About this file
This is a PowerPoint presentation for an Industry Day event on March 5, 2025, regarding repairs to the North Jetty at Indian River Inlet, Delaware, managed by the U.S. Army Corps of Engineers Philadelphia District. The project is a firm-fixed-price construction contract valued between $10-25M with an 18-month period of performance, anticipated solicitation issuance on August 4, 2025, and award by December 4, 2025, using Best Value Trade-Off procedures.
The scope includes selective removal of existing sand and stone (5,100 CY), installation of stone stabilization within inlet channel (27,500 tons), marine mattresses (33,000 SF), bedding stone (710 tons), core stone (1,500 tons), new capstone (31,000 tons), rehandling existing capstone (4,100 tons), and installing new steel railing (50 LF). The work involves complex coastal engineering in a dynamic environment with steep slopes. The presentation includes detailed technical specifications, geotechnical analysis, and construction requirements. Contractors must submit questions by March 14, 2025, to Connor.A.Struckmeyer@usace.army.mil. The Industry Day event will be held at Delaware Seashore State Park, with registration required by March 3, 2025.

Industry day questions
DISCLAIMER: Information discussed today is subject to change prior to Solicitation.
DISCLAIMER: Information discussed today is subject to change prior to Solicitation.
1. To what extent is waterborne work likely to be required for the North Jetty repair?
2. If waterborne work is necessary, what are the best locations to load barges at the inlet?
3. How will rock be transported to the site from the quarry (trucking, barge, etc.)? What size vehicles will be used to transport materials to the site?
4. Please provide feedback regarding the staging and access shown, particularly regarding access under the SR 1 bridge over Indian River Inlet. Does the bridge pose any problems with mobilization and use of a large crane?
5. Does available construction equipment permit excavation and relocation of material from the north side of the jetty at the reach and depth depicted?
6. Is it feasible to excavate and construct the rubble mound structure toe as shown, where a significant amount of sand will need to be removed adjacent to the north side of the existing structure?
7. Describe contractor means and methods for jetty construction in general (i.e. rock handling, land-based or barge-based operations.
8. Describe methodology for placement of submerged stone stabilization feature. From a long-term maintenance standpoint, how would you maintain and replenish the “stone stabilization” within the inlet channel over time?
9. Do you have concerns about the feasibility of filling and installing marine mattresses in this application (including required excavation prior to mattress placement)?
10. Discuss feasibility/experience with construction of temporary works (e.g. trestle structures) to facilitate jetty construction.
11. Describe contractor means and methods to deal with construction surcharge load restrictions if deemed necessary by USACE.
12. Can you estimate an average productivity rate (# of 12-ton capstone placed per day)?
13. Do you have a rough estimate of construction duration, assuming a spring start?
14. Do you have any other constructability feedback on the repair project as designed?
