Solicitation W912BU-16-R-0037; Hydrant Fuel System, Dover AFB
RFI
# RFI and References (if applicable) Government Response
Drawing SS101, Detail 1 - the detail note references a geotechnical report that is to be followed. The geotechnical report was not found in the contract documents, please provide.
Geotechnical report will not be included.
Drawing SS101 is revised to delete the reference. See Amendment No. 0002.
Section 00 22 20,5.1.1.1 indicates a 6 year look back period for past projects limiting the past projects submitted for consideration to those completed within the last 6 years.
The relevant fuel system project type is very specific, Type III hydrant fuel pipeline system. There is only a limited number of this type project available to complete each year in the industry. Additionally, as the Dover solicitation is a small business set-aside a typical small business is further limited on the number representative projects that can be completed within a 6 year time frame. We request that the Government consider increasing the look back period to 8 to 10 years and consider one project within the 6 year time frame to exhibit recent experience. Other solicitations have accommodated similar requests on small business set-aside projects.
An 8-year timeframe will be used based on the limited number of DoD Type III projects in the recent past. See Amendment No. 0002.
Section 00 22 20,5.3.1.b, Key Personnel lists as one of the key construction personnel an "On-site Project Manager", and further in that specification section outlines the qualifications this individual must possess. We could not find in any other sections of the specification a job description for the On-site Project Manager.
Typically the Project Manager is not an individual that is assigned on-site. Is it the Government's intent that the Project Manager be on the project site on a full time basis?
It is not the government’s intent that the project manager be on the project site on a full time basis. See Amendment No.
0002.
Section 32 13 11,2.10.5.e describes "Other Types of Finishing Equipment" that are not allowed on "mainline paving" but may be
Request For Information Page 2 allowed subject to Contracting Officer's approval. The airfield paving on this project (CP101 - CP103) consists of taxiway and apron infills where the new fuel line is installed and consists of short straight runs (60' - 200'), not suitable for mainline paving equipment. We request that the Government advise during the bidding stage of this project if the airfield concrete paving areas on this project are considered to be non-mainline paving.
See Amendment No. 0002.
Section 32 13 11,2.10.1; Batching and Mixing Plant requires the concrete batching and mixing plant to be located off Government premises.
Further, 2.10.1.b requires the batching and mixing plant to be a stationary central mix plant. The total volume of airfield concrete for this project does not warrant the temporary mobilization of a central mix plant. Should there be a permanent concrete plant that could service this project and deliver concrete within the required delivery times would the Government permit the use of a dry batch plant in lieu of a central mix plant for side form paving? Truck mixers are permitted for side form paving per 32 13 11,2.10.2 and 2.10.2.e
A "dry batch plant", which produces truck-mixed or shrink-mixed concrete as defined by ASTM C94/C94M, is permitted by the current specifications contingent upon uniformity testing being performed per Spec. 32 13 11, para.
2.10.2.e and receipt of NRMCA truck inspection certifications (i.e., NRMCA Fleet Inspection Reporting Form).
However, the mixing water must be added/metered to each truck at the stationary-type central mix plant, except as permitted for minor slump adjustments. Delivering the mix ingredients in a dry state to Dover AFB and then adding mixing water onsite and mixing in the ready-mix trucks is not be permitted. See Amendment No. 0002..
Section 00 22 20,5.3.1.a Factor 3, Technical Approach states "The submission for this factor may not exceed (12) twelve pages...".
Does this 12 page limit apply only to the Technical Approach section of Factor 3 (5.3.1.a) and does not apply to the Key Personnel section of Factor 3 (5.3.1.b).
Twelve Page limit does not apply to Key Personnel Section.
See Amendment No. 0002.
Section 00 22 20,5.2.1.b requires information to be provided related to the "Piping System Supplier". Please confirm that this actually relates to the "System Supplier" identified in specification section 33 52 43.11,2.2.2.
The intent is evaluate the system supplier, whose role is well defined in para 2.2.2 of 33 52 43.11. Fuel piping work is handled by and evaluated under the mechanical fuels subcontractor.
“Piping” to be removed from 00 22 20 5.2.1b. See Amendment No. 0002.
00 22 20,3.4; Page limits - this section states: "The following page limits apply, which do not include title sheets, indices, Request For Information Page 3 tables of contents, schedules, or cover sheets". Regarding the schedules referenced in this section, does this apply to the bar chart project schedule included in 00 22 20,5.3.1.a, Factor 3 - Technical Approach?
Page limit does not apply to bar chart project schedule.
00 22 20,3.4; Page limits - please clarify that Teaming Agreements requested in 00 22 20,5.2.1 are not included in the overall maximum page count of 75 pages.
Teaming agreements are not included in the overall maximum page count.
00 22 20,3.4; Page limits - this section states that the minimum font size is to be 12 point. Please confirm that this requirement does not apply to the bar chart project schedule presented in 00 22 20,5.3.1.a, Factor 3 - Technical Approach as the Primavera scheduling software does not permit designation of font size.
Size 12 font does not apply to the project schedule.
00 22 20,3.4; Page limits - this section states that page size is to be 8-1/2 x 11.
Please confirm that the bar chart project schedule can be submitted in 11 x 17 page size for ease of reading. If 11 x 17 is permitted for the schedule presentation please confirm that the 4 page maximum stated in 00 22 20,5.3.1.a can be 4 pages at 11 x 17 size and do not count as 8 pages against the 75 page maximum page count.
11x17 page size is allowed for the project schedule. 11x17 pages do not count as 8 pages against the maximum.
00 22 20,3.3 states that we are to "Submit proposals in tabbed three ring binders and electronically on a compact disk (CD)". An original and how many copies are required to be submitted? The SF1442 block 13 states original and 1 copy.
1 original and 5 copy for each binder and 1 and 1 copy CD.
00 22 20,4.1 - 4.5 lists each of the Factors as separate Volumes, typically the Technical Factors are Volume 1 and the Price Factor is Volume 2. Are each of the Factors to be submitted in a separate Volume (binder)? Please clarify.
1 technical and 1 price binder
00 22 20, Attachment 4 "Past Performance Evaluation Telephone Interview Questionnaire" is provided however there is not reference to where it is to be used.
According to Factor 2 and Factor 4 past performance references are to be through

Disregard "Past Performance Evaluation Telephone Interview Questionnaire”. See Amendment No. 0002.
00 22 20, Attachment 3 "Company Specialized Experience Key Subcontractor" form does not contain a line for project location as does Attachment 1.
Please clarify if the project location should be added to Attachment 3.
See revised section 00 22 20 in Amendment No. 0002.
Section 00 22 20, Attachments 7 and 9 are provided as Letter of Commitment forms, both indicate they are to be used for Key Subcontractors.
Question 1a - these Attachments are not referenced for use in any of the Factors, in fact, Factor 2 requires a Teaming Agreement if only one Key Subcontractor is named. Please clarify use.
Question 1b - if the Question 1a clarification requires the use of a Letter of Commitment which Attachment number should be used?
Question 1c - if the Question 1a clarification requires the use of a Letter of Commitment, do we also have to provide a Teaming Agreement?
Section 00 22 20,5.2.1; states: "The Offeror may submit one (1) candidate for each of the below primary subcontractors". Is the Government expecting only one primary subcontractor be named or is it acceptable to submit more than one primary contractor for each category?
Contractor shall submit one subcontractor for each of the primary subcontractors (Mechanical Fuels, System Supplier, Cathodic Protection, Airfield Pavement). See Amendment No. 0002.
Section 00 22 20, Attachment 8, Proposal Data Sheet - Question 3a - 00 22 20 does not indicate where the Proposal Data Sheet is to be placed in the Volume binders and which binders are to have the Proposal Data Sheet included, please clarify Question 3b - Typically the Proposal Data Sheet includes the Name, Address, Phone, Fax and email for the Proposer. The Attachment 8 provided does not require the above information, please confirm this
Request For Information Page 5 information is not required on the Proposal Data Sheet.
Question 3c - Attachment 8 provides space to list "each company identified in any proposed Contractor-subcontractor association of firms". What type of "association" is relevant to require the firm to be listed in the Proposal Data Sheet? Is the intent to list the primary subcontractors noted in Factor 2 only?
Section 00 22 20, Attachment 1, Company Specialized Experience Construction or Prime Contractor Question 4a - Attachment 1 is not referenced in any of the Factors, please confirm that Attachment 1 is to be used for the Factor 1 Offeror projects.
Question 4b - If the answer to 4a is that Attachment 1 is to be used in Factor 1, please be advised that the project information listed in Attachment 1 differs from the project information requested in Factor 1. Please clarify which information should be included in Attachment 1.
Question 4c - If the answer to 4a is that Attachment 1 is to be used in Factor 1, please be advised that Attachment 1 request projects constructed within the last 5 years, Factor 1 currently requires projects completed within 6 years of the proposal due date. Please clarify.
Section 33 52 43.13, paragraph 2.4.1 calls for the flexible ball joints to be stainless steel. The piping is carbon steel with an internal epoxy coating. This system would normally require a carbon steel ball joint with an electroless nickel plating and chrome plated ball. Can you please verify that stainless steel ball joint are required?
Spec 33 52 43.13, paragraph 2.4.1 is revised by amendment to specify carbon steel with electroless nickel-plating. See Amendment No. 0002.
Drawings CP102 & CP103, plan view, indicate some joints between new and existing concrete as doweled expansion joints "DE". The pavement section CP203, CP204 and CP206 at the same locations indicate doweled expansion joints "D" at the same locations. Please confirm that the

amendment so that they are consistent.
See Amendment No. 0002.
Drawing CU-103, plan note at right side of drawing states: "Utility Tower, Relocate as Shown on MS103. Drawing MS103 does not address this tower relocation. Please clarify.
MS103 and CU103 is revised by amendment to show the existing light pole protected in place. See Amendment No. 0002.
Drawing MS103, plan note lower left at parking spot 3 indicates:
"Flange Pit, See Detail on MS502". By the location of the flange pit on MS103 it would appear that the flange pit is in the replacement concrete pavement. The MS502 detail appears to show the flange pit in a grass area. The flange pit is not shown on the pavement drawings CP103, CP803 and appears to be incorrectly located on CP807. Please clarify the flange pit detail, location and locate on the paving plans.
The flange pit is located within the apron concrete pavement, as shown on Sheet CS103 and MS103. The flange pit elevation and location relative to the concrete joints is shown on CP505.
CP103 and CP803 will be revised by amendment to show the flange pit. The flange pit will not be shown on CP807 for clarity and a new note will be added stating such. See Amendment No. 0002.
The solicitation documents (SF1442, Block 13b) requires a bid bond but does not state the bid bond amount. Typically the bid bond is 20% of the bid amount or $3,000,000 whichever is less per FAR 52.228-1. Please clarify the bid bond requirement.
The bid bond is 20% of the bid amount or $3,000,000 whichever is less.
00 22 20,5.3.1.a & 5.3.1.b -With the requirement to format the proposal with 1" margins and 12 font it is almost impossible to provide the personnel resume information required within the 2 page limit (5.3.1.b).
Please consider allowing the resume page limit to be increased from 2 pages to 3 pages? With the increase in the resume pages the overall page limit for Factor 3 would need to be increased from 12 pages to 15 pages (5.3.1.a).
Remain 2 pages.
Can the proposal be hand-delivered? If so, what’s the protocol?
Yes, proposal can be hand delivered.
Contact Robert Hilton, Contract Specialist.

Section 00 45 00 – Representations and Certifications. Are these required for submission? If so, where should they be provided? Will SAM Certificate Registration fulfill this requirement?
Yes, Representations and Certifications are required as part of preaward survey package. No. SAM Certificate Registration will not fulfill.
Section 00 22 20 Proposal Submission Requirements, Evaluation Criteria and Basis of Award – Paragraph 5.1.1.1. on page 3 states “Each project cited should have a construction dollar value equal to or greater than $5,000,000 and have been completed within six (6) years from the date that the proposal for this project is due.”
Considering few hydrant fuel systems have been awarded within the last 6 years to small businesses and in an effort to be competitive, would the Government allow Offeror’s to demonstrate projects of this type with a completion date within 8 years from the date the solicitation is due?
An 8-year timeframe will be used based on the limited number of DoD Type III projects in the recent past. See RFI # 2.
Section 00 22 20 Proposal Submission Requirements, Evaluation Criteria and Basis of Award – Paragraph 5.2.1 b. on page 4 requires offeror’s to submit one (1) candidate for the Piping System Supplier.
Please clarify that the intent is for a “single system supplier” that will provide all fuels equipment and not a piping supplier.
The intent is evaluate the system supplier, whose role is well defined in para 2.2.2 of 33 52 43.11. Fuel piping work is handled by and evaluated under the mechanical fuels subcontractor.
“Piping” to be removed from 00 22 20 5.2.1b. See RFI #7.
Section 00 22 20 Proposal Submission Requirements, Evaluation Criteria and Basis of Award – Paragraph 5.3.1.B Key Personnel, page 7 requires submission for an On-site Project Manager’s resume. As a small business, this is not something typically seen on a project of this magnitude. Can the words “On-site” be struck from the proposal?
It is not the government’s intent that the project manager be on the project site on a full time basis. See RFI #3.
Section 00 22 20 Proposal Submission Requirements, Evaluation Criteria and Basis of Award – Paragraph 5.3.1.B Key Personnel, page 7 states “The proposed Construction Project Manager should possess a Bachelor’s Degree in Engineering or Construction Management, with a minimum of 5 years’ experience (within the last 10 years) performing as a Construction

Section 00 22 20 Proposal Submission Requirements, Evaluation Criteria and Basis of Award – Attachment 8 – Proposal Data Sheet. Please advise where this is to be provided in the proposal.
Section 00 22 20 Proposal Submission Requirements, Evaluation Criteria and Basis of Award – Attachment 7 and Attachment 9 appear to be basically the same, with slight differences. Which should be used for this solicitation? Where are the letters of commitment to be provided in the proposal?
Do the letters count in the overall page count?
Section 00 45 05 – Small Business Subcontracting Plan. As a Small Business Set-Aside Procurement, is this required?
Yes, Small Business Subcontracting Plan is required.

As required by section 33 16 15, the tank installation submittal provided by the contractor will show the required appurtenances resulting in the total tank installation. Spec 33 15 15 will be updated by amendment to clarify this.
See Amendment No. 0002.
Specification section 33 52 43.13, 2.1.5 requires that underground stainless steel fuel pipe be coated with the FS L-C-530 coating system. We believe that this spec is not available any longer for stainless steel pipe (Shawcor no longer coats stainless steel pipe). A new spec, AWWA 215, is available for coating stainless steel pipe but has exceptions in surface preparation, adhesion and cathodic dis-bondment. Is the AWWA 215 system an acceptable alternative to the specified FS L-C-530 coating system? If not please provide the name of a coating company that meets the current specification?
Spec 33 52 43.13 will be updated by amendment to allow AWWA C215 coating for buried stainless steel piping and removed the external coating requirements for buried carbon steel and removed internal coating requirements for all carbon steel piping. Spec 33 52 80 added by amendment for the external coating of buried carbon steel piping and the internal coating for all carbon steel piping. See Amendment No. 0002.
Presently there is less than 2 weeks until the current bid date or 4 October 2016 and we have not received responses to any
Request For Information Page 11 questions submitted. We request that the Government extend the bid date to allow a minimum of 2 weeks from the date all questions are answered to permit sufficient time to coordinate the responses with our bid proposal.
Answered by Amendment 1 on 30 Sep 2016.
The KW for the new genset is ambiguous.
Drawing EP601 indicates a 300KW.
Drawing ES201 indicates 750KW. Please clarify the Size of the generator?
ES201 is revised by amendment to indicate 300KW, as correctly shown on EP601. See Amendment No. 0002.
Specification 33 16 15 - Water Storage Steel Tanks; paragraph 3.2 states that an impressed current cathodic protection system is to be provided for the water tanks.
Is it the intent of the design that the tank cathodic protection details on EC501 and EC502 apply to both the fuel tanks and water tanks? The notes on EC501 seem to relate only to the fuel tanks.
The cathodic protection details on EC501 and EC502 are applicable to both the fuel tanks and water tanks.
If the water tanks are to be cathodically protected should the water piping connected to the tanks be electrically isolated from the tank? There are not details electrically isolating the tanks from the piping. Please clarify.
Section 33 16 15 paragraph 3.2 revised by amendment to clarify that the water piping between the water tanks and water pumphouse is cathodically protected by the impressed current system provided for the water tanks, and that Isolation fittings are required on the water piping as it enters the water pumphouse. See Amendment No. 0002.
Drawing EC501, Detail 3/EC501, Note #11 states: See Contractor Option Note on Sheet ED.04. Please clarify as there is no drawing ED.04 in the drawing set.
EC501 Note 3 deleted by Amendment.
Specification 33 08 53 Aviation Fuel Distribution System Start-up does not make reference to a requirement to clean the Operating Tanks and Product Recovery Tank following the flushing and cleaning of the piping system. The specifications do not include a specification section related to tank cleaning. Please advise if the Operating Tanks and Product Recovery Tank are to be cleaned as part of the system start-up.
Revised specifications by amendment to clarify flushing and cleaning requirements for the tanks and piping.
See Amendment No. 0002.
Specification 33 16 15,3.6.3 references Ft Carson wastewater treatment plant notification prior to discharge of
Request For Information Page 12 disinfection water. Please clarify the disposal requirements for Dover AFB. As these tanks are non-potable for fire suppression would it be acceptable to leave the disinfection water in the tanks at the conclusion of the disinfection period?
Specification 33 16 15 revised by amendment to clarify disposal requirements for disinfection water. See Amendment No. 0002.
Reference Plumbing Section A/P-210WB; it appears that the 12" water line from the tanks is jacketed to a distance underground beyond the pumphouse foundation. Only the 2-1/2" HWS piping is called out to be insulated and jacketed by the drawing Keynote. Please confirm the 12" water line from the tank is not jacketed.
Only the hot water line is insulated and jacketed per the keynote. Drawing P-210WB is revised by amendment to clarify that the other lines are not sleeved/jacketed, except at the floor penetrations as required by specification.
See Amendment No. 0002.
Reference specification 09 97 13.27 Exterior Coating of Steel Structures, Part 1 General, third sentence states: "Coat 2 each mild steel tank exteriors of the fire water tanks 14 days prior to installing insulation. No UV (topcoat) is required". Is the intent of the 14 day time period to limit the paint exposure to a 14 day maximum without covering with insulation? Please clarify. If that is the case what is the requirement if the 14 day time period is exceeded?
Specification 09 97 13.27 will be revised by amendment to clarify the requirement that the coating cure for a minimum of 14 days prior to the installation of the exterior insulation.
Please refer to note 4F on plan page GC106.
Can the restriction for daylight only work hours be waived for placement of apron concrete during hot weather months?
Note 4F will be revised by amendment to indicate that work outside of daylight hours can be requested and may be approved for special circumstances such as concrete placement. See Amendment No. 0002.
There are 3 wage scales included in the specifications. Please define which wage scale applies to all the different aspects of this project.
There are three wage rate types;
Building; Heavy Construction; Highway.
Specification 32 13 11 requires that concrete is finished with a slip form paver or certain other types of equipment for irregular shaped pours. Will the contractor be permitted to place and finish the apron concrete with a vibratory truss screed?
Yes. The Contractor will be permitted to place and finish the apron concrete with a heavy-duty vibratory truss screed, along with other types of heavy-duty paver-finishers. The specifications will be revised by amendment to clarify this.
Also, please note that Specification 32 13 11 does NOT require that paving only be done by slip-form paving; rather, it is one of several allowable paving methods.
Request For Information Page 13
The specifications will be revised by amendment to clarify this. However, considering the relatively small acreage and somewhat irregular-shaped footprint of the proposed airfield paving areas, use of a slipform paver may not be practical.
See Amendment No. 0002.
Specification 32 13 11, part 3.5.2 requires vibrators to be used for consolidation. Will the contractor be permitted to consolidate the concrete by just using the a vibratory truss screed?
No. The contractor will NOT be permitted to consolidate the concrete BY JUST using the a vibratory truss screed.
Immersion vibrators that are gang-mounted on a bar assembly in front of the vibratory screed will be required. The specification is being revised by amendment to clarify this. See Amendment No. 0002.
The plans don’t shown any valves along the alignments of the water and sewer pipes, other than at tie-in locations. Are any other valves required? If so where?
Valves are required on the sanitary sewer force main at the new grinder pump package as shown on CU501. Valves are also required on this alignment in the 2 force main cleanout vaults. No additional valves are required on the water lines.
The earthwork specifications call for stripping 6” of topsoil. How will the contractor be compensated if, after stripping 6”, there is still more topsoil to be removed?
We suggest a unit price be added to the bid form for stripping after the initial 6”.
Boring logs are available for review by the contractor. None of the boring logs indicate a topsoil layer thicker than 0.3 feet. It is unlikely topsoil in a thickness greater than 0.5' shall be encountered. I would recommend no unit price line item addition. If the contractors' previous experience in Dover, DE leads them to believe that they may encounter topsoil in excess of 0.5', they should bid accordingly.
The pump house site is an overall fill area.
If more than 6” of topsoil has to be removed a higher quantity of imported material will be required to achieve site subgrade elevations. How will the contractor be compensated for additional import? We suggest a unit price be added to the bid form for additional borrow.
No unit price line item should be created for the importation of clean fill to substitute for an excessive amount of topsoil unexpectedly encountered. The anticipated amount of topsoil can used to complete finish grading in non-structural landscaped areas.
How will the contractor be compensated for undercut excavation to remove unsuitable soils? We suggest a unit price be added to the bid form for undercut excavation.
Please bid as shown.

How will the contractor be compensated for import of suitable material to replace unsuitable soils? We suggest a unit price be added to the bid form for undercut excavation refill with imported material.
Specification 33 56 13.13, 1.10 "DNREC Approval to Install" requires the contractor to submit required documentation to the Delaware Department of Natural Resources (DNREC) and obtain the DNREC Approval to Install letter. There are aspects of the above ground fuel storage tank approval package to DNREC that does not involve the contractor's design of the fuel storage tank such as tank foundations, leak detection, containment, etc. that the contractor does not have control of the design. Will the Government be jointly prepare, with the contractor, the above ground fuel storage tank design information required for the DNREC approval package?
The applicable portions of the contract plans and specifications are to be used by the Contractor for submission to DNREC for approval.
Specification 33 56 13.13, 1.10 references Delaware Administrative Code 7 DAC 1352
- Aboveground Storage Tanks specific to "requirements regarding tank construction".
Part 2.0 of 7 DAC 1352 indicates reference standards, not incorporated in specification 33 46 13.13, as part of the Delaware design standards. Is the contractor to follow the design standards as addressed through specification 33 56 13.13, 7 DAC 1352, or both?
The applicable standards for the fuel tanks are API Standard 650 and NFPA 30, which are requirements of both 33 56
13.13 and 7 DAC 1352.
7 DAC 1352, Part 2.4.2 indicates that an impervious geo-synthetic liner installed in accordance with manufacturer's recommendations such as a 60 mil unreinforced liner, 40 mil reinforced liner, or a material of similar or more stringent specifications and that is compatible with the regulated substance being stored is required, whereas section 33 56 13.15

SECTION 00120 PROPOSAL SUBMSSION REQUIREMENTS, EVALUATION CRITERIA AND
BASIS OF AWARD
1.0 OVERVIEW
The Government will evaluate proposals in accordance with the evaluation criteria and the evaluation rating system described herein. Price information will be evaluated for fairness, reasonableness, and for material unbalancing, also as described herein. The evaluation will be conducted in accordance with FAR Part 15.
2.0 BASIS OF AWARD
2.1 The Contracting Officer will award a firm fixed-price contract to that responsible Offeror whose proposal the Source Selection Authority determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, using the Trade Off evaluation method and considering the non-price factors described herein, and price. The intent of this solicitation is to obtain the best proposal within the cost limitation. There is no obligation to approach or match the cost limitation in the offer. After the Government individually evaluates and rates each proposal, the Contracting Officer/Source Selection Authority will compare proposals to determine which proposal represents the best value. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR 15.001. If there is a lower priced, conforming offer(s), the Contracting Officer/Source Selection Official must determine that the added value of a more expensive proposal (within the cost limitation) would justify award to that Offeror.
3.0 GENERAL INSTRUCTIONS
3.1 Proposals should be submitted initially on the most favorable terms from a price and technical standpoint. Do not assume that Offerors will be contacted or afforded an opportunity to clarify, discuss or revise their proposals.
3.2 Firms formally organized as construction contractors that have associated specifically for this project, consortia of firms or any other interested parties may submit proposals. Associations may be as joint ventures or as key team subcontractors. Any legally organized Offeror may submit a proposal, provided that the Offeror or Offeror's subcontractor has or will have professional architects and engineers, registered in the appropriate technical disciplines and provided that the requirements specified in Contract clause, "Requirements for Registration of Designers", are met. All designs must be under the direct supervision of appropriately licensed professionals for each discipline involved.
3.3 Submit proposals in tabbed, three-ring binders and electronically on a compact disk (CD). 1 original and 5 copy for each binder and 1 original and 1 copy CD.
3.4 Page Limits: The following page limits shall apply, which do not include title sheets, indices, tables of content, schedules, or cover sheets: Seventy-five (75) pages maximum excluding past performance information/ evaluation questionnaires or substitute correspondence from references. This page limit includes pages with illustrations/photos/sketches. Any evaluation documentation beyond 75 pages will not be read or considered during the evaluation process. A page printed on both sides will be counted as two pages. Pages containing text shall be submitted
Section 00 22 20 Page 2 on 8-1/2 x 11 inch paper. Each page shall be minimally single spaced with a minimum of a 12-point font and one inch margins all around. Page limit does not apply to bar chart project schedule. Teaming agreements are not included in the overall maximum page count. Size 12 font does not apply to the project schedule. 11x17 page size is allowed for the project schedule.

5.1 VOLUME 1 - FACTOR 1 – MANAGEMENT PLAN
Section 00 22 20 Page 3
5.1.1 Submission Requirements:
5.1.1.1 The Offeror shall submit examples of construction projects which best illustrate the experience of the construction contractor on projects of similar function, scope, size, and complexity as this project. No more than three (3) projects shall be submitted. Each project example should consist of a one or two page narrative of the example project, discussing the project and providing specifics as noted herein. If a Joint Venture (JV) is proposing, provide examples for each prime contractor in the JV within the three project examples allowed.
No more than the number of project examples listed above may be submitted. Each project cited should have a construction dollar value equal to or greater than $5,000,000 and have been completed within eight (8) years from the date that the proposal for this project is due. Indefinite- Delivery, Indefinite Quantity (IDIQ) Contracts, where numerous Task Orders are summed to meet the minimum construction dollar value identified herein, are not acceptable. Factor 1 should include project examples that are similar to this project. For evaluation purposes “similar” is defined as sharing the following aspects with the Construct Hydrant Fuel System Project of comparable magnitude (or magnitude as defined above and/or complexity:
Successful start-up of a military or civilian Type III hydrant fuel pipeline system with features such as a hydrant fuel loop.
The government preference is that project examples submitted be of completed projects (i.e.
construction complete). Projects still under construction will be evaluated only if they are more than 50 percent complete, though less favorably than completed projects.
Each project example narrative should include the following information:
• Project title and location
• Detailed scope of the project
• Original contract award amount and final construction cost
• Original contract finish date and actual finish date
• Points of Contact, as described below
• Role of the proposing firm on the project, including a clear designation of whether or not the
Offeror was the prime contractor
• Sub-contractors utilized on the project and if they are proposed to be utilized for the
Dover AFB Project
• Prime Contractor Personnel on the project and if they are proposed to be utilized for theDover AFB Project
• Narrative description of the project, as described below
All project examples shall contain a Point of Contact (POC) as well as one alternate Point of Contact, to include the name, job title of the POC, address, telephone, and e-mail address. The POC and alternate shall be familiar with the construction performance of the proposer and be a representative of the owner/customer, not affiliated with the proposer. The POC and alternate shall be able to verify the experience cited.
Section 00 22 20 Page 4
Narratives for each project should include a brief overview of the project, discussing major features of the project and each project’s relevance and similarities to this project. The role and work assigned to any sub-contractors and/or personnel noted in the narrative shall be explained. All time growth and construction cost growth shall be explained in each project example narrative.
5.1.2 Evaluation Method:
The Offeror's experience in construction of facilities similar to this project will be evaluated. No more than three projects may be submitted in this Tab. If the number of project examples in this tab exceeds three, only the first three projects listed in the proposal will be evaluated. Evaluation will be based on the project examples provided in the offeror’s proposal. Any additional material inserted into this tab will not be evaluated.
Higher evaluation ratings will be given for project examples which are similar in function, scope, size, and complexity to this project and clearly demonstrate a contractor’s capabilities to construct a project of this nature, and execute the project successfully while containing costs and maintaining schedule. Projects meeting the $5 million criteria in Paragraph 5.1.1 will be rated higher than those not meeting the minimum. Projects lower than $5 million are still at least acceptable. Projects meeting the similarity criteria identified in
Paragraph 5.1.1 will be rated higher than those projects that do not meet the similarity criteria. Projects still under construction will be evaluated, though less favorably than completed projects.
Projects for which the proposer was not the prime contractor will be evaluated less favorably.
Military construction project examples will be rated more favorably than commercial projects.
Projects showing significant cost and time growth will be rated less favorably than those that maintain the contract completion date and the original award amount, unless the cost or time growth is explained to be caused by factors outside the proposer’s control. Higher evaluations may be given for previously used subcontractors that will be utilized for the Dover AFB project. Higher evaluation ratings may be given if Prime Contractor personnel submitted for this project (Tab C – Factor -3 Technical Approach/Offeror’s Key Personnel) have worked on projects submitted for this tab. Submission of fewer projects than allowed above will reduce the offeror’s rating in this Factor (Tab). Omission of requested information will result in lower ratings.
5.2 VOLUME 2 -FACTOR 2 – OFFEROR’S SUBCONTRACTOR’S QUALIFICATIONS AND
CONSTRUCTION EXPEREINCE
5.2.1 Submission Requirements:
The Offeror may submit one (1) candidate for each of the below primary subcontractors.
