RFI questions for W912BU22R0007_03.22.2022
1. The SF1442, block 13 does not have a submission time on it. We recognize that Sam.gov says 1pm but want to be sure that this is correct as the instructions for bidders in the documents only references back to block 13 and not Sam.gov. Could you please provide confirmation of the proposal date and time? Bid/Proposal due date as shown on SAM.gov of 1:00 pm/EST is confirmed
2. The question on block 11 where it states 60 calendar days to complete the work. Amendment 1 confirmed that the contract end date would be 12/31/22 but, not the duration of the contract.
For example, both the stated contract completion date and the 60 days could be accurate if the government plans to issue a notice to proceed on November 1, 2022. However, if the government intend is to issue a notice to proceed as soon as the successful bidder can start the work, the 60 days in block 11 would not be accurate.
The completion date shall be 31December2022. Contract will be awarded no later than November 1, 2022
3. Question: “Contractor shall act in good faith and use all commercially reasonable efforts to complete the Project. However, the Government understands and agrees that Contractor cannot guarantee that the Project Grade of -47’ will be successful throughout the entire hatched contract limits. Please confirm that the Government shall accept the Works once Contractor has exhausted all commercially reasonable efforts to achieve completion, and this forms part of the Contract for the Works.”
Govt/ Operations Division Concurs that the information will apply to this contract “Revised response to RFI question regarding contract language: "The intent of the contract is to dredge to an elevation of 47’ MLLW exhausting commercially available means and methods at your disposal "
4. Section 00 21 16 - Instructions to Proposers, Item 7. States the following: “The Corps will perform after dredge surveys for each section acceptance. The contractor will be required to request surveys three working days advanced notice of the requested after dredging survey for acceptance. The Government will have three to five days to review results of acceptance/clearance survey. Survey control data sheets will be provided by Survey Branch.”
How much time standby time should contractors include in their pricing to account for Government review of acceptance/clearance surveys?
Operation Division – 5 business days
