Solicitation #W912BU-21-Q-0016 Thru August 19, 2021

Questions during solicitation

1) In the scope of work in section C180 Noise & Vibration is says that Noise Control and J&A are to be used for noise and vibration prediction. Is it acceptable to use another ABS Certified External Specialist such as Marine Environmental Testing & Analysis (985-792-7761) for noise and vibration prediction as well as for the HAB(WB) certification?

2) Please consider a two to three week extension for bid submittals, as our time to identify and produce a compliant design is taking some time.

3) Clause C602 Propulsion Engines requires main engines to be provided by a United States manufacturer. Will the Corps accept engines manufactured outside of the United States, as long as the local service/dealer requirements of 100 miles is satisfied?

Answers:

1) Section C180 lists Noise Control Engineering and J&A Enterprises as possible sources for the noise and vibration prediction services. These organizations were provided simply as examples for guidance. The Contractor may use any acoustic engineering firm specializing in marine vessel noise assessment, abatement and vibration reduction.

2) An extension of 14 calendar days is granted. Offers are now due on September 22, 2021 at 01:00 PM EDT.

3) Section C, Clause C602 has been revised. The contractor is required to meet the Buy American Act, FAR Clause 52.225-1.
