About this file

This document is an amendment to a solicitation for a federal contract opportunity. The purpose of the amendment is to extend the proposal due date to July 31, 2024 at 2:00 PM EST and provide answers to 8 Requests for Information (RFIs) related to the contract.

The solicitation is for shipyard services to execute the repowering of the dredge Hurley, a diesel electric dustpan dredge operated by the U.S. Army Corps of Engineers in the Memphis area. The contract will require the removal and replacement of the existing diesel generator sets, with government-furnished equipment (GFE) consisting of three new diesel generator sets. The contractor will need to provide detailed design drawings, weight estimates, foundation designs, and other technical documents. Liquidated damages and bonding requirements apply. Offerors must either have a previously executed master ship agreement or commit to executing one prior to award.

AMENDMENT 0002 RFI 1-8

ANSWERS TO RFI 001-008 AS OF JUNE 20TH, 2024

RFI 001:

(C501.F, C733.D, F501-01) Getting out the old engines will be difficult with the placement of the stack above (will require removal of the crane and Emergency Generator above). Is there any argument against going out the side of the engine room?

ANSWER: Contract Drawing 368-F501-01 GENSET REMOVALS details a proposed method of removals as well as details for the temporary removals required for the proposed method. The method of removing out of the side of the vessel was not pursued because of the complexity of the piping, electrical, and other interferences that would have to be removed and reinstalled. The removals required in the proposed method include a large amount of equipment and materials that are to be removed permanently. Further, the structural integrity of the vessel and temporary removals and shoring are confirmed by FEA and structural calculations.

However, the Contractor may propose an alternative method of removal to the proposed method in Contract Drawing 368-F501-01 GENSET REMOVALS DRAWING. Any deviation from the temporary removals as shown on the Contract Drawing shall be included on Contractor Submittal

368-F599-01 REMOVALS PLAN.

Contract Paragraph H26 details a Temporary Removals Conference for the purpose of reviewing the Contractor’s removal plans. The Contractor shall submit 368-F599-01 REMOVALS PLAN to the Government for review no less than 30 days prior to the removals plan meeting (Contract Paragraphs C501.G and H26).

RFI 002:

What happens to the old equipment once it is removed? Is it acceptable to remove the engines in pieces (Not cut the engines up, just break down into smaller components first)?

ANSWER: Contract Paragraph C501 details the removals of existing equipment including the removal categories (Contract Clause C501.D). The existing diesel generator sets shall be removed and scrapped (Contract Clause C501.F).

RFI 003:

Is there any preference on the design firm used for a detailed design?

ANSWER: There is no preference. Any design firm selected by the Contractor to be used as a Subcontractor shall meet the requirements of Contract Paragraph H17 “SUBCONTRACTING

PLAN”.

RFI 004:

Will an incline test or dead weight survey be required after completion?

ANSWER: Yes, Contract Paragraphs C115 and E05.F.1 describe the Contractor requirements for an inclining experiment and deadweight survey upon completion of all work.

RFI 005:

Can MDC provide a weight breakdown (by components) of the engines and the generators?

ANSWER: The Government does not have a full weight breakdown by component for the new engines and generators from the Engine Manufacturer. However, the provided Reference Drawing GEK-115179D V250MDC Project Guide provides approximate weights of major components in Table 18. Weights of other components are also approximated in that Reference Drawing.

RFI 006:

Are the new engines close coupled?

ANSWER: No, the engines will be remote mounted to the generators.

RFI 007:

Does the contract include replacing all of the rubber flooring above the engine room?

ANSWER: The Contract does not include replacing all of the rubber flooring above the engine room space. However, any rubber flooring damaged during work performed shall be replaced in accordance with Contract Clause C501.D.1.

RFI 008:

Is the final date for the bid set in stone? Currently it is set for July 2nd.

ANSWER: The required response date/time is being extended to 31-Jul-2024 02:00 PM by Amendment 0002.

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 02-Jul-2024 02:00 PM to 31-Jul-2024 02:00 PM.
