About this file

This document is an amendment to a solicitation issued by the U.S. Army Corps of Engineers Philadelphia District for beach nourishment services along the Roosevelt-Lewes Beach shoreline in Delaware. Amendment 0005 provides additional responses to questions from offerors, including clarifying that government inspectors and UXO technicians are not expected to remain onboard dredges for extended periods. The last dredging of the specified offshore Borrow Area A occurred in 2011-2012. While upland sand sources were considered non-viable due to the large project quantity of 105,000 cubic yards required, offerors may propose alternate sand sources for consideration. Only the single-page bidding schedule from the original solicitation needs to be completed for proposals due under Solicitation Number W912BU23B0009.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been modified:

AMENDMENT 0001 RFIS

Request for Information (RFI) Questions and Answers

AMENDMENT 0001

Question 1:

If the Contractor’s dredge cannot accommodate an office trailer, can the Contractor provide a field office space in lieu of office space on the dredge? (REF: 1.11 ACCOMMODATIONS AND MEALS FOR GOVERNMENT

INSPECTORS (1965 APR OCE)

a. The Contractor shall furnish regularly to Government inspectors on board the dredge a suitable separate area for an office. A separate trailer on the dredge may be supplied in lieu of a room.)

Government Response 1:

No expectation for "Government inspectors on board the dredge" for prolonged period and no office on the dredge is needed. Government field office is required.

Question 2:

Is this requirement for cutterhead dredges or just hopper dredges? Will the Corps waive the two bed spaces requirement if the dredge does not have live aboard options? (REF:1.8 DREDGE REQUIREMENTS)

a. Provide onboard accommodations and meals for the UXO technicians. Include as part of the accommodations, internet access, and two bed spaces. Provide an on-board portable magazine/MEC containment vessel, as approved by the OESS, to securely store and transfer collected MEC items.

Government Response 2:

No expectation for Government UXO technicians to be onboard the dredge for prolonged period and no accommodations on the dredge are needed. Government field office is required.

Question 3:

Boring logs KAV-55 through KAV-59 do not indicate the datum of the boring log. Please provide the datum for the boring logs. (REF: Appendix B41 Boring Logs)

Government Response 3:

No vertical datums are available for the vibracores. Horizontal datums are included:

KAV-55 (732694E, 288997N);

KAV-56 (732880E, 287807N);

KAV-57 (731959E, 288352N);

KAV-58 (730666E, 288775N);

KAV-59 (731467E, 289212N);

Question 4:

When was the last time the borrow area was dredged? (REF C-401 Borrow Area)

Government Response 4:

Borrow Area A was last dredged in 2011/2012 periodic nourishment.

Question 5:

Is the Contractor required to fill out both bid schedules when submitting the bid package? Which bid schedule is required to be filled out when submitting the bid package? (REF: Section 01 10 00 Bid Schedule).

Government Response 5:

Only the one-page bid schedule titled “Bidding Schedule” at Section 00 10 00-3 of the original solicitation-specifications needs to be completed.

Question 6:

Would the Army Corps allow a bid using sand from a landside quarry to complete this project instead of an offshore borrow area?

Government Response 6:

The decision to use the offshore borrow was based on the quantity of sand required to fill the beach template, which for this project is approximately 105,000 cys. The previous two replenishments were for significantly reduced quantities, approximately 30,000 to 40,000 cys. For this reason, the Government decided that using an upland source of the sand would not be economically feasible.

AMENDMENT 0005

Question 7:

Can the government please provide any information regarding the sea state conditions in the borrow area?

Government Response 7:

The borrow area is located in a dynamic marine environment where variable wind wave, swell, tide and current conditions should be expected. National Weather Service (NWS) marine forecasts can be consulted to familiarize with wave conditions that may be encountered.
