DLA WAREHOUSE

PREPROPOSAL CONFERENCE

CONTRACTOR QUESTIONS & RESPONSES

1. Plan sheet E-001, note 21 requires branch circuits be installed in 3/4 inch conduit. The specifications allow 1/2 inch conduit. Is 3/4 inch the minimum conduit size for the entire project?

RESPONSE: The intent is to require a minimum size of 3/4 inch conduit on power circuits, however there is other wiring which is low voltage (fire alarm, security, etc.) that can be in 1/2 inch conduit where it meets code.

2. Would it be possible to clean, prime, and paint the fire protection pipe off site due to the site being LEED compliant? This would allow the use of other non-LEED paints to be used therefore minimizing drying time. From past experiences LEED compliant paint needs extra time to cure depending on temperature, humidity, and application.

RESPONSE: Please bid the project per its drawings and specifications.

3. Will there be an opportunity for subcontractors who were not present at the site visit to visit the site at another time.

RESPONSE: See Amendment 0001.

4. "2. On sheet C-104 the detail for the retaining wall refers you to detail 11 on sheet C-114 ODOT Pavement Marking Standards. Should detail 6 on sheet S-705 Section Thru Retaining Wall be Used instead. Please confirm correct detail for retaining wall.

RESPONSE: Detail 11 on C-114 is included for information concerning the required handrails on the cap of the retaining walls. Detail 6 on S-705 should be reference for all wall reinforcing and structural dimensions.

5. Would the Corp of Engineers accept a pre-engineered building that met your specifications for the roof and had some structural differences on the walls?"

RESPONSE: No.

6. Key Personnel Resumes – there are conflicting requirements between paragraphs – should the resumes be no more than one half page per person or one whole page per person?

RESPONSE: See Amendment 0002.

7. Can the resident Safety Officer and Quality Control Manager be the same person?

RESPONSE: No. See Amendment 0002.

8. Can we hire a third party Safety/Quality Control person to be the resident key personnel with weekly/bi weekly follow up with our in house Director of Safety/QC?

RESPONSE: Question still under consideration.

9. Please provide clarification on the following subjects:

[All Part references are from Section 41 01 00 and questions refer to material as it relates to the Conveyor System] Material to be Handled – Small Material Part 1.9.1 states “Small Material……..will not exceed 45 pounds.”

Part 2.2.2.3 e. States “Product weights: 1/2 to 50 pounds”.

What is the true maximum weight of the small material?

Part 1.9.1 states “Maximum size of items to be handled on these systems will not exceed 24 inches wide by 24 inches long by 18 inches high.”

Part 2.2.2.3 e. States “Product Size: 6 inches by 6 inches by 1 inch to 24 inches by 24 inches by 30 inches” What is the true maximum product height of the small material?

Equipment Requirements – Narrow Belt Sorter

Part 2.2.2.3 requires that the “sortation system is capable of sorting packages at the sustained rate of 1200 packages per hour.

Part 2.2.23 a. states “Sort Capacity: Up to 240 sorts per min”; [14400 per hour] What is the true sort capacity requirement for the narrow belt sorter?

RESPONSE: See Amendment 0002 for all above.

10. General Questions Is the attendees list from the pre-proposal conference available?

RESPONSE: See Amendment 0002 for all above.

Are any of the drawings available electronically in CAD format?

RESPONSE: Question still under consideration.

1.6 SYSTEM LAYOUT AND FUNCTION

Equipment systems and subsystems within the CCP System shall be provided as shown on Government-approved Drawings as submitted by the Contractor.

Major functional areas within the CCP include Bulk Material, Medium Bulk, and Small Parcel Carrier. Functions as specified in this Paragraph are intended to represent generalized performance requirements, but may vary depending on the equipment systems and layouts proposed by the Contractor.

The system as described is based on a system architecture consisting of keypads, scanners, and Programmable Logic Controllers (PLCs) used to control conveyors and associated equipment. These controllers are required to interface/communicate with the ECS (Equipment Control System). The ECS communicates with the DSS (Defense Supply System) that will direct the operations. This Section explains the Government's concept design and is intended to describe the operator functions that the Contractor's proposed system shall accommodate. Each functional area is described below. At a minimum, Contractor shall provide the workstations as shown on the

Government's concept layout.

1.6.1 Bulk Material

Material that is generally too large or cumbersome to realistically bring inside the facility for processing.

Paperwork that accompanies the material will be brought inside to a fixed workstation in the SE corner of the facility. RCN (receipt control number) and CCP labels will be generated as part of the receipt process. Labels and documentation will be returned to the material.

Bulk items generally do not require an active RFID (radio frequency identification) tag or laser card.

There will also be a fixed workstation on the NE corner of the facility to support the processing of bulk material. Workstations shall have both shipping and receiving functionality.

At this point, the material may either remain where it is to await transportation or be relocated to and staged near the shipping doors.

This will be an operational decision based on current conditions and available staging space.

The CCP label is used to ship bulk material when transportation has been arranged. Operators will use one of the stations on the south side of the facility to complete the transaction.

1.6.2 Medium Bulk

Less than Truckload (LTL) receipts is material that is generally handled on a pallet/skid. It would be processed inside the facility and moved using conventional MHE (materials handling equipment, such as forklifts). The first step to process this material is to affix an RCN to each pallet as it is offloaded from a commercial carrier. Portable carts containing

Automated Data Processing (ADP) equipment will be used to generate the RCN

SECTION 41 01 00 Page 4 labels as needed. Pallets are staged as they are unloaded from the truck.

This material may be shipped via air or surface.

1.6.2.1 Surface Shipments

Using a Government-provided portable cart, an operator will conduct the CCP receipt process on each pallet and apply a CCP label. The pallets can then be sorted and staged in the appropriate lane near the shipping doors.

Lanes are identified via overhead placards that identify customers by

DODAAC (DOD Activity Address Code). At the time of shipment, wireless RF

(radio frequency) guns will be used to scan CCP labels as the pallets are loaded into the container. Operators using air assist tools will place pre-manufactured blocking and bracing materials (dunnage) inside the container to keep material from shifting during transportation to the customer. Portable carts will be used to generate the documentation.

1.6.2.2 Air Shipments

For material that will be shipped via ALOC (Air Lines Of Communication), the material will also initially be processed in the staging area after it is unloaded from the truck. Although the DSS process is different for air, the end result is that a CCP label will be applied to the pallet load for tracking purposes. The material will then be staged in the ALOC area to be consolidated onto a 463L (ALOC) pallet. An empty ALOC pallet is placed on one of the 6 ALOC lifts and the pallet is lowered into the pit as material is loaded onto the pallet. As loads are added to the 463L, CCP/CCN (Carton

Control Number) labels are scanned using wireless RF guns. Once the ALOC pallet is loaded, operators place plastic sheathing over the material.

Netting is then placed over the load and secured to the ALOC pallet.

As part of the ALOC build process, an active RFID tag shall be "burned" and attached to the nets. In some cases, a laser card is also included. The equipment associated with these requirements will be

Government-provided with Government-provided ADP equipment. This equipment will be located near the ALOC build area.

After the ALOC pallet is finished, it will be removed from the ALOC lift and transported by forklift to either a staging area near the doors or onto the ALOC gravity pallet conveyor (Contractor-provided) at the shipping doors.

ALOC pallets are pushed along the ALOC pallet conveyor and into trailers.

ALOC pallets that will be loaded onto flatbeds are transported from staging areas either down the ramp, at Door 56, or transported by forklift from staging areas to Door 53 and dropped. The pallet is then picked up by an outside forklift and loaded onto a flatbed trailer staged outside of the building.

1.6.3 Small Material

Generally less than 40 pounds and contained in a cardboard box. Most of this material can be handled via the Contractor-provided automated package handling system. However, some of the material will be too large to convey and will therefore be put on a pallet and handled with conventional MHE.

Small material may enter the facility via a small parcel carrier such as

Fed-Ex/UPS, DHL, or a commercial truck. Small material arriving on a commercial truck will be on pallets and will be material for multiple

SECTION 41 01 00 Page 5 consignees/customers or a tri-wall of material coming from another depot.

1.6.3.1 Small Parcel Carrier

Material that is delivered "loose" from a small parcel carrier will be received at Doors 1 through 4.

Door 4 is a standard truck door. It can be used to manually unload packages that are not conveyable on an automated system. Examples of non-conveyable materials are liquids, hazardous materials, and oversized packages.

Doors 1 through 3 will handle small packages that can be hand-loaded directly onto a short section of flexible gravity roller conveyor that is located inside the doorway. The conveyors will be mounted at a slight angle so that packages flow toward a large manual sort table with an omni roller-ball surface, Small Parcel Sort Table. Inspection of incoming packages and application of RCN labels will happen at the

Small Parcel Sort Table.

Packages deemed conveyor-eligible will be pushed onto the induction conveyor system. This powered belt conveyor will use powered diverters/transfers to divert the material to one of five chutes. Each chute will service two of the ten receipt processing induction stations along the west wall. Packages will be distributed to the available/manned stations equally in a "round-robin fashion". After the operator has completed processing the material in DSS, he will place a CCP label on the material and place it on the powered belt sortation entry conveyor for transport to multiple Narrow Belt Sorters

(NBS).

An auxiliary induction line downstream of the receipt processing area will be used to handle surge conditions. Material may be processed anywhere in the facility and then transported to this line for induction onto the sortation conveyor system. A pallet pneumatic lift table will be located at the end of the line to facilitate ergonomic transfer of material from a pallet to the conveyor. Operators will place material on the auxiliary induction line gravity roller conveyor.

The operator will then manually move the material from the auxiliary induction line conveyor to the sortation conveyor.

There will also be a re-direct line (gravity roller conveyor) located downstream of the receipt processing area. This line will be used to redirect material that was mistakenly sent to the processing lines.

The processing area operators will place a re-direct label on material to be diverted to this conveyor line. The Contractor will provide a scanner and powered diverter to divert material with redirect labels to the redirect line. A pallet pneumatic lift table will be located at the end of the line to facilitate ergonomic transfer of material from the conveyor to a pallet.

After processing, material will be transferred under an omni-directional scanner and onto multiple NBS. The system will automatically deliver the package to the correct chute for consolidation. The scanner will interface with the ECS and provide a destination to the multiple NBS's PLC.

Packages that are not conveyor eligible will be pushed on to a pair of pallet-width gravity roller staging conveyors that are located between

SECTION 41 01 00 Page 6 operators at Doors 1 through 3 and perpendicular to the sort table.

This material will be processed using Government-provided portable carts and then hand-loaded onto pallets. To facilitate ergonomic loading of the pallets, pneumatic lift tables will be located adjacent to the staging conveyors. The material will then be transported via standard MHE to consolidation areas at the end of the sort chutes.

1.6.3.2 Tri-Wall/Pallet Breakdown

Two types of loads will have to be broken down before they are consolidated and shipped: tri-walls and pallet loads of multiple-consignee material.

Packages shall be emptied from the tri-walls/pallets, assigned an RCN, sorted, and then consolidated by customer. Much of this material may be handled on the conveyor system, but some cannot.

Three Tri-Wall/Pallet Breakdown Stations are located immediately downstream from the small parcel sort table. These stations will be equipped with a pallet pneumatic lift and tilt table to facilitate ergonomic unloading. Material will be removed from the tri-wall and an

RCN label attached. The material will then be placed on the conveyor by an operator and transferred to the receipt processing induction stations.

Material that cannot be handled on the induction conveyor system can either be left in the tri-wall or transferred to an empty pallet. This material will be processed, using the Government-provided portable carts, and then transported to the appropriate consolidation area at the end of the chutes.

1.6.3.3 Package Consolidation at the Chutes

Although there are exceptions, most small material will be consolidated into a tri-wall prior to shipping. This consolidation will happen in the sortation area. Conveyor-eligible packages will automatically be sorted to the correct chute. Packages that could not be transported on the conveyor but are eligible to be shipped in a tri-wall will be moved to the correct chute with conventional MHE. The operator will use a wireless RF gun to scan the barcode on each package as it is placed into the tri-wall. The tri-wall will have a primary barcode label that all packages are systemically tied to. When the tri-wall is full, or after a pre-determined amount of time has elapsed, the tri-wall will be closed and processed for staging in either the surface shipping lanes or by the ALOC pallet build area. The tri-wall will be offered for transportation at the end of the chute or at a central location. In both cases a Government-provided portable cart will be used.

Offer material at end of chutes. Government-provided MHE with a built-in scale will be used to identify the weight of the tri-wall.

Banding of the tri-wall will be accomplished at a Contractor furnished stand-alone semi-automated strapping machine in the sorter area (Column

(Col) line E, 8-9).

Offer material at a central location located at Col line E, 8-9. A workstation and a pallet floor scale will be provided by the Contractor located next to the stand-alone semi-automated banding/strapping machine. The operator will use this equipment to offer the material to

Transportation and obtain shipping labels and documentation.

1.7 THROUGHPUT REQUIREMENTS

The Government's concept design is based on analysis of existing workload conditions/product mix, and estimated future workload/product mix.

Throughput requirements as identified in this Section and other areas of the Specifications shall be the basis for all Contractor and Government performance testing. The system shall be designed to prevent the materials being handled from jamming, stalling, skewing, or falling from MHE. The system shall also properly track and divert those items required at the specific location directed.

1.8 DESIGN FLOWS

Design flows represent projected workload (typically described in terms of receipts/issues as "line items" received/issued), converted to expected design requirements in terms of handling units (pallets, packages, or tri-walls). Design flows are firm requirements that shall be accommodated by Contractor's proposed systems/design. For those flows involving multiple workstations, it may be assumed that the total flow for a workstation group is evenly distributed among the included workstations.

However, for those flows that involve diverting or sorting material to individual workstations within a workstation group, Contractor shall design divert mechanisms to accommodate sortation/diversion of consecutive handling units to individual workstations at a sustained rate equivalent to the hourly design flow. Standards for applicable mechanized workstations of Contractor interest are defined as the average number of handling units processed per workstation during a 7-1/2 hour shift. These standards will be used in conjunction with the design flows as the basis for performance testing of systems and equipment.
