Amendment 0003

Solicitation #W912BU-21-Q-0016 Thru September 8, 2021

Question during solicitation

5 Section C130 of the solicitation specifics that the fuel oil capacity requirement as

8,000 gallons and fuel oil day tank large enough for 24 hours of operation.

Can USACE confirm that 8,000 gallons of fuel is the Total capacity required, i.e.

that the volume of day tank may included to meet the capacity?

6 Section C130 of the solicitation specifies that the fuel oil day tank must be large enough for 24 hours of operation. Additionally, Section C215 of the solicitation in paragraph B states that on the Main Deck Level, a Fuel Oil Day Tank may be installed.

7 Section C215 of the solicitation states in paragraph B that all other oil tanks shall be independent type.

Answer:

5 The 8,000 gallons of Fuel Oil is a minimum that the Government requires for the vessel. A Fuel Oil Day Tank may or may not be required based on the equipment selection (main engines and generator sets) that the contractor is offering.

If a Fuel Oil Day Tank is required for operation, its capacity can be credited towards meeting the requirement of the 8000 gallons minimum capacity.

Please note that under Section C130, the requirement for Fuel Oil Day Tank shall be revised from “Large enough for 24 hours of operation” to “As required for operation based on the selection of the equipment (main engines and generator sets).

6 Based on the equipment selection (main engines and generator sets) that the contractor is offering, a Fuel Oil Day Tank may or may not be required. A Fuel

Oil Day Tank may be installed on the main deck.

7 The other oil tanks required are for Waste Oil, Oily Bilge, and Lube Oil. These tanks shall be independent, not touching the side shell or vessel bottom.

Please note for the fuel oil tanks, and other independent tanks, under the Quote

Submittal Instructions, the Technical submittals requires bidders to provide

“Written Narrative confirming that no boundary of an oil tank or potable water tank shall be integral with the side plate or bottom plate of the hull.”

This narrative must be submitted as part of the offeror’s quote.
