Question #13

13 Clause C150 – Damage Stability Criteria:

“We would like to verify that USACE intends to apply the damage stability criteria that is listed in in Section C150 of the vessel specifications. The damage stability criteria that are called for come from 46 CFR 28.580 Unintentional flooding which is typically applicable to uninspected fishing vessels. To the best of our knowledge, commercial inland towing vessels do not usually have damage stability criteria applied to them unless the owner/builder wishes to apply such criteria.”

“The vessel can be designed to meet the criteria, but given its relatively small size, flooding of the engine room will cause the vessel to trim in such a way as to submerge a portion of the main deck. As a result, the addition of wing tanks or voids that come off 30 inches or more from the side shell will need to be included in way of the engine room to keep it out of the extent of damage for flooding. These wing tanks will reduce the available space in the engine room itself making for a tighter machinery arrangement.”

Answer:

13 The requirements set forth in the specification have been met for other USACE vessels and the Corps intends to maintain for this procurement. The bidders have latitude in the vessel hull depth and size, subdivision and other factors to meet the one compartment damage survival. The Corps encourages all bidders to read the requirements closely.

With any on compartment flooded, the following criteria shall be satisfied:

• The deck edge shall remain above the equilibrium waterline.

• 46 CFR 28.580 Unintentional Flooding:

(f) Survival Conditions:

(1) The angle of equilibrium after flooding does not exceed 25-degrees.

(2) Through an angle of 20-degrees beyond the angle of equilibrium after flooding, the following are met:

(i) The righting arm curve is positive.

(ii) The maximum righting arm is at least 4-inches.

(iii) Each submerged opening is capable of being made weathertight.

For the analysis, the first level of the superstructure can be considered buoyant.
