RFI# Request for Information Response

Regarding the erosion and sediment plans, can you please advise the specific detail for the erosion and control material on plan page CE503?

As specified in Note 2 on sheet CE101, the “SF” designation on the Erosion and Sediment Control Plan allows for use of sediment barriers options from sheets CE501 through CE503.

Can excess materials from the subgrade excavation remain at the stock pile site if graded off at project completion?

Yes, excess materials from the subgrade excavation and other excess materials can remain at the downstream stockpile/staging site. See Amendment No. 0002.

Due to the Thanksgiving holiday, would you be willing to provide a week extension for bid submission?

Yes. Bid Opening was extended to December 7, 2021.

See Amendment No. 0001.

The Instructions to Bidders states, "Please submit your price schedule with sufficient backup documentation to enable us to do a thorough analysis of the proposed offer (price). Ex: If the offer includes materials, the supporting documentation would include vendor quotes. Also, if travel is necessary, the travel costs should be documented in compliance with the Joint Travel Regulations" Do we need to supply vendor quotes with our proposal?

No. Vendor quotes are not required as part of the bid package. See Amendment No. 0002.

The directions state, "II. BIDDERS ARE REQUIRED TO COMPLETE

THE REPRESENTATION AND CERTIFICATIONS PORTION OF

SECTION 00 45 00 OF THIS SOLICITATION AND SUBMIT THIS

WITH THEIR BID." There are no reps and certs to fill out in section 00 45 00 to submit with this solicitation except one, 52.204-24 which is only incorporated by reference. Is this correct?

Clause 52.204-8 has been added.

See Amendment No. 0002.

There are four different details shown for the silt fence spec. Can you please clarify what detail needs to be used for the silt fence?

As specified in Note 2 on sheet CE101, the “SF” designation on the Erosion and Sediment Control Plan allows for use of sediment barriers options from sheets CE501 through CE503.

7 Are all of the necessary permits in place? Yes, all necessary permits are in place.

8 Have the local homeowners been notified of the project?

Yes. A meeting was held with Honesdale and Wayne County officials to discuss the project.

9 Can the government independent estimate be provided for reference? No. The Government estimate will not be provided.

Geomembrane specification Section 31-05-19, Item 3.10.3 states all geomembrane pipe boots to be paid in Bid Item titled “Liner system pipe boot”. This pay item is not found in the Bid Form. Please clarify. Also this paragraph states this cost does not include the liner system boot installed as part of the USGS Gauge pipe modifications. Which pay item is this sentence referring to?

A line item has been added to the Bid Schedule.

"USGS Gauge Pipe Modifications" has been changed to "USGS Gauge Shed Modifications". See Amendment No. 0002.

Per 00 21 13, A.3 Note: The Instructions mention providing vendor quotes as backup for the bid pricing. We have not seen this request in an USACE bid before, and with most bids these quotes come in fairly close to the bid time, making printing and including in the packet almost impossible. We have previously provided a breakdown of labor, equipment, materials, and overhead (including travel) for bids, would this be acceptable?

Vendor quotes are not required as part of the bid package. See Amendment No. 0002.

Geomembrane specification Section 31‐05‐19, Item 3.10.3 states all geomembrane pipe boots to be paid in Bid Item titled “Liner system pipe boot”. This pay item is not found in the Bid Form. Please clarify.

A line item has been added to the Bid Schedule. See Amendment No. 0002.

Paragraph 31‐05‐19, Item 3.10.3 states this cost does not include the liner system boot installed as part of the USGS Gauge pipe modifications.

REQUESTS FOR INFORMATION with RESPONSES Solicitation No. W912BU22B0003

RFI# Request for Information Response

Would USACE consider moving the bid date back from Nov 30, say, to sometime after Dec 6 due to the Thanksgiving Holidays. Myself, and several of our larger vendors are requesting this.

Yes. Bid Opening was extended to December 7, 2021.

See Amendment No. 0001.

Can you please provide a copy of the plan holder’s list and pre‐bid sign‐in sheet for the above mentioned project.

The pre-bid site visit list will be provided. See Amendment No. 0002.

We are looking to provide materials pricing on this job to the bidders, but I cannot seem to locate the pre‐bid meeting list or a planholders list through Sam.gov site project page:

https://sam.gov/opp/fb85b1649a9c43af856ee11984324561/view. Would there happen to be one readily available to send over at this time?

The pre-bid site visit list will be provided. See Amendment No. 0002.

Can you provide traffic load ratings for culvert(s) and bridge(s) along the access routes?

Load ratings will not be provided by the Government.

The Contractor is responsible for investigating this per Section 01 30 00 Paragraph 1.5c. and Section 01 50 00, Paragraph 3.5.2.

Are the guide rail posts to be removed and reinstalled currently driven in or in a concrete footer? The latter would require new posts to be provided.

The guide post on the crest of the dam are driven in.

No concrete footers are present.

The scope for piezometer modifications references “instrumentation” but nothing specific and none shown on the drawings. Is there down hole instrumentation that the contractor will have to manage?

The Contractor will not be required to manage any instrumentation.

What size/quantity culverts are required for the stream crossing, reference Details 5, 6, and 7 on CE501.

The Contractor is responsible for designing the temporary stream crossing. The design requirements are stated in Section 31 00 00, Paragraph 1.5.1.

Is the contractor responsible for cleanout of the outlet trash rack after large storm events/flows? Or only when the debris buildup creates a backwater that impedes work?

The Contractor shall keep the trash racks clear of debris for the duration of the project, as needed, or as directed by the Contracting Officer. See Amendment No. 0002.

There are a few culverts with headwalls/endwalls along the upstream access road. Is the contractor responsible for maintaining these and confirming capacity upon completion?

Yes, if the culverts and headwalls are in the Contractor Work Limit as shown on the drawings.

23 Can the required surveying be completed by an in‐house PLS?

No. An independent surveyor is required, per specifications.

The Scope in the Demolition Specification Section 02 41 00, 3.1 notes that the paint on the USGS shed contains a small amount of lead and references the sample results in Appendix D71 which are non‐detect. Can you clarify since this seems contradictory? This has been clarified. See Amendment No. 0002.

At the onsite pre‐bid meeting it was noted that there is a significant amount of grout from the 1970 grouting operation within the riprap layer that must be excavated. Since this will be a different type of removal method can you provide an anticipated quantity for that grout excavation?

The approximate volume of grouted riprap will be added to the specifications. See Amendment No.

0002.

Can you confirm the units are correct in the table under the Rip Rap Specification Section 35 31 19, 1.3.1, specifically those for the value 117.62?

The units have been modified.

See Amendment No. 0002.

Can you please define the qualifications / duties for the following key positions: Project Engineer and Office Engineer? I do not see these listed in the Spec book(s).

Qualifications/duties for a Project Engineer and Office Engineer will not be defined.

28 Does the contractor need to supply an office trailer for the Core?

Yes. However, requirements have been modified to allow a shared office. See Amendment No. 0002.

29 Is there on‐site power that the contractor can meter into? No, there is no on-site power.

Item states the concrete collar footing will be paid for under bid Item "Modifications to USGS Gauge Pipe". I do not see that particular bid item.

We do, however, see #22: "Modifications of Existing Settlement Pipes and Horizontal Pipes". Is this where this item is to be paid for?

No. Item should be paid for under Bid Item #23 "USGS Gauge Shed Modifications". See Amendment No. 0002.
