Solicitation #: W912BU-23-R-0015 MDC Project Number#: 3451

Project Title: HAYWARD DRY DOCKING

RFI #1

Question #1 – Solicitation says that vessel shall be hauled within (5) days of arrival. We would plan on leaving vessel pier side (2-4) weeks to accomplish removal of davit and crane as well as other items that can be accomplished pier side and haul her late March, early April. This would leave (2 – 2 ½) months for drydocking. Would this be acceptable to the ACOE?

Response #1 – Yes, the equipment removal plan and timeline as proposed in the RFI by the contractor are acceptable provided final delivery and acceptance dates are in accordance with the specification.

Question #2 - Some of the drawings have ABS approval watermarked on the diagonal. When viewing on computer you can see all surrounding information, when printing out this diagonal washes out surrounding area. See IMG 8077, area around and underneath ABS watermark "letter ref " is washed out and not displaying. IMG 8080 shows this as Crane Foundation dwg.574-D330-01. Another example can be seen in IMG 8078 where the area underneath 18 July 2022 has been washed out, IMG 8079 shows this as dwg. 574-D330-01. Can you email either corrected dwg. or explain how to remove water mark and retain any information underneath it?

Response #2 – Drawings without the ABS approval watermark have been uploaded to the solicitation. The information on the drawings is the same information shown on the ABS drawings without the ABS stamp.

Question #3 - C000 – ABS Inspection Fees – Page 4 Paragraph 2, indicated that the contractor is responsible for all costs associated with ABS inspections. Please clarify how this item is to be priced. Please note that there are indefinite items that would also require ABS inspection, making estimation of this item prohibitive.

Response #3 - ABS typically provides quotes per visit. The contractor shall assume $12,000 (Not to exceed) in ABS fees. A separate line item for this cost has been included under CLIN 0001 on the revised pricing sheet. If ABS costs exceed $12,000 these costs would need to be negotiated and a formal modification issued to the contract.

Question #4 - C004-C3- Please define how we are to assist TAI, in “obtaining necessary ABS Review” for Weight report, Dead weight survey and inclining experiment and T&S Book.

Response #4 - The contractor’s role will be providing physical support to TAI during Deadweight and Inclining. I.E., forklifts, labor, weights, rowboats, line tenders.

Question #5 - C047- Watch service – Our facility is in operation from 0700 to 1200 gated and locked in non-working hours. Our yard has a camera monitoring system that we are happy to provide log-in information to for the duration of the job. Is that acceptable in lieu of 24-hour on duty watch personnel?

Response #5 - Yes, that is sufficient.
