About this file
This document contains responses to requests for information regarding a federal solicitation for drainage and earthwork preparation services. The U.S. Army Corps of Engineers, Philadelphia District is seeking these services at the Pedricktown Area Complex in Salem County, New Jersey, consisting of excavating drainage ditches, constructing additional drainage features, maintaining drainage flows, and stockpiling materials to promote drying. Phase 1 involves drainage work for 240 work days starting in August 2021, while Phase 2 involves earthwork preparation for 90 work days beginning after Phase 1 completion by January 2023. The estimated cost range is $5-10 million. Responses clarify that a site visit will be provided, no bonds are required, drawings are in Amendment 2, the site plan shows the work and staging areas, and equipment will be paid at a daily rate. The prevailing wage is service rates per the Service Contract Act.

6. Submitted by JD Bravo Company, Inc.:
a. (JDBC), respectfully requests the benefit of a site walkthrough in order to familiarize itself and its subcontractors with the site conditions and logistics of the Pedricktown Facility.
USACE Response: Site visit posted as Amendment 1.
b. Please provide an address or other geographic identifier for the project site in order to establish site operations/offices.
USACE Response: Site visit posted as Amendment 1 and see Amendment 2 for site plan.
c. Kindly advise whether the existing site conditions include a level stoned area suitable to establish an office compound and equipment laydown/storage area. If not please define an area and specification which we will be required to establish to support site operations.
USACE Response: Site visit posted as Amendment 1 and see Amendment 2 for site plan.
d. Please advise whether there is an appropriate road or driveway access from the nearest public highway to the office compound and equipment storage area. If not please define the access to be established under this contract.
USACE Response: Site visit posted as Amendment 1 and see Amendment 2 for site plan.
e. Is electrical power available to the site in the vicinity of the aforementioned office compound?
USACE Response: No electrical power is available.
f. Is there any source of public water or similar to be utilized to supply spray trucks to be employed for dust control operations?
USACE Response: There is no potable water on site. Dust control if required, to be provided by government.
e. Can the USACE provide current site plans and or existing topographical information with which to plan, direct and record the progress of the project?
USACE Response: See Amendment 2 for site plan. Updated topographic maps will be provided after award.
f. Can the USACE provide existing and proposed dike profile designs in order estimate the quantities of earth required to be moved as well as the quantities of equipment and manpower necessary?
USACE Response: Equipment and labor paid at daily rate; updated plans will be provided after award.
g. Can the USACE provide a total linear footage of berm to be modified and/or constructed during Phase 2? (JDBC is attempting to understand the rationale and practicality of the Phase 2, 90 day duration noted in the ITB). Accordingly, is the 100lf of progress per day a goal or a strict requirement?...as our experience indicates that significant quantities of closely associated work might need to be completed to actually construct or modify the berms.
USACE Response: Equipment and labor paid at daily rate; updated plans will be provided after award.
h. Does the existing site have established survey benchmarks with which survey controls can be established?
USACE Response: Updated survey information will be provided after award.
i.Is there any prohibition on the use of drone use for survey purposes?
USACE Response: There are significant coordination efforts required for drone usage on federal property, but no outright prohibitions.
j. Is it possible to expand the list of equipment required to include a water spray truck and operator for dust control?
USACE Response: Dust control if required, to be provided by government.
k. Can you provide more definition of the “Mechanic Labor”?
USACE Response: Please see Amendment 2 Revised Bid Sheet.
l. Please define “Compaction” as used in Paragraph 1.2 of the ITB.
USACE Response: Please see Amendment 2 Revised PWS.
m. Can a Class 320 excavator be used in lieu of the specified Class 325 Excavator?
USACE Response: Bid as shown.
n. Will the USACE have equipment operating on site during the Project duration? If yes, will JDBC need to interface with them?...in order to work collaboratively in the same areas.
USACE Response: Yes to both questions.
o. Consistent with Paragraph 1.3 of the ITB, JDBC will provide all necessary personnel, materials, equipment and supplies to establish a fully functional field office and include but not be limited to such things as office and storage trailers, electric generator, sanitary services, trash removal, communications equipment and an on site AWD vehicle. Please confirm that this approach is consistent with the requirements of the USACE.
USACE Response: Logistical needs and requirements to complete work as described by PWS is to be determined by the bidder.
p. Please add “Juneteenth” to the list of holidays noted in Paragraph1.5.1 and adjust the total numbers of Workdays required per this comment and any Phasing and/or Schedule adjustment made per RFI question 19 below.
USACE Response: See Amendment 2 for updated PWS and Bid Sheet.
q. JDBC has carefully reviewed the Phasing and Durations set forth in the ITB. Our review reveals the following;
Phase 1A – 30 Calendar Days for Submittals/Mobilization.
Phase 1B – 240 Work Days for Drainage Ditch Work
Phase 2 – 90 Work Days for Berm Construction
Total = 360 Days
Start date provided in Solicitation is: August 15, 2021
Phase 1A - 30 Calendar Days : 8/15/2021 to 9/13/2021
Phase 1B - 240 Work Days: 9/14/2021 to 9/9/2022 According to solicitation, equipment can work on rain days, so no loss time for rain. Solicitation states we cannot start Phase 2 until Phase 1 is completed.
Phase 2 – 90 Work Days: 9/12/2022 to 2/27/2023 Solicitation states a completion date of 1/15/2023. That is 30 work days beyond our anticipated completion date. So we must start Phase 1A & 1B at the same time or we will go past the proposed completion date.
In running out the schedule, it appears that the Submittal/Mobilization period (30 Calendar Days) and the Drainage Ditch period (240 Work Days) must overlap each other or the contract time (without weather delays) will go past Dec. 31, 2022 date. Can the drainage ditch work commence prior to the end of the 30 day submittal/mobilization period? Please review this information and advise how to address this apparent inconsistency.
USACE Response: See Amendment 2 for revised PWS and anticipated Period of Performance.
7. Submitted by Renova Environmental Company: The solicitation references the Service Contract Act for this project. However, a construction NAICS code has been assigned to the work and the work itself is primarily operating heavy machinery on what is an earthwork preparation/heavy civil construction site. Please confirm whether the government would apply a construction wage determination, with Davis-Bacon prevailing wage rates.
USACE Response: This is a services Solicitation; it is not Construction, Appropriate NAICS Code is 238910.
