements
Select granular material consist of materials classified as GW, GP, SW,or SP by ASTM D2487 where indicated. Additionally, non-expansive backfill shall be in accordance with the geotechnical report prepared for this project by Reits & Jens, inc.; dated April 5, 2019.
1.2.10 Initial Backfill Material
Initial backfill consists of select granular material or satisfactory materials free from rocks 3 inches or larger in any dimension or free from rocks of such size as recommended by the pipe manufacturer, whichever is smaller. When the pipe is coated or wrapped for corrosion protection, free the initial backfill material of stones larger than 3 inches in any dimension or as recommended by the pipe manufacturer, whichever is smaller.
1.2.11 Expansive Soils
Expansive soils are defined as soils that have a plasticity index equal to or greater than 15 when tested in accordance with ASTM D4318.
1.2.12 Nonfrost Susceptible (NFS) Material
Nonfrost susceptible material are a uniformly graded washed sand with a maximum particle size of 2 inch and less than 5 percent passing the No. 200 size sieve, and with not more than 3 percent by weight finer than 0.02 mm grain size.
1.2.13 Pile Supported Structure
As used herein, a structure where both the foundation and floor slab are pile supported.
1.3 SYSTEM DESCRIPTION
Subsurface soil boring logs are shown on the drawings. These data represent the best subsurface information available; however, variations may exist in the subsurface between boring locations.
1.3.1 Classification of Excavation
No consideration will be given to the nature of the materials, and all excavation will be designated as unclassified excavation.
1.3.2 Blasting
Blasting will not be permitted.
1.3.3 Dewatering Work Plan
Submit procedures for accomplishing dewatering work.
