PROJECT DESCRIPTION
PART 1 GENERAL
1.1 GENERAL
This project consists of a competitive negotiation procurement process to obtain construction for the General Purpose Warehouse at Tinker Air Force Base, Oklahoma. The procurement process includes the following:
Selection of one Contractor based on a Technical and Cost proposal.
This is not a low-bid award project. If awarded the contract, the offeror shall construct the project as required by the contract documents.
All offerors shall submit a lump-sum, fixed-price cost proposal as outlined in SECTION 00 22 11 PROPOSAL PREPARATION.
1.2 GENERAL SCOPE OF WORK
The General Purpose Warehouse Facility project for the Defense Distribution Depot at Tinker Air Force Base, Oklahoma, will be configured for a Consolidation, Containerization and Palletization (CCP) operation requiring the construction of a single, large building with all required site work, utilities and infrastructure.
1.5.1 Project Description
a. The project site is located at the intersection of Air Depot Road and SE 59th Street, south of Building 809 and east of Building 810, near the Gott Gate in the southwest corner of the Installation.
b. Site demolition shall include the removal of existing gravel, pavement, the concrete soil remediation pad, vegetation, topsoil and other unsuitable surface materials, existing utility lines, electrical lines, and storm drainage as indicated on the drawings. Removed materials shall be removed from site for recycling.
e. Due to the expansive potential of the clays encountered on-site by geotechnical engineers, some removal of existing soil and replacement with low-volume change soil will be required to provide adequate support for the floor slab (see Section 01 04 00 for Geotechnical Report).
d. New site work includes, but is not limited to, grading, site drainage, utilities, new concrete roadways and hard stand aprons, staff parking area, concrete paving; site retention walls and their coordination with site perimeter fencing, fire hydrant locations, and high mast lighting, on-site retention with littoral plantings; protection of site-adjacent woodlands;
sodding; landscaping; and irrigation of landscaping during establishment period, and antiterrorism/force protection measures.
SECTION 00 12 00 Page 2
e. The project facilities include construction of a warehouse facility. The General Purpose Warehouse Building includes the permanent construction of two linked elements: a Warehouse Building and an Administrative Utility Annex.
(1) The single-story Warehouse Building interior spaces include the warehouse (divided into mechanized material sorting handling equipment space and storage space) and administrative spaces. Interior floor slabs (finished floor height) shall be at truck dock level, 4-feet above exterior dock yards.
The Warehouse also includes weather sealed truck docks and insulated overhead doors, loading/unloading docks and dock levelers, interior drive-in truck well for flatbed tractor trailers.
(2) Directly adjacent, and connected to the Warehouse, is a single-story Administration Utility Annex, which is heated and air conditioned and has an exterior, screened, utility yard. The administrative space inside the Annex includes an open office area, a conference room, a private office, IT/communication room, copy room, storage room, toilet rooms, break room and mechanical / electrical equipment spaces. The Warehouse ancillary spaces include a break room, toilet rooms, locker rooms, fire pump room and an electrical equipment room. Site ancillary spaces include a screened dumpster and gas canister for forklift supply enclosure yard with freeze-proof hose bibb for yard wash down.
(3) The entire facility, Warehouse and Annex, will have forklift access ramps to the Warehouse, special access ramp incline outside a section of the shipping dock doors, and accessibility ramps and stairs for personnel.
(4) Heating, cooling, ventilation and fire protection and/or suppression of the facilities shall be a shown in the contract documents.
