About this file
This file contains a questionnaire with 14 questions for an Industry Day event related to the Indian River Inlet North Jetty Repair Project in Delaware, along with the associated special notice announcement. The questionnaire focuses on construction methodology, logistics, and feasibility concerns for repairs to the coastal navigation structure, specifically requesting contractor input on waterborne work requirements, material transportation, equipment capabilities, and construction approaches for the jetty repairs.
The special notice announces an Industry Day to be held on March 5, 2025, from 10:30 PM to 12:30 PM at Delaware Seashore State Park, organized by the U.S. Army Corps of Engineers Philadelphia District. The project involves repairing degraded sections of the north rubble mound jetty and constructing a north jetty head at Indian River Inlet, located in Sussex County, Delaware. Interested marine construction contractors must pre-register by March 3, 2025, by emailing Connor Struckmeyer with the required registration information. The project site involves complex hydrodynamics and steep slopes in a tidal inlet, with staging areas provided adjacent to the inlet within Delaware Seashore State Park.

Industry Day Questions Indian River Inlet, Delaware Coastal Navigation Structure Repairs
1. To what extent is waterborne work likely to be required for the North Jetty Repairs?
2. If waterborne work is necessary, what are the best locations to load barges at the inlet?
3. How will rock be transported to the site from the quarry (trucking, barge, etc.)? What size vehicles will be used to transport materials to the site?
4. Please provide feedback regarding the staging and access shown, particularly regarding access under the SR 1 bridge over Indian River Inlet. Does the bridge pose any problems with mobilization and use of a large crane?
5. Does available construction equipment permit excavation and relocation of material from the north side of the jetty at the reach and depth depicted?
6. Is it feasible to excavate and construct the rubble mound structure toe as shown, where a significant amount of sand will need to be removed adjacent to the north side of the existing structure?
7. Describe contractor means and methods for jetty construction in general (i.e. rock handling, land-based or barge-based operations).
8. Describe methodology for placement of submerged stone stabilization feature. From a long-term maintenance standpoint, how would you maintain and replenish the “stone stabilization” within the inlet channel over time?
9. Do you have concerns about the feasibility of filling and installing marine mattresses in this application (including required excavation prior to mattress placement)?
10. Discuss feasibility/experience with construction of temporary works (e.g. trestle structures) to facilitate jetty construction.
11. Describe contractor means and methods to deal with construction surcharge load restrictions if deemed necessary by USACE.
12. Can you estimate an average productivity rate (# of 12-ton capstone placed per day)?
13. Do you have a rough estimate of construction duration, assuming a spring start?
14. Do you have any other constructability feedback on the repair project as designed?
