Requests for Information and Responses

12. Please clarify that the Base and All Option quantity will be pumped between stations STA 2+00 to STA 50+00 and nowhere else along the beach. The dashed Limit of Work line from STA 2+00 to STA 86+00 is very ambiguous. Can you please specify what type of work will be done between the “Limit of Work” line.

Answer: See Amendment No. 0002, work is not anticipated beyond station 50+00.

13. On C-001, Note 4 states The CWL will be established by the contracting officer when the area of work is known. Location and template of beachfill may be revised by the contracting officer after pre-placement condition surveys are received. Please clarify that the location and template of beachfill material will only be revised between the Base Bid and Option Limit

STA 2+00 to STA 50+00 which is specified on the contract drawings.

Answer: Revisions following precondition surveys will be between station

2+00 and 50+00.

14. The borrow area survey does not show a sufficient amount of material to complete the base and option work quantity for this contract. Please provide a maximum allowable depth that results in full contract quantity plus the sufficient amount of loses >20 percent. This must be known prior to bid to allow sufficient information to calculate coverage and production rates.

Currently there is a shortage of >25 percent.

Answer: See Amendment No. 0002.

15. Is the intent to have the Temporary Orange Construction Fence from STA

2+00 to 10+00 on Sheet C-102, be installed after beachfill is complete in that area?

Answer: See Amendment No. 0002 – Polyethylene Mesh Safety Fencing is to be installed prior to construction.

16. Please confirm that the new bid opening address is on Arch Street?

17. Amendment 0001 increased the Base Bid volume from 200,000 CY to 700,000

CY. Based on our calculations there is not enough material in the borrow area to cover the Base Bid and all the Options. If necessary, will the dredge depth be increased to get the required volume from the borrow area? What happens if there is an insufficient volume of material within the borrow area to complete the project?

1.2 DESCRIPTION OF WORK

a. The contract work consists of a Base Bid to place approximately 700,000 cubic yards of beachfill material along the Atlantic Ocean coastline in the northern portion of Brigantine Island. The beachfill work shall commence in the north end of the project and proceed south.

b. The Base Bid work includes, in addition to beachfill: structures monitoring, the reconstruction of pedestrian crossovers; planting of dune grass on exposed and reconstructed dune sections within the project area;

and providing sand fence, split rail fence, and signs, as indicated.

c. The contract work also consists of option work to place additional quantities of beachfill material; 3 separate options, if awarded, to place additional beachfill material.

d. Pre-placement condition surveys, as specified in Section 01 71 23 SURVEY REQUIREMENTS, will determine the exact location and quantity of beachfill material required within the limits indicated, and will be a determining factor in the award of Options for additional quantities of beachfill.

Where Options for additional beachfill are awarded, the additional beachfill material shall be placed immediately after the initial Base Bid quantity has been placed in the area(s) to be covered by the awarded Option. The intent is to complete the beachfill template in a given Base-plus-Option area, before proceeding with work further along the construction baseline.

e. The borrow area that will be available for the beachfill material is located northeast of the project location, adjacent to the northern tip of Brigantine Island in the Brigantine Inlet. See the Contract drawings for the exact location. All material for beachfill work performed under this contract shall be obtained from this borrow area. Beachfill material from any other source, including trucking from upland sources, will not be considered under this contract.

1.3 CONTRACTOR ACCESS

a. Access to the work site is available by land and water. Access to the beach for land based equipment is as shown on the contract drawings. Any materials required to establish or stabilize access points for vehicle use shall be approved by the COR and provided and removed by the Contractor.

Any additional parking that the Contractor requires, outside the work limits, shall be coordinated directly with the appropriate local officials. Access to the approved borrow area is by water only.

Section 01 11 00 Page 1

b. Document the original conditions of the access area and route by taking detailed photographs of those areas prior to starting work. See Section 01 32 33 CONSTRUCTION PHOTOGRAPHY for additional requirements.

c. Access areas shall be restored to the original or better condition upon completion of work. Any damage to the roads due to truck traffic or other Contractor operations shall be repaired, subject to the Contracting Officer's approval, at no additional cost to the Government.

1.4 CONTRACTOR'S WORK LIMIT

The Contractor's work limit is as shown on the contract drawings. The Contractor is prohibited from operating landward of the Contractor's work limit. The Contractor shall not enter upon, affect, or damage, in any way, areas and structures outside that limit of work.

1.5 WORK HOURS

The Contractor may work 24 hours per day, 7 days per week, to complete the contract work. However, the Contractor shall be required to comply with local codes regarding noise at all times during the contract period. The Contractor shall be required to equip his land-based equipment with noise suppression equipment if so directed by the COR.

1.6 DREDGING RESTRICTIONS

Dredging of material will only be allowed from 1 July through 28 February.

1.7 ENVIRONMENTAL RESTRICTIONS

See Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS for Piping Plover and Colonial Nesting Birds restrictions for beachfill operations.

1.8 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer.

1.9 EXISTING UTILITIES
