About this file
This amendment modifies the solicitation for beach nourishment services at Roosevelt Inlet to Lewes Beach in Delaware. The contractor will be required to dredge sand from an offshore borrow area and place approximately 400,000 cubic yards of beachfill material to restore eroded sections of beach. Additional quantities may be awarded through optional items. Dredging will be permitted only between September 1st and December 31st due to environmental restrictions. Differential GPS will be used to record dredge positions, and the contractor must demonstrate the ability to prevent debris from being buried in the new beachfill. The amendment provides a revised technical specification section requiring the contractor to propose a debris prevention plan, conduct pre- and post-placement surveys, and obtain grain size samples at intervals along the completed beach.

1.6 LOCATION AND CHARACTER OF BORROW MATERIAL
1.6.1 Character of Borrow Material
a. The character of the material in the offshore borrow area is believed to be as indicated by the results of Government-conducted sampling and analysis. Vibracore logs, and sieve curves are presented in Appendix B41 and B42, respectively. The locations of vibrational cores, from which samples were extracted are shown on the drawings. These locations are in or near the limits established by the drawings for the specified borrow area.
b. The information depicted on the vibrational core logs represents the results of subsurface explorations made on the dates indicated and can only be considered as conditions existing at that time and at the specific location where retrieved. Due to complex geologic conditions within the coastal environment, boulders, cobbles, gravel, silt and clay seams may be encountered as well as sand. The beachfill must be composed predominately of sand as defined by ASTM D2487-06. Boulders, cobbles and coarse gravel defined by the same designation are prohibited from being part of the beachfill. Fine gravel will be limited to less than 10 percent of the beachfill. Manmade materials are also prohibited from being part of the beachfill. No additional compensation will be provided, for routine moves of the dredge(s) within the limits of the borrow area shown; moves required to ensure compliance with these specification for beachfill content and/or to optimize production are routine.
c. Munitions and explosives of concern (MEC) may also be encountered in the borrow area. See Section 01 35 30 MUNITIONS AND EXPLOSIVES OF CONCERN (MEC) CONSTRUCTION SUPPORT for all requirements related to potentially encountering MEC in the borrow area.
1.6.2 Location of Borrow Area
The location of the borrow area and the limits to which removal of material is permitted is shown on the drawings.
1.6.2.1 Maximum Allowable Depth for Removal
The maximum allowable depth for removal of material from the borrow area are as indicated on the drawings. To cover the inaccuracies of the dredging
Section 35 31 00 Page 4 process, the Contractor may remove material in the borrow area to a depth of not more than 1 foot below the maximum allowable depth. Unless specifically directed by the Contracting Officer, no payment will be made for material removed from below the maximum allowable depth plus 1-foot overdepth, or from outside the borrow area limits, as indicated on the drawings.
If during the progress of the work it is determined that the borrow area does not contain a sufficient quantity of material for completion of the project, the Contracting Officer may adjust the maximum allowable depth of the borrow area. If this adjustment results in the pumping of undesirable material quality, the Contractor shall move to another location within the specified borrow area.
1.6.3 Nature of Borrow Area
The surveys of the borrow area shown on the drawings are the most recent survey available. The borrow area conditions are dynamic in nature.
Therefore the contours shown on the drawings may not be an accurate representation of the depths and conditions existing at the commencement of dredging operations under this contract.
1.6.4 Before- and After-Dredging Surveys
Before- and after- dredging surveys shall be conducted as specified in Section 01 71 23 SURVEY REQUIREMENTS.
1.6.5 Commercial Fishing Equipment
The Contractor shall be aware that there is a potential for commercial fishing equipment (ie. conch pots, black seabass pots, and commercial gill nets), marked by buoys, that could be deployed within the borrow area at the time of dredging. Exercise caution to avoid this gear to the maximum extent practicable. If the gear cannot be avoided, the Contractor may proceed at risk to his own equipment. The Corps of Engineers or the sponsor (DNREC) or both will attempt to notify the commercial fishermen of the dredging operations and have them remove their fishing equipment prior to dredging.
1.7 SITE CONDITIONS
Bidders are expected to examine the site of the work in accordance with Contract Clause: SITE INVESTIGATION AND CONDITIONS AFFECTING THE WORK to determine the conditions affecting their operations. The entire work site is designated as a hard hat area in accordance with EM 385-1-1. Access to the contractor staging area and beachfill site is available at the locations shown on the drawings. Throughout the dredging operations the Contractor shall maintain close coordination with the U.S. Coast Guard.
1.8 ENVIRONMENTAL RESTRICTIONS ON DREDGING AND BEACHFILL OPERATIONS
See Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS for the environmental window applicable for dredging in the borrow area and beachfill placement activities due to winter and summer flounder restrictions, and Piping Plover and Colonial Nesting Birds restrictions for beachfill operations, and archaeological monitoring requirements for historical, archaeological and cultural resources in the borrow area.
Section 35 31 00 Page 5
1.9 RESTRICTIONS ON BEACHFILL OPERATIONS
Close the beach, utilizing temporary fencing, barricades, and signage, in maximum 1000 foot sections, to allow placement of beachfill. After acceptance of a section, the Contractor will be permitted to advance the closed section of beach. All other sections of the beach, except staging areas, are to remain open to the general public. Ramps over the pipeline shall be provided at all street ends and at boardwalk entrances to the beach to allow public access to the ocean. The ramps shall be 6 feet wide (measured along the pipeline), with 3:1 slopes and one foot minimum of cover over the pipeline. Ensure that any movement of pipeline or equipment is conducted with recognition to the public presence, in accordance with the approved Accident Prevention Plan. All beach closings shall be coordinated with the Beach Patrol, Police and Fire Departments to ensure access by emergency vehicles.
1.10 DEDICATED PUBLIC SAFETY PERSONNEL
Provide a minimum of two public safety persons to patrol the perimeter of the closed beach area and direct the public to not enter the construction area. These dedicated public safety personnel shall be provided between 8:00 am and 5:00 pm, during active construction operations. and performing all material testing required. If the Contractor fails to remove boulders, cobbles, clay balls, or other debris from the beach, that completed fill section will not be accepted for payment.
a. The total number of cubic yards placed will be computed by the average-end-area method from cross-section surveys obtained by the Contractor before and after the beachfill operations as specified in Section 01 71 23 SURVEY REQUIREMENTS.
(1) For instances where adjacent line azimuths are not parallel, volumes are determined by computing the average-end-area method using the orthogonal distance between adjacent line origins and then adding (if azimuths diverge) or subtracting (if azimuths converge) a representative wedge volume. The representative wedge volume is determined by calculating the average area along the profile and multiplying by the arc distance defined by rotating the center of mass of the profile area about the profile origin (see attached AEA_Wedge_volumes_standard_method).
(2) The volume so computed, up to a quantity not to exceed the bid quantity, will be the pay quantity for the contract. A deduction
Section 35 31 00 Page 11 of one cubic yard will be made from the pay quantity for every cubic yard of material removed from below the maximum allowable elevation indicated for the borrow area (i.e., the maximum allowable depth plus 1 foot overdepth), or from outside the borrow area limits shown, or in excess of the maximum allowable quantity from the borrow area. Any deductions will be based on before-dredging surveys conducted prior to dredging the borrow area and after-dredging surveys conducted following dredging of the borrow area as specified in Section 01 71 23SURVEY
