The road shall be opened to two way traffic at all times when the Contractor is not on site and actively working.

The Contractor shall notify the Contracting Officer, ODOT, the public, and local, county, and state officials seven (7) calendar days before all partial or complete bridge/road closures. No complete bridge/road closures shall take place two calendar days before, during, or two calendar days after a Federal holiday unless prior approval is granted in writing by the Contracting Officer. Long-term one lane bridge/road closures may be allowed by the Government if proper traffic control in accordance with the MUTCD is provided at all times and the long-term closure is approved by ODOT.

SECTION 00050 PAGE 5

3.2 CRANE PLACEMENT AND BRIDGE LOADING

The Contractor shall not exceed the structural limits of the bridge.

The Kaw Spillway bridge has been analyzed for the use of a Linkbelt HTC-8670LB crane for placement of the stoplogs. The HTC-8670LB crane shall be used only as shown and specified at the end of this section.

Location of the crane shall be in strict accordance with “Recommended Crane Placement for Lift of Sluice Bulkhead.” Crane placement is mandatory, not recommended as stated on the documents.

If the Contractor desires to use any other crane on the bridge, he must first analyze the bridge for the selected crane lifting the bulkhead or any other loads. The Contractor’s crane/bridge analysis shall be performed by a Licensed Professional Engineer with written documented experience in crane dynamic load analyses. The Contractor shall submit to the Contracting Officer for approval the load analysis and an operation plan showing the size and type of crane, where and how it will be operated, and how the outriggers will be placed.

Government review of the plan and any required resubmittals may take up to 30 days for each review. Depending upon the weight, boom, and placement of the outriggers, the bridge may not support crane operations unless the required Linkbelt HTC-8670B is operated as shown.

3.3 STOPLOG TRANSPORTATION AND PLACEMENT

For control of the upstream water during construction, seven stoplogs are available for the Contractor’s use. Availability of stoplogs will allow the dewatering of no more than one gate at any time. Stoplogs are located at Robert S. Kerr Lake Marine Terminal. It shall be the Contractor’s responsibility to load, transport, unload and return the stoplogs under this contract. Contractor shall use the Government owned stoplog lifting beam for lifting and placement of the stoplogs.

The weight of the stoplog lifting beam is approximately 6800 pounds with each stoplog weighing approximately 16,000 pounds. Only one stoplog is designed to seat directly onto the spillway. The other six stoplogs are interchangeable.

3.4 PROTECTION OF GOVERNMENT PROPERTY

In addition to all requirements to protect Government property in the Contract Clauses, and Special Contract Requirements, the Contractor shall take particular care to protect the tainter gate hoist operating machinery assemblies and trunnion assemblies, which are highly susceptible to damage by dust, blast media, and debris. The contractor shall not drill holes or otherwise alter or deface any existing structure including the bridge, bulkhead, trunnion anchorages, trunnion assemblies, tainter gates, piers, bullnoses, weirs, catwalks, or equipment decks unless requested in writing with proposed repair methods and approved in writing by the Contracting Officer. Scaffolding, work platforms, hoists, chain falls, or other equipment shall not be attached to catwalks or equipment decks unless requested in writing with attachment details and calculations showing the catwalks or equipment decks are capable of supporting the proposed loads and approved in writing by the Contracting Officer.

SECTION 00050 PAGE 6

3.5 CLEAN UP

After completion of construction, the Contractor shall clean all Contractor-generated blast media and construction debris from all gates, weirs, bridge, catwalk, machinery, decks, and assemblies, and all other Government property. The Contractor shall ensure that all drain holes are completely open.

(END OF SECTION 00050)

Kaw Evaluation 01-6

4. CONCLUSION

The bridge structure will carry the truck-crane and support the prescribed setup for lifting. More specifically, the bridge is in an over-stressed condition for the rolling crane and for the working setup, but has not exceeded the operating stresses. The setup for the crane must follow the recommended “Lifting Procedure” because deck strength is limited and the margins between strength and load are very narrow. Pontoon size for the downstream (DS) outriggers must be increased to 30.5". Margins can be further increased by placing PL‘s1" x 36" diameter under the DS pontoon.

5. RECOMMENDATIONS

This bridge should continue providing service in accordance with previous inspection reports and the existing field conditions. Service for the Linkbelt crane, HTC-8670LB, shall be provided in accordance with the following recommendations:

LIFTING PROCEDURE

a. The crane weight shall not exceed 94,000 lbs. The crane shall be used to lift and place the tainter gate stoplog with a given weight, not to exceed 21,300 lbs.

b. Pontoons on the downstream outriggers shall be increased (from 24") to 30.5" diameter.

c. The crane shall be set with outriggers extended as follows: The upstream (US) outriggers shall have an intermediate extension at half of 14'-7" or at a 7'-3½" extension from the crane centerline. The downstream (DS) outriggers shall be have a full extension at half of 24'-0" or at a 12'-0" extension from the crane centerline. The outriggers shall have a total extension to 19'-3½" from center to center of the floats (or pontoons).

d. The US floats on the outriggers shall be positioned and centered over the US bridge girder. The DS floats (or pontoons) on the outriggers shall be positioned 8½" US from the centerline of the DS bridge girder (otherwise located 1½" US from the flange edge of the girder).

e. US floats shall be centered within 1½" of the girder centerline, biased in the DS direction. DS floats shall be not more than 8½" US from the centerline of the DS girder.

f. Float pads shall be placed to minimize local damage to the bridge-deck concrete.

g. The location of the bridge girders shall be verified and the float centers shall be checked for relative location and centering. Girder centerlines are approximately 2' from face of curb; girder flanges are 14" wide and are centered on the girder webs.

h. The tainter gate stoplog is transported on a flat bed trailer. The trailer shall be backed to locate the rear axle not less than 8 feet from the crane outriggers. After deducting the weight of the bulkhead, the axle load of the trailer shall not exceed 11,000 lbs.

i. The crane shall lift the stoplog from the trailer and the lift radius shall not exceed 35'-9".

j. Immediately after lifting from the trailer, the crane boom shall be raised so that the lift radius shall not exceed 19'-3". Swinging may then proceed to the drop point on the upstream side of

Kaw Evaluation 01-7C:\Bridges\KAW \Crane\Evaluatn.wpd the bridge with the final slew angle not greater than 90 degrees.

k. The above procedure shall be reversed when returning the stoplog to the trailer.

l. The crane placement on the bridge is shown in elevation on the following drawing, titled:

Recommended Crane Placement for Lift of Tainter Gate Stoplog.
